07-28-1960 MinutesVIRGINIA: At a regular meeting of the Board of Supervisors of Chesterfield County, he~d at the Courthouse on July 28, 1960, at 2:00 p.m. Present: Mr. Irvin G. Horner, Chairman Mr. H1 T.Goyne Mr. R. J.Britton Mr. Stanley R.Hague, Jr. Mr. H. K. Hagerman Mr. Marshall F.Driskill Mr.D.W.Murphey comes before the Board citing the fact that the Lions~Club of Chester wishes to schedule a football game at the Stadium on October 7, 1960, citing the fact that it would be a well-attended event and requested permission for the use of this facility. On motion of Mr. Goyne, seconded by Mr. Driskill, it is resolved this this request of the Chester Lions Club be, and it hereby is granted. Mrs.Baptist and a delegation from Leicester Road come before the Board citing the fact that the citizens residing on Leicest~r Road did not wish the road name to be changed. That there were 28 homes and 28 families concerned in this change. Whereupon, Mr. Painter, County Engineer, cited the fact that Leicester Road Pan into Buckingham Road, which name was a duplication and it should be changed. Comes also, Mr. Woodward and a delegation residing on Buckingham Road, citing the fact that they were opposed to having the name of Buckingham changed to Leicester. On motion of Mr.Britton, seconded by I~'tr. Driskill, it is resolved that since this matter had been pending for a number of months and that the citizens of the area could not get together on the name, that the name of Buckingham Road be changed to Leicester Road, from Riverside Drive southeastwardly to Reedy Street. Mr. Ivey P. Blue, Attorney, representing certain citizens of Chesterfield County desiring the right to sell beer on Sunday, comes also before the Board presenting a petition signed by a number of restaurant owners and another petition signed by patrons of such establishments, requesting the Board's consideration of this request. On motion of Mr. Driskill, seconded by Mr.Goyne, it is resolved that this matter be delayed to September 22, 1960, at 2:00 p.m. On motion of Mr.Britton, seconded by Mr.Goyne, it is resolved that the Building Inspector be and he hereby is authorized to issue a building permit to the Decatur Street Methodist Church for an addition to said Church. It is here noted t~at the Board was cognizant of the parking problem of the Church and accepted the Church's right to park in the parking lot of t~he McGuire Pharmacy. On motion of Mr. Driskill, seconded by Mr.Britton, it is resolved that this Board go into Executive Session. Reconvening: On motion of Mr. Hague, seconded by Mr. Goyne, it is resolved that this Board request the Highway Department to improve by patching the road from Rt. 655 into Camp Baker. Britton, seconded by Mr. Driskill, it is resolved that a special ~contrac~t for the installation of water lines in the Keanland Farms Subdivision be and it hereby is approved. On motion of Mr. Hagerman, seconded by Mr. Driskill, it is resolved that the County Engineer be and'he hereby is authorized to connect the water line on Oakland Avenue to the water line on Roosevelt Avenue, at the County's expense. On motion of Mr. Britton, seconded by ~ir. Goyne, it is resolved that the Ordinance passed on May 26', 1960, as an emergency ordinance~ the same ~aving been advertised according to law, be and the same is hereby adopted, which ordinance is as follows: AN ORDINANCE', to amend an Ordinance adopted by the Board of Supervisors on December 14, t95~, to regulate and control the use of water in Chesterfield County during emergencies bY amending Section 2 thereof to limit the use of said water during emergencie s for the entire emergency period. BE IT ORDAINED BY THE BOARD OF SUPERVISORS OF CHESTERFIELD COUNTY that: Section 2 of the Ordinance adopted December l~, 195& as amended to regulate and control the use of water in Chesterfield County during emergencies be and the same hereby is amended and feadopted to read as follows: 2. -That it shall be unlawful for any person, firm or corporation whose water supply is furnished from the Chesterfield County water system during any declared emergency to water or snrinkle lawns and gardens or to use water at the home or place of business for any purpose not reasonably essential to health, or proper operations of said business during such emergency period. An emergency existing, this ~rdinance is adopted on July 28, 1960. On motion of Mr. Britton, seconded by Er.Goyne, it is resolved that this Board request the Highway Commissioner to allow the Virginia Transit Company to operate buses with a width of 102 inches and a length of 40-feet over certain routes in Chesterfield County, which routes are as folloWs: Beginning at the City limits on Hull Street, Rou~e #360, southward to Belt Boulevard, Belt Boulevard, Route #161 along Belt Boulebard to Southside Plaza, Leaving Southside Plaza ..along South Boulevard, Route #161, ~to~Broad Rock Road, Route #lO, along Broad Rock Road, Route ~lO, to the City Limits. A letter was read from Mr.J.Edward Parker, owner of the Stratford Hills Shopping Center, for the Board's hearinz, which letter cited the fact that the County could have a 12-foot alley right of w. ay in the rear of the Stratford hills Shoppinz Center, provided the County would tRke over the existing 6" sewer line, and it was generally agreed that the Executive Secretary be and he hereby is reques~ ed to write to Mr. Parker seeking an alley right of way without accepting the 6" sewer line. ~lr. Francis K.Godwin, President, Petersburg-Hopewell Gas Company, comes before the Board explaining the Gas Company's request for a franchise over a large part of the southern half of the County. Upon consideration whereof, and on motion of Nr. Goyne, seconded by Mt.Hague, it is resolved that the Executive Secretary be and he hereby is authorized to advise the State Corporation Commission that the County or'Chesterfield offers no objections to the granting of the franchise requested. On motion of Mr.Britton, seconded by Mr.Hagerman, it is resolved that this Board approve the variance request of Mt.Lee Branch for the division of land on the Belt Boulevard according to plats filed with the Board's papers. The ExecutiveSecretary gives a report on the long-distance telephone calls, costs, and efforts to reduce unnecessary 'phone use. On motion of Mr. Driskill, seconded by Mr. Goyne, it is resolved that the subdivision request of Mr. Andy Kidwell be and it hereby is referred to she Planning Commission. On motion of Mr. Hagerman,$econded by ~ir. Goyne, it is resolved that the Building Inspector be and he hereby is authorized to imsue a building permit, free charge, to She Ettrick Fire Department for construction of an addition to the Municipal Building in Ettrick, And be it furthest r,~solved, that this Board recommends its approval of the Fire Department's request to construct said addition, provided the construction is inspected periodically by the Building Inspector. On motion of Mr. Hague, seconded by Mr. Goyne, it is resolved that this Board aopropriate $1602.75 from the General Fund of the County to the following categories in the Virginia Public Assistance Program: Old Age Assistance Aid to Dependent Children Aid to Permanently & Totally Disabled Aid to the Blind $647 · O0 ~o~. 00 ~o3.00 48.75 On motion of Mr. Goyne, seconded by Mr.Driskill, it is resolved that the Executive Secretary write to Mr.J.C.Taylor explaining the necessity of improving other Railroad crossings prior to the crossing on Rt. 611 and %he Seaboard Airline Ry. A report was read from Mr.J.T.Rose, County Assessor, which report lists the to%al assessments for the second quarter of 1960 and is filed with the Board's papers. A report from %he Deputy DelinquentTax Collector was read, which report shows the total collections of delinquent Personal Property taxes for 1954-'55 to be $~33,039.27, which report is filed with the Board's papers. On motion of Mr. Britton, seconded by M~.Goyne, it is resolved that Personal Property Taxes in she amount of $10.12 be returned to Er. Kenneth ~. Godfrey and $1. O5 to Mfs. Daisy Godfrey. On motion of M~.Britton. seconded by Mr.Driskill, it is resolved that this Board refund to Mr.T.L.Blake $13.00 for a one-quarter trailer tax. On mo~ion of Mr. Britton, seconded by Er. Hague , it is resolved ~hat at the request of the County Assessor, that the salary of Mrs. Frances Q. Cole be increased to $3300.00 ~er year. On motion of Nr.Britton, seconded by Er.Driskill, it is resolved that this Board approve the selection of color panels for the new Exhibition Building as selected by Mrs. Mary l~i~hgerman, the wife of Mr.Harrison K.Hagerman, Supervisors of Matoaca Dis~rict, which colors are dark blue and light gray sides with a white roof. On motion, the meeting is adjourned to August 10, 1960, at 9:00 a.m. Chair~ran
