The Executive Secretary preserved a letter from Mr.R.E.Ritenour explaining the status of the drainage easements in the Raleigh CourS Subdivision, which easements .had been acquired by the Highway Department to improve the drainage condition of the area, and it w~s pointed out that at several locations shrubs had to be moved or fences had to be moved. Upon consideration whereof, and on motion of Mr. Britton, seconded by Driskill, it is resolved that this Board pay the cost of a chain-link fence, some shrubs on the Walter W.Eley lot, and to dig the ditch on the recorded easements. Mr. Thomas presented Mr. Itner, President of Elways, Inc., who told of the office building to be constructed at a co~t of approximately ~50,000.OO, Mr. Thomas presented petitions and letters in favor of his client's request. He also presented a booklet on Pre-stressed Concrete Beams by Shock~y & Bro. Inc. of Winchester, Virginia. ~;¢hereupon, M~. Hutchinson, Attorney forthe opposition, objects that this is not a local concern. Mt. Thomas presented figures to show the present taxes and the proposed assessment on contemplated improvements. Mr. Hutchinson, Attorney, for the opposition, states that the case of this request is based entirely on a contract of sale, he asks that a p~ition of a former ~hearing be made a part of this proceedings, and that any argument of tax increase has no place at this request. Approximately 14 people appeared in protest. Mt. Hutchinson presents letter of opposition and stated that our ordinance shows that either tenants or owners must apply for rezoning. Mr. Thomas stated that it was the general custom to say that any one holding an enforcible contract is considered an owner. ~.Thomas also showed a map of the general area, showing the ntunber of people o~jecting to the proposed rescuing and the distances they lived from the proposed ,rezoning. Upon consideration whereof, Mr. Hagerman made the following motion, which was seconded by Mr. Hague; Be it resolved that the property described in the El-~fays, Inc., request be and it hereby is rezoned for Industrial purposes. It was pointed out by the Commonwealth's Attorney that an engineering study would be necessary to ascertain if the petition in opposition duly notarized, contained 20% of the property owners in the prescribed area. The Executive Secretary presented to the Board the requests to the Compensation Board of the Sheriff, the Commonwealth's Attorney and the Commissiioner of the RevenUe. Upon'consideration whereof, and on motion of Mr. Britton, seconded by Mr. Driskili, it ~s resolved that these salary requests be presented to the Salary Committee for study and report. On motion of Mr. Hague, seconded by Mr. Goyne, it is resolved that this Board guarantee to the ~chool Board, the sum of $385,000, to be used for the purchase of School sites and architects' fees as per the request of the School Board dated September 28, ~1960, provided a like amount of money is returned to tb~ General Fund when the School Bonds are sold. Dn motion of Mr. Hague, seconded by Mr. Hagerman, it is resolved that this Board request the School Board to clarify its request dated September 28,1960, for an additional appropriation in the amount of .~5000.00 for 19-600b, and to state for what purpose the requested ~5000.00 ~s to be used. On motion of Mr. Hague, seconded by Yr. Goyne, it is resolved that the School Board be and it hereby is requested to investigate the feasibility and possibiliVv of using County owned land in the vicinity of the Courthouse for a school site, taking advantage of the County's sewer system and athletic fi'eld. On motion of Mr.Britton, seconded by Mr. Hagerman, it isresolved that the erroneous tax assessment in the amount of ~6.10 be returned to Mr. Chas. R. Hawkins and the sum of ~1~.18 be returned to Mr.Thomas L. Faris on order of the Circuit Court. On motion of Mr.Britton, seconded by Mr.Britt~n, seconded by Mr. Hague, it is resolved that this Board request the Judge of the Circuit Court, the Honorable William Old, to appoint Mr.Herbert ~.Shelton and Mr. Edsel B. Clayton as Police Off lc er s. The Board received a letter from }~tr. Thomas H.West, Chairman of the Industrial Committee of the Bermuda Ruritsn Club, requesting improvements to the fire insurance rating in the County. Upon consideration whereof, and on motion of Mr.Hagerman, seconded by Mr. Britton, it is resolved that the Executive Secretary be and he hereby is requested to write to the State Corporation Commission in an effort ~o ascertain the possibility of such a change in the rating. On motion of Mr. Hague, seconded by Mr. Goyne, it is resolved that the Executive Secretary be requested to send to Mr.T.~.Manning the recommendations of Dr. Wagner, Health Director, concerning the proposed requirements of Nursing Homes. On motion of ~'~.Hagerman, seconded by Mr. Goyne, it is resolved that the contract, (A copy of which is filed with the Board's papers), between the County of Chesterfield and the Virginia State College, setting forth the rules and regulations, control and management of the piece of fire equipment being 4onated to the Ettrick Volunteer Fire Department by the State Of Virginia for the protection of the Virginia State College, be, and it hereby is approved and the Chairman and Clerk of this Board are authorized to sign said contract.
