11-01-1960 MinutesVIRGINIA: ~Yt a regular meeting of the Board of Supervisors of Chesterfield County held at the Courthouse on November 1,'1960, at 7:30 p.m. Present: Mr. Irvin O.Horner, Chairman Mr. H, T. Ooyne Mr. R.J.Britton Mr. Stanley R..Hague, Jr. Mr. H.K.Hagerman Mr. Marshall F. Driskill On motion of Mr. Hague, seconded by Mr. Britton, it is resolved that a letter from the Fair AssoCiation thanking the Board of Supervisors and its staff for their corporation in msking the 1960 County Fair a success, be filed with the Board's papers. On motion of Mr. Britton, seconded by Er. Driskill, it is resolved that the report of the Light Committee to install not more than eight (8) street lights be and i~ hereby is approved. At a meeting of the Board of Supervisors of Chesterfield County, duly called and held in the manner p2ovided by Law on November l, 1960, at eight o'clock P.M., ~in the regular meeting place of the said Board, a public hearing was held on the Concurrent Resolution relating to the creation of a '~ater Authority to be known as Appomattox River Water Authority, heretofore duly adopted by the City Council of the City of Petersburg, the City Council of the City of Colonial Heights, the Board of Supervisors of Prince George County, the Board of Supervisors of Chesterfield Cnunty and the Board of Supervisors of Dinwiddie County, whichsaid Concurrent R~solution has become effective. The Clerk of the Board of Supervisors advised the Board at said public hearing that notice of the said public hearing has been duly published in accordance with Section 15-76&.5 of the Code of Virginia and submitted to the Board the copy of the publication of said notice, published in the Progress-IndeX, a newspaper having general circulation in said cities and counties, on the l&th day of October, 1960~ te which is attached the certificate of publication of saidnotice, executed by Evelyn B.Andrews, Assistant Secretary of the Progress-Index, a newspaper published in the City of Petersburg, Virginia, said certificate being dated Octcber 19,1960, which said copy of the publication of said notice, with the certificate attached, was ordered to be filed with the minutes of this meeting. The~ said notice and the purpose of said public hearing were thereupon explained to the persons attending said public hearing and no substantial'opposition being heard, upon motion made by Mr. Hagerman, seconded by Mr. Driskill, and unanimously passed, the following resoltuion was adopted: "Resolved, that a referendum on the Question of undertaking the project or projects set forth in the Concurrent Resolution, entitled "Concurrent Resolution relating to the Creation of a '~ater Authority to be Known as Ap~?omattox River Water Authority' heretofore duly adopted by the City Council of the City of Petersburg, the City Council of the City of Colonial Heights, the Board of Supervisors of Prince George Ccunty$ the Board of Supervisors of Chesterfield County, and the Board of Supervisors of Dinwiddie County, be dispensed with, and that no referendum be called on the question of undertaking the project or projects named in such Concurrent R~esolution; and Be it Further Resolved, that upon ~he issuance of the Certificate of Incorporation or Charter of the said Appomattox River Water Authority by the State Corporation Commission of Virginia, that the said corporation thereupon proceed to exercise the powers conferred upon it by the said Certificate ef Incorporation or Chart er". The Executive Secretary pointed out that the second meeting in November would normally fall on Thanksgiving Day and requested that a new date be set in place of this date. Upon consideration whereof, Mr.Driskill makes the following motion, whichwas seconded by Mr. Britton; That the meeting normally held on the fourth Thursday at 2:00 p.m., be scheduled for November 29, at 7:30 p.m., Mr. Driskill and ~r. Britt~n vote - Aye. Mr. Goyne, Mr. Hague and Mr. Hagerman vote - Nay. Whereupon on motion of ~4r. Hagerman, seconded by Mr. Driskill, it is resolved that the foregoing motion be reconsidered and that the meeting be held on November 29, at ~:30 p.m. All vote - Aye. On motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that the County Surveyor, Mr. Ben LaPrade be and he hereby is requested to survey the Old Farm Road in Midlothian District, showing a proposed 40-ft. ro@d. Mr. Kelley Hughes, Mr. Vernon Dowe%%Mr. J.L. McBride, and t~ Chatlen Caskie, all officials of the Seaboard Airline, Atlantic Coast Line or Southern Railroads, come before the Board explaining the positions of the various railroads in proposing or opposing the intended merger of the Atlantic Coast Line and the Seaboard Airline Railroads. After much discussion of this proposed merger, Mr. Goyne makes the motion that this meeting be deferred until after NOvember 28th, which motion died for the want of a eecond. Whereupon, Mr. Driskill makes the following motion, which is seconded by Mr. Britton: WHEREAS, the Atlantic Coast Line Railroad Company, and the Seaboard Airline Railroad Company, both of whose lines serve the County of Chesterfield, Virginia, have proposed a merger of their properties into one rail system, and have applied to the Interstate Commerce Commission for approval of such a merger; and, WHEREAS, it is the opinion of this Board that the proposed merger will result in a better and stronger transportation system, which will benefit the County in providing its ~itizens and its industries with a progressive and modern transportation service designed to meet the needs for all concerned; and WHEREAS, such a merger must be approved or authorized by %he Interstate Commerce Commission; and '~EREAS, the County of Chesterfield has enjoyed excellent ~cooperation in all of 'the many prcblems a growing County encounters, d NOW, THE~.F~E, BE IT RESOLVED, by the Board of Supervisors of Chesterfiel C6unty, Virginia: 1. That 'ohe Board of Supervisors of Chesterfield County does not oppose the application for authorization to merge the S.~aboard 3~irline Railroad and the Atlantic Coast Line Railroad Companies into one rail s~stem. 2. That the E×ecutive Secretary of the Board of Supervisors is directed to file ~ith the Interstate Commerce Commission a copy of this resolution. Mr. Goyne votes Nay. A'letter signed by the Superintendent of Schools, ~r. Fred Thompson, is read for the Board's hearing, which letter states that the cost of employing teachers fbr the current year would be about $~0,000.00 more than ant'icipated.
