06-23-1960 MinutesVIRGINIA: At an adjourned meeting of the Board of Supervisors of Chesterfield County, held at the Courthouse on June 23, 1960,at 2:00 p.m. Present: Mr. Irvin'G.Horner, Chairman Mr. H. T.. Goyne Ma~.Stanley R.Hague, Jr. ~ir. R. J.Britton Mr. Marshall F. Driskill Absent: Mr. H.K.Hagerman Mr. Goyne states that the Safety Committee has met and invites the Chief of Police, ~. W.Smith, to view the recommendations of the Committee. Chief Smith reports that there is a need for school stop lights, at ten (10) locations in the County, which are as follows: Ettrick, Matoaca, Harrowgate, Reid, New HighSchool at Forest Hill Avenue, Chester Elesentary School, Thomas Dale Carver, Enon and Forest View Schools. And states further that the cost of two liEhts at each location would be approxi- mately $3500.00, Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr. Hague, it is resoled that the Purchasing Agent be and he hereby is reoue~ed to seek bids for lights at the ten school locations. Mt.Sam Mayo comes before the Board explaining the final plans of the concession stands to be constructed underneath the grandstand. On motion of Mr. Driskill, seconded by Mr. Goyne, it is resolved Ohat bids be received on the final drawings of the concession plans. ~ On motion of Mr. Hague, seconded by Mr. Goyne, it is resolved that the final draw; ings for the parking area be and they hereby are approved and the Purchasing Agent is authorized to seek bids on the construction of this facility. On motion of ~ir.Goyne, seconded by i~r. Hague, it is resolved that the ~ounty Surveyor be and he hereby is requested to survey and prepare suitable plats showing the property to be acquired from Mrs. Maude Dance. WHEREAS, the Board was advised by M. W.Burnett, Executive Secretary, that he has been unable to purchase on behalf of the County, certain properties, needed by the County at Chesterfield Court House from Mrs. Maude Aters Dance, and that he had made an offer to purchase said property to Lufitle D. Haskins, her attorney in fact, and has been unable to acquire same by purchase. NO~';, THEREFORE, BE IT RESOLVED, on motion of Mr. Goyne, seconded by Mr. Driskill, that the Board o±~ Supervisors doth determir~ that it is necessary and expedient for public purposes to acquire certain parcels of land from Mrs. Maude A.Dance in Dale District, Chesterfield County, Virginia~ adjoining properties of the County of uheoterfmeld Court House,containing approximately 32-acres, more or less, being shown on plat made by LaPrade Bros., Eounty Surveyors, dated Feb. 10~ 1959, for use by the County for County purposes. BE IT FURTHER RESOLVED: That the Commonwealth's Attorney of this County is authorized and directed to institute proceedings toacquire title to said property be exercising the right of eminent domain. On motion of Mr. Britton, seconded by Mr.Drislil~,it is resolved that the contract with the City of Richmond for the extension of the area to which sewer service is expended to include a small portion of land on the south side of Jahnke Road, be and it hereby is approved and the Chairman and Clerk of this BOard are authorized to sign said contract. On motion of Mr. Britton, seconded by },ilr. Driskill, it is resolved that this BoarU accept the low bid for a 200,OO0-gallon tank for the New School on Forest Hill Avenue, same being with the Chicago Bridge and Iron '.'forks in the amount of ~49,0~0.00. And be it further resolved, that the County Engineer be authorized to investigate further the condition of the soil at the base of the tank and to expand the plans and specifications of the base ss necessary. On motion of ~¢.r.Driskill, second ed by Mr. Britton, it is resolved that the County give general approval of the Retirement Program and insurance program, subject to the in~erest shown by the employees of the County° This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of Renfro Road in the '.,',~oodmont Subdivision, Section B, in Midlothian Magisterial District, which report shows that in the opinion of the County Road Engineer it is expedient that said road be established as a public road. Upon consideration whereof, and on motion of Mr. Eriskill, it is resolved that ~enfro Road in the ~.'.~oodmont Subdivision, Section B, of Nidlothian District, be, and the same is hereby established as a public road. and be &t further res~lved~, that the Virginia Department of Highways be and it hereby is requested to take into the State Secondary System, Renfro ~oad, from the intersection of Seville Drive and Traymore Road, .12 of a mile northeast to ~riftwood Road, thence ..07 of a mile eastwardly to Penrose Drive. This road serves l~ houses. And be it further resolved that the Board of Supervisors of Chesterfield County galarant~ees a right of way of not less than 50 feet to the Virginia Department of Highways for this road. Dedication of said right of way in Plat Book 10, Page 67, Chesterfield Courthouse~ Virginia. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of Apache Road and Garden Road in ~the Subdivision of Huguenot Farms, Section C, in Midlothian Magisterial District, which report shows that said road,in the opinion of the County Road Engineer, should be established .as a public road. .Upon consideration whereof, and on motion of Mr.Driskill, it is resolved that &pache Road and Garden Road in the Subdivision of Huguenot Farms~Section C~ of Midlothian District, be, and the same are hereby established as public roads. And be it further resolved, that the Virginia Department of Highways be, and it hereby is requested to take into the State..Secondary Syst~em, Apache Road, from a point on Rt. 1845, .23 of a mile south of Rt. 1846, .lo of a mile westwardly to a dead end; Garden Road,from a point on Apache ~oad, .17 of a mile west of Rt. 18~5, .O4 of a mile southwardly to a dead end. And be it further resolved, that the Board of Supervisors of Chesterfield County guarantees' rights of way of not less than 50 feet to the Virginia Department of Highways for these roads. On motion of Mr. Goyne, seconded by Mr. Hague, it is resolved that the sum of $?060.00 be transferred from the Ettrick Operating Fund to the Ettrick n.~+ Fund On motion of Fh~.Goyne, seconded by Mr.Britton, it is resolved that this Board agrees to pay Mt.James Herbert Taylor $1g.33 for an erroneous assessment of Personal Proper5y Ta~es, sub je~gt to the approval of the Commonwealth's !lttorney.
