Rr. O.B.Oates, Sheriff, gives the invocation.
On motion of R~r. Britton, seconded by Mr.Hague, it is resolved that a special
contract for the installation of water in the ~oodstock Subdivision, Section C-8,
and a regular water contract in the amount of ~8715.79 for the installation of
water in the Brighton Green Subdivision be and they hereby are approved, and
the Chairman and Clerk of this Board are authorized to sign said contracts.
On motion of Mr. Britton, seconded by Mt.Hague, it is resolved that on the advice
of "the Uounty Engineer this Board records the fact that the County has no further
use. for the water line installed by agents of Mt. George Gregory within the confines
of the present Cherokee Estates Subdivision in Manchester District.
On motion of Mr.Hague, seconded by Mr.Britton, it is resolved that the ~ounty
Engineer be and he hereby is a~thorized to secure bids on the install~ion of the
County Utility supply yard and to award the bid to the lowest bidder for the
install~ion of said fence.
This day the County Engineer read a letter from the Broad Rock Ruritan ~,$lub
requesting awater fountain on the playgrounds of the 01d Broad Rock School.
There were certain questions raised by the County Engineer as to the policies
to be established by the fulfillment of this request. On motion of Mr. Goyne,
seconded by Mr.Britton, it is resolved that a conference be held by the Ruritan
Club, the School Board representatives and the County Engineer to ascertain possible
conditions over such a use.
On motion of Mr. Bmitton, seconded by Mr.Driskill, it is resolved that the Supervisor
of, Matoaca District and the Executive Secrel~ary along with the County Engineer
be 'and they hereby are requested to' meet with the Ettrick Sanitary District
Committee tO discuss the water problems in the area.
The Executive Secretary read a letter from Mr.William Maxey requesting the
Board's approval of constructing homes in the Morrisdale area~ said houses not
to be occupied for a period of six months from the present date. And the
County Engineer cited the fact that the water situation in this area was still
somewhat limited. On motion of Mr.Goyne, seconded by Mr.Driskill, it is
resolved that this re~c~est be continued for further developments.
On motion of Mr.Britton, seconded by Mr.Driskill, it is resolved that a sewer
contract between the Board of Supervisors and the Sterling Dev~opment Corporation
for the installation of sewers in portions of Block A andBlock B in the Plan
of Cherokee Hills, recorded in Plat Book ~, Page ~1, be and it hereby is approved,
and the Chairman and Clerk of this Board are authorized to sign said contract.
On motion of Mt. Hague, seconded by Mr. Goyne, it is resolved that this Board
request the Highway Department to hard-surface that portion of Upp Street,
between Hening Heights and the la st section hard-surfaced in Alice Heights,
and charge same to the 3¢ Road Fund of the County.
And be it further resolved, that the foregoing resolution be sent to the
Highway Department. upon receipt of money from Mt.Curtis L. Rudolph in sufficient
amount to cover the cost of said road i~provement.
A letter from Mt. Paul H.Bock, Right of 5~fay Engineer for the Richmond-Petersburg
Turnpike Authority wast~ead, which letter cited the fact thatthe Toll Road is
proceeding to dedicate~6he County of Chesterfield, rights of way running from
Shell Road to the Fort Darling tract and adjacent to and east of the Toll Road.
Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr. Hagerman,
it is resolved that this Board request the Highway Mepartment to take over said
rights of way and include same into the Secondary System of the County~ when
said rights of way ~re acquired.
A list of roads accepted by the Highway Department were reviewed and ordered to
be filed with the Board's papers.
~r. E.D.Hubbard, Distr~t Engineer, Virginia Department of Highways, and Sgt.
Clarke: Traffic Officer, State Police Department, come before the Board to
discuss the request for "Stop and Go" lights at the intersection of Rts. 608
and 1, and Rts. 10 and 1.
Mr.Hubbard states that several studies hage been made on the locations and that
the volume of traffic on Rt. 1 was such that "Stop and Go" lights were not
justified.
Sgt. Clarke presented c, harts showing accident rates at several locations,
indicating that channelization of the traffic is necessary before the
installation of traffic lights.
Mr. Mike KD~korian, Safety Engineer for the Reynolds ~'letals Company, stressed
the point that traffic controls should be based on the prevention of accidents
rather than studying accidents that have already happened.
~h~. William Murphey, Plant Manager of the Reynolds Metals Company,stated that
since 1956 the number of employees has increased five times and within the next
four or five years will increase five times, and it was hard to plan for plant
expansion if the present traffic conditions sro not safe in getting on and off
Rt. #1 to the ~eynolds plant.
Mr. Murphey stated that he has tried many times to alleviate the existing
traffic conditions, but to date he has accomplished nothing.
On motion of ~r. Goyne, seconded by Mt. Hague, it is resolved that this Board
request the Highway Department to erect immediately, a "Stop "light at the
intersection of Rte. 608 and 1, and to study further the intersection of Rts.
10 and 1.
~.'~r.R.E.Ritenour, representing Raleigh Court and the adjacent area, comes before
the Board presenting maps showing drainage conditions in the area, and cites
the fact that since the construction of Westover Manor the area is flooded
consistently whenever it rains.
}~[r.Hubbard states that it would be the Highway's position that where water is
restricted by culverts underneath the road, that said culverts should be
enlarged, provided the n~cessary ditching was acceptable on private rights of way.
Upon consideration whereof, and on motion of Mr. Britton, seconded by Mr. Driskill,
it is resolved that this Board request the Highway Department to give to the
County an estimate of the cost of constructing the necessary ditches in the
Raleigh Court so as to alleviate this drains~ condition.
A delegation from the Bellwood Manor area appear~d to request again the improvement
of the situation in the BellWood Manor area. Mr.Hubbard states that if the
County would purchase the necessary pipe that the Highway Department would install
same without charge,provided adequate easements were obtained on the south side
of Willis Road.
It was generally agreed that the Highway Department would stake the easements
desired, that F~r.Leo Myers and Mt.Jack Burge would acquire the necessary easements,
and that the Executive Secretary would request the Richmond-Petersburg Turnpike
Authority to pay part of the cost of the pipe for this improvement.
On motion of Mr. Goyne, seconded by ~%r.Hague, it is resolved that this Board
request the Highway Department to improve approximately one-half miles of Treely
Road Extended, in an amount not to exceed $3000.00 and charge'same to the
3~ Road Fund of the County.
And be it further resolved, that the foregoing resolution be sent to the Highway
Department upon receipt of one-half of the estimated cost from the residents of
the area.
Mr.A.J.Horner comes before the Board presenting e check in the amount of $8t3.21,
same being ~he County's share of proceeds derived from the sale of timber in the
Pocahontas State Park.
The Executive Secretary state~ he had received a letter from Mrs. Ethel F.Sledd
requesting that her request for rezoning, which request has been deferred from
the meeting of July 13, 1960, be withdrawn.
And it was generally agreed that this withdrawal be granted.
The Executive Secretary read a request from the Meadowbrook Country Club ~nd
Mr.W.S.Carnes for rezoning from Agriculture to General Commercial of parcels of
t~nd at the intersection of Rt.63? and Rt.6~8,which requests were deferred from
July 13, 1960.
Mr.John Thomas presents a plan of the subdivision of lots on both Rt.63? and itt.
638, which lots belong to the Country Club and states that the 81ub is requesting
the corner lot for business.
~.J.K.Timmons, Consulting Engineer, presents the Master Plan of Trafficways in
the area as developed by the City of Richmond. }4~.R.Pinkney Sowers, emphasizes
the future of tDis intersection as being the focal point of traffic in the years
to come.
Mr.W.S.Carnes, applicant, states that he would put in a shrubbery screen~ if
same is desirable, that there remained approMi~ately 175 lots in the Beechwood
Tra ct.
I~rs. E. S.Ray states she is opposed to the request and presents letters from some
of the adjacent property owners opposin~ the request. She states that
there are too many businesses presently in the area; whereupon, Mr. Goyne
sDeaks in favor of the application, citing the previous experience of the Board
im not allowing business to come into certain areas and that he does not see
that this would hurt the surrounding property owners.
Upon consideration whereof, and on motion of Mr.Hague'~ seconded by Mr. Goyne,
it is resolved that the request of Mr.W.S.C~rnes for G~neral Business on the
afcredescribed parcel of land be and it hereby is granted, provided the
developers follow the general plans presented to the Board, and present further
plans ans specifications of the improvements to the Board of Supervisors for
their approval.
On motion of Mr. Hague, seconded by Mr.Goyne, it is resolved that the reque~
of the Meadowbrook Country Club for rezoning to General Commercial of the
aforedescribed parcel of land be and it hereby is granted.
