This day the matter of conveying the land upon which the Bon Air-Southampton Fire
Department is located to the Bon Air-Southampton Fire Department];Inc., came before
the Board. Up6n consideration whereof, and on motion of Mr.Driskill, seconded
by Mr. Britton, the following resolution was adopted:
WHEREAS, Janw~a-W.Gordon, Jr., and Margaret C.Gordon, his wife, by deed
dated January 29, 1948, recorded January 3, 1949, in Deed Book 347, page 60, did
convey ~unto the County of Chesterfield a lot or parcel of land fronting thirty (30)
feet on Buford Street for the purpose of locating the Station House of the Bon Air-
Southampton Volunteer Fire Department, and subsequently Fred H.Lord and Lucllle .S.
Lord, his wi~e, conveyed a parcel of land adjoining said property and fronting
fifteen (15) feet on Buford Street to the County of Chesterfield, Virginia, recorded
in Deed Book.370, page 160; and
WHEREAS, theBon Air-Southampton Volunteer Fire Department, Incorporated,
has requested the County of Chesterfield to convey the aforesaid property to the
Corporation;
NOW, THEREFORE, BE IT RESOLVED: That the Board of Supervisors of
Ch~esterfield County doth agree to convey the aforesaid property to the B~n Air-
Southampton Volunteer Fire Department, Incorporated, for the use of the Uorporation.
BE IT FURTHER RESOLVED, that the Chairman and Clerk of this Board be and
they are, authorized upon proper approval obtained from the Circuit Court of
Chesterfield County,Virginia, to execute,acknowledge and deliveron behalf of the
County of Chesterfield, Virginia, a proper instrument conveying title to the Bon
Air-Southampton Volunteer Fire Department, Incorporated, tothe parcels of land
conveyed to the County of Chesterfield by James IJ. Gordon, Jr., and Margaret S.
Gordon, his wife, by deed recorded in Deed Book 347, Page 60 and ?rom Fred H. Lord
and Lucille S.Lord, his wife, recorded in Deed Book 370, page 160.
BE IT F~RTH~ RESOLVED: That the Co~nonwealth's Attorney of this County
is requested to present to the Judge of the ~ircuit Court of Chesterfield County,
Virginia, a certified copy of this resolution for his proper action.
On motion of Mr.Britton, seconded by Mr. Hague, it is resolved that the Secondary
Road Budget for the year 1960-~61 ~f the Highway Department as it pertains to
ghesterfield County, be, and it hereby is approved. ~

requesting some improvement to Shaw Lane, lying eastwardly from Hopkins Road, and
presented a petition to the Board signed by thirty-three persons, all ~ppa~eatly
residing on said roa~. Whereupon, Mr.Lancaster stated that his Department. would

This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Green Acres Avenue and Rice Road
in the subdivision of GreenAcres, in Section 2A, Manchester Magisterial District,
which shows that in the opinion of the ~'ounty Road Engineer it is expedient that
said roads be established as public roads.
Upon consideration whereof, and on motion of Mr. Britton, seconded by Mr.Driskill,
it is resolved that Green Acres Avenue and Rice l{oad in the Subdivision of Green
Acres, Section 2-A, Manchester District, be, and the s~me are hereby established
as public roads.
And be it further resolved that the Virginia Department of Hio~h~ays be and it
hereby is requested to take into the Secondary Road System of Chesterfield County,

Mr.R.V.Lancaster, III, Resident Engineer, agrees to give to th~ County an estimate
of the cost Of ~mproving-Roosevelt Avenue, from Dupuy Road to ~akland avenue.

At the request of the Board of Supervisors of November 1, 1960, Mt. Fred Thompson,
Supt. of Schools of Chesterfield County, comes before the Board to explain the
possible shortage in the account from which they pay school teachers, and cites
the fact that in the construction and operation of entirely new schools it was
necessary to shift teachers around considerably, resulting in some classes
with l~.ss than the average number of pupils.

~r.B.O.Woodcock, speaking for Home Sites, Inc., comes before the [~osrd requesting

R~.Carl~'atkins again describes the operation of a sewage lagoon,
Mr. Frank Landrum questions the lot sizes, saying that smaller lots across the

increase in the number of houses. Whereupon, Mr.?~oodcock agrees to a minimum
limit of 80 feet ~er lot.
Upon consideration whereof, and on motion of Mr. Hague, seconded by Mr. Goyne, it

Residential -2 purposes with the exception of the row of lots fronting and on the

~¥.r. Robert Lloyd, representing Mr. F.G. Dailey, comes before the Board and cites
the fact that his client k~shes torezone his property only for the construction
of a sewage lagoon, which would serve only the motel apartments proposed to be
built on his property.
~r. Fred Gray, Attorney, presents a petition signed by approximately 130 people,
which petition was notarized ~s tb~the authenticity of the si~atures. There
appears also a delegation of approximately'33 who oppose this request. Mr. Fred
Pease, Mr. John Kiedrowski and R'&v.! Turnar,..Pa'.stor;' or,the She~od~ne Methodist
Church, all speak against the requested r~zcning. Whereupon, Mr. Goyne moves, that
this Board deny the request of Mr. Dailey. ~.Driskill,makes a substitute motion;
which is seconded by Mr. Hague, that this matter be continued to December 14, 1960,
so that the Board of Supervisors can view and study the sewage lagoon in Farmville,

~.Ed. Garrigan, representing Mfs. Ethel Trotman, comes before the Board requesting
the rezoning from Residential-2 to General Commercial of a parcel of land fronting

of Chippenham Parkway, in Manchester M~%sterial Distr~ct, and cites the fact that
the pzoposed use of the property would be for a storage yard of the C&P Tel.

for a more particular description of said plan of subdivision; and
WHEREAS, none of the lots in said subdivisions h~e been conveyed out by the
subdividers; and
~?HE[%EAS, the subdividers have executed s contract tosell Lots 13 through 21,
inclusive, Block W, as shovm'on said Plan of Subdivision as one contiguous parcel
to The Richmond Baptist Association, Incorporated, said parcel being more fully
shown on a plat by J.K.Timmons, dated November $, 1960, and entitled "Map Showing
Portion of Alley Easement in Block W, Section E, Woodmont, to be vacated"; and
WHEREAS, in o~der to consummate the said sale it is nefessary to vacate that
portion of the alley easement extending along the rear line of the lots in Block
which portion is shown in red on the plat attached h~eto; and
WHEREAS, the p~sposed vacation w~.ll not interfere with any right~ of any party
havin~ any interest in the subdivision; and
WHEREAS, pursuant to Section 15-79~ of the Code of Virginia (1950) the Subdividers
desire to vacate that portion of the aforesaid plan of subdivision as shown on the
plat by J.K.Timmons, dated November 8, 1960, referred to above.
NOW, THEREFORE, BE IT RESOLVED:
Thet the Board of Supervisors do hereby approve the vacation of that portion of
the alley easement together with the drainage easement as shown in red on the
plat by J.K.Timmons, dated November $, 1960, entitled "Map Showing Alley Easement
in B].ock ~,~, Section E,Woodmont to be Vacated".
This resolution is condit~.oned opon and shall become operative when the aforementioned
petitioners shall bate executed and acknowledged for record on a form approved by
the Som~nonwealth's Attorneyand County Engineer an appropriate declaration of
vacation. When such deolaration of vacation has been approved, the same shall
be recorded in the Clerk's Office of the Circuit Court and said Clerk shall indicate
the vacation on the margin of the recoDded ~'Plan og ~oodmont",Section E", recorded
in the Clerk's Office in Plat Book 11, pages 2g-27, and shall enter the same on
the grantor sire of the General Index of Deeds in the name of the parties hereto.
On motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that the Executive
Secretary be and he hereby is requested to investigate the request of the Gommis~oner
of the Revenue and report at the next meeting of this Board.
On motion of Mr. Goyne, seconded by l~ir. Britton, it is resolved that the Treasurer
of the County be and he hereby is requested to transfer ~50~O00.00 from the Meter
Installation Fund of the Water Department to the ConstruCtion Fund of the '~'ater
Department.
