08-25-1960 MinutesVIRGINITY: At a regular meeting o~' the Board of Supervisors of Chesterfield County, held at~the Courthouse on August 25, 1960, at 2:00 p.m. Present: Mr. Irvin G.Horner, Chairman Mr. H. Marshall F.Driskill .,h~ ~ter of drai~:.ge on the ~fillis Road and in the Bellwood Manor area was again discussed before the Board. Mr. Jack Burge and ~ir. and Mrs. Thomas give observations as to the value of rights of way on the easements already obtained. It was generally agreed that this matter be deferred until the Highway Department can explore other possibilities. Mr. Robert %'~horley comes before the Board seeking a Variance from the Building Code to allow the construction of a home on Rt. 653 on a parcel of land not fronting on said road. Upon consideration whereof, and on motion of Driskill, seconded by I.ir. Hague~ it is resolved that this ~atter be deferr%d to the next meeting of this Board. Two citizens residing on Whitehead Road, recently changRd to Scholar Road, come before the Board requesting that the name of said road be changed to Daytona Road, citing the fact that a large majority of the citizens of the area desire this name. Upon consideration wher~of, and on motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that the name of Scholar Road be and it hereby is changed to Daytona Drive. On motion of Mr. Britton, seconded by Mr. Hagermsn, it is resolved that this Board recuest the Highway Department to include Fluvanna Street, for a distance of approximately .1 of a mile, and to improve and hard-surface an extension of Hi-Oaks ~venue, and charge s~ne to the 3~ Road Fund of the County. On motion of Mr. Goyne, seconded by Mr.Hague, it is resolved that this Board commends and con~ratulates the Commo,~ealth's attorney, I;~.Ernest P.Gabes,~ · for being elected President of the Commonwealth~s Attorneys'Association o~' Virginia. On motion of Mr. Driskill, seconded by Mr.Britton, it is resolved that the contract for the installation of th~ sewerage system and treatment plant plant for the Courthouse be awarded to the firm of Lyttle & Bar~s, who submitted the low bid. And be it further resolved, that the Chairman and Clerk of this Board are authorized to sign said contract. On motion of ~lr.Britton, seconded by Mt.Hague, it is resolved that the County Engineer with such representatives of the %'Tater Department as he ~deams feasible be~ and they hereby are authorized to attend the American %'~ater Works Association Convent ion at Virginia Beach, The Executive Secretayy reported several roads which were taken into the State Highway System of roads which were as follows: Belleau Circle Subdivision: Belleau D~.ive - From the intersection of Route 686 and Route 789, running ~-~rth 0.17 miles to Beaudet Lane O.17 mile Beaudet Lane - From the north end of Belleau Drive and running west 0.!0 mile to a £urn around. .. Mr.H.T.Goyne presented a number of option agreements signed by citizens residing on Rt.6OS, which road is tO be widened by the Highway Department, provided the County can secure additional rights of way. Upon consideration whereof, and on motion of Mr.Goyne, seconded by Mr. Britton, it is resolved t~at all of the option agreements presente~ with the ex ception of Mfs.Ruth Johnson,~ be approved as presented. On motion of ~.Britton, seconded by ~r. Driskill, it is resolve~ that a variance be granted to Mr.Stuart Schmidt to allow the construction of three houses, two of which will be on Stratford Road and one on Wakefield Road, without subdividing formally this small parcel of land, provided the owner will record on each deed of conveyance the necessary easemer~s for widening the road and installing such utilities and show ~ drainage easement running from Stra~for~ Road parallel to Cherokee Road and about 200 feet west the~'efrom. On motion of ~r. Hague, seconded by ~r.Britton, it is resolved that the Building Inspector be and he hereby is authored to issue a free building permit for the Ettrick Athletic Association. On motion of Mr.Driskill, seconded by I~.Britton, it is resolved that the Building Inspector be and he hereby is authorized to issue a free building permit for an addition to the Wagstaff Volunteer Fire Department. On motion of ~'~r.Driskill, seconded by R~r. Hagerman, it is resolved that the Building Inspector be and he hereby is authorized to issue free building permits to all churches and civic organizations. On motion of ~.Goyne, seconded by ~'~r. Hague, it is resolved that the request of Mr.~Nilliam C. Yauger for the construction of a screened in porch as an addition to his trailer be and it hereby is approved and a variance granted from the Building Code to permit the issuance of a building permit. On motion of ~r.Hague, seconded by M~r. Goyne, it is resolved that a variance be granted to allow the construction of an addition to a trailer on Rt. I0, approximately 1/2 mile south of Rt. 1S5, owned by Mr. Manning B. Dubberly, Rt.#l, Chester, Virginia. On motion of Mt. Hague, seconded by ~r.Goyne, it is resolved that the Purchasing Agent be and he hereby is authorized to purc~se gCO feet of 2-1/2" hose and 350 feet of.l-i/2" hose for the Dale Volunteer Fire ~.epartment. There was read a letter sigr~d by Mr.William E.Tunstall, President, Chester Volunteer Fire Department, requesting an additional fire siren' for the Chesver Fire Department. On motion of Mr.Goyne, seconded by Mr. Hague, it is resolved that this request be referred to theFire Committee for study and report. Mt.Hayes from the Enon Fire Department comes before the Board, citing the fact that Enon's second truck is in a very poor condition, and it was generally agreed that this matter be referred to the Fire Committee. Specifications for the fire trucks recently approved for Bensley, Manchesner and Wagstaff Circle Fire Departments ~ere briefly reviewed and it was generally agreed that bids would be sought for these trucks. On motion of Mr. Britton, seconded by Mr. Goyne, it is resolved that the Berrall- Jasper Fence Company of Washington, D.C. be given the contract to im~tall approximately 300feet of chain-link fence on the Courthouse grounds. On motion of Mr.Hague, seconded by Mr. Goyne, it is resolved that this Board accept the low bid of R.M.Greene to install aertain lights at the grandstand at a co%st not to exceed ~798.00. There was read a letter signed by ~'Ir.V.L.V~illett, requesting some portion of the~ County's fire insurance. Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr. Hague~ it is resolved that the Executive Secretary be and he hereby is recuested to make a study of the ins%fence program of the County and make a report to 6he Board. On motion of ~r. Goyne, seconded by ~.Britton, it is resolved that this Board in accordance with a Court Order, dated August 8, 1960, authorizes the Treasurer of the County topay to James H.Taylor the sum of ~18.33 for an erroneous assessment of Personal Property. The Executive Secretary notified the Board that the Petersburg-Hopewell Gas Cpmpany had been granted a franchise for _~nst~-~lling gas lines in certain areas in the southern part of the County. On motion of M~.Dri~kill, seconded by Mr. Britt~n, it is resolved that this Board accepts and ~uthorizes the record of an o~nibus deed signed by'a number of citisens granting a 5C-foot right ofway leading from ~dkins Road across the land of the Grantors. On motion of ~r. Ha4~e, seconded by Mr. Britton, it is resolved that this Board requests the Treasurer to appropriate ~1000.00 of the General Fund of the County to Item 10c in the County budget. On motion of Mr. Goyne, seconded by ?.~r. Britton, it is resolved that the Lions Cl~ub, who will use the Fair Grounds facilities on October ?th and the Chesterfield Fair Association, who will use the County's Fair ground facilities during the coming Fair, be allowed to use said facilities free of charge for these events. There was read a letter from ~,h~.R.E.Ritenour expressing the nhanks of the Raleigh Court citizens for the recent action of the Board of Supervi~rs in the drainage problem of the area. On motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that theB-uzldmngs' ' and Grounds Conm~ittee and the Executive Secretary meet with oaficials of the Trinity Methodist Church to discuss the request of said Church for additicnal land ~for parking and other purposes. On motion of ~ir. Britton, seconded by ~ir. Hagerman, it is resolved that a standard water contract for the Glen Echo Subdivision in the sm~ount of ~ ~ ~ ~13~o,OC be and it hereby is approved. On motion of ~.Hagermen, seconded by ~'~r.Brmtton, it is resolved that the minutes of July 1S, 2Sth and ~, ~.ugust 10 be and they hereby are approved. Re: Acquisition of necessary right of way for ~.dening Kingsland Road grid for water main easement. On motion of ~,M.Goyne, seconded by Mr. Driskill, BE iT RESOLVED: That the Board doth dtermine that it is necessary and expedient to acquire the necessary right of way for the purpose of widening Kingsland Road from its intersection with U.S.Route No. 1 leading to the Reynolds Metals Extrusion Plant and it is necessary and expedient ~or the construction, operation and maintenance of the ~hesterfield County Water System to acquire the right, privilege and perpetual easement and right of way for the purpose of installing, constructing, maintaining, operating, repairing, altering, replacing and removing water mains, pipe, pipelines, meters and other appurtenant facilities for the transmission and distribution of water, through said water mains, under, through, upon, across and adjacent to Kingsland Road located in Bermuda District, Chesterfield County, Virginia; That the Executive Secretary is authorized to obtain appraisals of the said properties by J.T.Rose,Sr.,.Chesterfield County Real Estate Assessor, and upon receipt of said a~praisals to make offers to the various landowners in accordance with said appraisals to acquire the proper~y by purchase, to-wit: Ruth and Virginia Johnson, Parcel 10' x 257' for widening Kingsland Road Virgil W. Harvey, widening entrance of Kingsl~nd Road at U;S. Route No.1. Minnie Louise Crest, Parcel 10' x 250' for wideninE Charles R.Preston, Parcel t5' x 100' for widening and water line easement. Nicholas A. and ~{dele Jones, Parcel 10' x 325' for widening Daniel Goode, Parcel 10' x 106.26' for widening William S. Miller, Esta~te, Parcel 10' x 520' for widening If the Executive Secretary is unable to obtain the said properties by purchase in accordance with said appraisals, then the Commonwealth's Attorney of this County is aut[~orized to institute the necessary proceedings on behalf of the County to acquire said interest in said land from the various landowners by the exercise of the right of eminent domain and to represent the County in acquiring said properties; and Pursuant to Chapter 382 of the Ac~ of Assembly of Virginia of 1958, the Board doth deD~rmine ~hat an emergency exists and it is necessary to enter upon and take possession of the aforesaid lands on ~he loth day of October, 1960, and promeed with the construction and maintenance of the s;~id road and the installation and construction of a water line in said easement. The Clerk of this Board is directed to notify any of the above landowners who are unwilling to sell said property to the County, by registered mail, at least thirty (30) days before said date that the County intends to enter upon and take possession of the necessary properties on the 10th day of October, 1960, and that the Board will pay the landowners the total amount offered as compensation for the interest to be acquired and for damage to the landowners' remaining property by reason of the taking in accordance with the apprai2als made by J.T.Rose, Sr., Real Estate A~sessor; and The Executive Secretary, the Chairman of the Board and the Commonwealth's Attorney are authorized and directed to do amy and all acts necessary and proper to carry into effect the terms of this resolution. This day the 'County'Road' Engineer in accordance with dir~.ctions from %h[s Board made report in writing upon his examination of Bowlsnd Road in Chesterfield Hills Subdivision, Manchester i)istrict, which tel.'orr shows that in ~he opinion of the County Road Engineer it is expedient that said ro~d be est;~blished as a public road. And be it further resolved, that the Virginia Department of Hijhways be and it hereby is requested to take into the State Secondary System. Bo~'l~nd Road, in Chesterfield Hills SuSa~ivision,-Manchester District, from a point on Rt. 651, at its intersection withSalem Road, .19 of a mile southwest to a dead end. This road serves 7 houses. ~'~nd be it further resol¥~d that the Board of Supervisors o~ Chesterfield Eounty guarantees a right of way of nov less than 30 feet to the Virginia Deyartment of Highways for this road.
