Marshall F.Driskill ~ a A deed from the Richmond-Petersburg Turnpike Authority for two roads in Dermud District, plats of which are filed with the Board's papers,which roads were constructed by the Turnpike Authority and since constru~ion halve been maintained by the ~uthority; and ~,~'hereas, it was reported that the Highway Department would accept said reads for maintenance, Now, Therefore, Be it Resolved, on motion of Mr.Goyne, secor~ ed by Mr.Britton, that this Boar.~ herewith accepts the deed from the Richmond-Petersburg Turnpike Authority for the title to said two roads. On motion Of Mr.Goyne, seconded by ~r. Britton, it is resolved that this Board requests the Highway Department to include into the Secondary System of roads the rights of way on two roads in Bermuda District recently acquired f~om the Richmond-Petersburg Turnpike Authority.. On motion of Mr. Driskill, seconded by Mr. Britton, the following resolution is ad opt ed: WHEREAS, except as hereinafter set out, J.T.Noggle and !Ylice ~. Noggle, as subdividers are the sole owners of all lots shown on the plan of subdivision entitled ,,Sunset Hills Manor" Section A" plat of which dated January 12~1960, and prepared by Foster & Miller, Engineers and Surveyors, is recorded in the Clerk's Office o.f the Circuit Court of Chesterfield County, Virginia~ in Plat Book 11, Page 87, to which plat reference is hereby made for a more particular description of said plan of subdivision; and WHEREAS, one lot in.~aid ~ubdivision has been conveyed out by the subdividers to Leonia Regina Schumann, wh~ has conveyed the same to Trustees to secure her Not eholder; and WHEREAS, the subdividers, the Lot Owner and her Noteho!der and Trustees have executed a Declaration of Vacation for the purpose of rearranging the lot lines according to a plat by Foster & Miller, dated October 12~ 1960 and entitlem "Revised Sunset Hills Manor, Section A" attached to the said Declaration of , Vacation to be recorded therewith; and WHEREAS, pursuant to Section 15-793 of the Code of Virginia (1950) the Subdividers, the Lot Owner and her Noteholder and Trustees desire to vacate the aforesaid plan of subdivision according to said Declaration of Vacation; and WhERE~S, the proposed vacation will not interfere with any rights of any party having ~ny interest in the subdivision not consenting thereto, NOW, THEREFORE, BE IT ~ESOIJ/ED: That the Board of Supervisors do hereby approve the vacation of plat entitled "Sunset Hills Manor, Section A", dated January !2~1960, prepared by Foster & Miller, Engineer and Surveyors, and recorded in the Clerk's Office of the Circuit Court of Chesterfield County,Virginia, in Plat Book 11, page 87, and the rearrangement of said plan as shown on the plat by Foster and Miller, dated October 12, 1960, entitled "Revised Sunset Hills Manor, Section A"; and The Declaration of Vacation, exhibited with the petition herein~ shall be recorded in the Clerk's Off'ice oz' the Circuit ~ourt and said Clerk shall indicate the vacation on the margin of the recorded plat of "Sunset Mills ~lanor", Section k" recorded in the ~lerk's Office in Plat Book 11~ page 87, and shallenter the , same on the Grantor Side or the ~eneral index of Deeds in the n~me o.t' the parties hereto. On motion of I'~.Hague, seconded by I~.Britton, it is resolved that this Board grant a Variance to l¥ir. Sam R~gland to ~.llow the construction of a house off Rt. 10 on an unimproved road right of way and to accept a deed to a 50-foot right of way to the said property, provided there is no obligation of the County to construct or maintain a road on said right of way. On motion of ~,tr. Britton, seconded by Mr.Driskiti, it is resolved that a resolution from the Chesterfield County School Bosr~ requesting the appropriation of ~17~0~6.88 from the Special Scholarship ~:und for the payment of the first semester for 143 app!ica~ions for Pupil Scholarships as requested by the School Boerd on Novemb. er 16, 1960, be, and it hereby is approved. Plans for the construction of a new drug store in Ben Air, lying between the Postoffice and the Ben 3tir Baptist Church were presented to the Board of Supei-'visors for their approval. Upon consideration whereof, and on motion of Mr. Driskill, seconded by Mr. Brit%on, it is resolved that the plans for the building on~ty he and they hereby are approved. On motion of Mr. Britton, seconded by ~Ir. Driskit!, the following ordinance is adopted: AN ORDIN,~CE to require ambulances and other emergency vehicles responding to first aid or emergency calls in Chesterfield County to be staffed with a doctor of medicine, graduate nurse or an .~nstructor or ettendants holding a valid first aid card or certificate of advanced type issued by the American RedCr~ or United States Bureau of Mines; torecuire any peasen, firm, corporation, or association to obtain a permit from the Board of Supervisors of Chesterfield County before organizing, advertising, holding out to the public or soliciting funds for the purpose of rendering emergency or rescue services to persons in Chesterfield County, whether gratuitously or non-gratuitously, and to provide punishment for the violation of the same. BE IT ORDaIh~ED BY THE BO~tRD OF SUPEY~VISOKS O~~ CHESTE~f'IELD COUNTY, VIRGINIA: Sec. 1. Ail ambulances and emergency vehicle responding to first aid or emergency calls in Chesterfield County shall be staffed with a doctor of medicine, graauate nurse, or ~n instr't~ctor or attendants holding a valid first aid card or certificate of advanced type issued by the American i%ed Cross or the United States Bureau of Mines. Sec. 2. No person, firm corporation or associ~tio~, shall operate an ambula~tce, emergency ~ehicle or rescue seuad for the purpose of responding to first aid or emergency calls in Chesterfield County without first obtaining a ~ermit from the Board of Super~'isors of Chesterfield County authorizing the operation of such ambulance, emergency vehicle or rescue souad. Sec. 3. No person, firm, corporation or association shall organize, advertise in any manner, hold out to tbs ~ublic, or solicit funds or contributions for the purpose of rendering emergency or rescue service to persons in Chester- field County whether gratuitously or non-gratuitously, without first obtaining said permit. Sec. &. No such pennit shall be issued by the Board of Supervisors of Chesterfield County unless it shall be made to appear to the Board, at a public hearing on the auestion of the issuance of the per, nit, that there is a need for vhe emergency service in the area to which the application applies and that sai~ ~rea is not being served efficiently by another person, firm, corporation, or association, rendering emergency service; that the applicant or applicants are trained, equipped and otherwise qualified in all respects to render first aid and emergency treatment in the area requested in the application. Sec.~. The provisions of this ordinance shall not apply to fire departments, police or sheriff departments. Sec.6. No such permit shall be issued to any pe~-'son under the age ~tf 21 years or to any firm, corporation, or association which has a member cf members under the age of 21 years, excluding present members under 21. Sec.?. A Committee shall be ap~ointed by the Board of Supez~visors composed of one man from each existing squad to act in an advisory capacity to the Board in r~lation to any new application for a permit. Sec. 8. Squads shall operate 2~ hours a day, 7 days a week. Sec.9. Should any section or provision of this ordinance be decided by the Court to be unconstitutional or invalid, such decisio~ shall not affect the validity of the ordinance as a whole or any part thereof other.?, than the part so held to be unconstitutional or invalid. This Ordinance shall be effeeti~e upon its passage and publication as provided by law. Adopted ~,ovember 29, 1960. This day the County Ro~d Engineer in accordance with directions from this Board made report in writing upon his examination of Southern Drive, Bard Lane, Chiswick Road and Bluffton Driv~ in the subdivision of Southam, qection B, Manchester Dist~rict, wbich shows that in the opinion of the County Road Engineer it is expedient that said roads be esteblished ss public roads. Upo~n consideration whe~'eof, ~nd on motion of~Mr. Britton, ~t is resolved that Southern Drive, Bard Lane, Chiswick Road, and Bluffton Drive, in the subdivision of~Southam, Section B, be and the same are hereby established ~s public roads. ~lnd be it further resolved, that the Virginia Department be and it he~'eby is requested to tke into tbs Secondary ~{oad System of Chesterfield County, Southern Drive, from the southern end of maintenance on Rt. 1758, .26 of a~mile south of Rt. 686,.~8 of a mile southwest to Bluffton Drive, -thence .06 of a mile soutb~,~est to Bard Lane; Bard Lane, from its intersection ~ith Southam Drive, .06 of a mile northwest to Chiswick Road; Chiswick Road, from its intersection with Bluffton Drive, .10 of a mile southwest to Bard Lane, thence .14 of a mile southwest to Brown Road; Bluff ton Drive, from its intersection with Southern Drive, .10 of a mile north to Chiswick Road. These roads serve 12 houses. ~nd be it further resolved ti'at the Board of Supervisors of Chesterfield County guarantees to the Virginia Department of ~!ighways, rights of way of not less than 50 feet £or these roads. Dedication of s~id rights of way in Plat Book 11, Page 50, Chesterfield Courthouse, Virginia. This day the County i~oad Engineer in accordance with directions from this Boara made report in writing upon his examination of Jarvis ~oad in Manchester i:'[agisterial District, which shows that in the opinion of the County Road Engineer it is expedient that said road be est~blished as a public road. And be it further resolved that the Virginia Department of Highv.~'ays be and it hereby is requested to take into the .Secondary Roa~ System of Chesterfield County, Jarvis Road, from the eastern end of maintenance on Rt. 2103, .O6 of a mile eastWardly to Rt.73~. This is a connecting road between Cavalier Court and Warwick ~a~dens. And be it furtherr~-~solved, that the Board of Supervisors of Chesterfield County guaran~ees to the Virginia Department of ~lighways, a right of way pf not less than 50 feet ~or this rOad. Dedication of said right of way in Plat Books 7 and ~, Pages 101 and 120';~ Chesterfield Courthouse, Virginia. This day the County Road Engineer in accordance with. directions -from this Board made r~::port in writing upon his examination of Fort Darling in Bermuda Magisterial District. which shows that in the opinion of the County Road Engineer it is expedien6 that said road be established as a public road. Upon consideration whereof, and on motion of Mr.Goyne, it is resolved that Fort Darling in Bermuda Magisterial District, be, and the same ie hereby established as a public road. Goyne, seconded by Mr. Driskill, it is resolved that due to the extenuating circumstances of the Chester FireDepartment, that the Purchasing A~ent be and he hereby is authorized to purchase two gas masks for the Chester Fire Department. Mr. Bryan Walker comes before the Board requesting that the Bensley Volunteer Fire Department be allowed to keep the presene tank w@gon after the new truck is delivered. After considerable discussion of this matter, and on motion of Mr. Britton, seconded by Mr. Hague, it is resolved that the Bensley Volunteer Fire Department be and it hereby is allowe~ to keep the present tank wagon at the fire house until major repairs are necessary, at which time the truck will be discarded as a fire fighting unit. On motion of ~r. Hague: seconded by Mr. Britton, it is resolved that the request for additional hose by the Bensley Fire Department be and it hereby is referred to the Fire ~ommit~ee. g delegation from the Bensley Road in Bermuda District, comes before the Board citing the fact that said road is not hard-surfaced and pre~ents a petition signed by fifty persons requesting the Board of $uperviaors to take action immediately on the paving of Bensley Road. Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mt. Hague, it is resolved that a copy of this petition be forwarded to the Highway Department and that this Board request the Highway to do all possible to hard-surface this road in the early spring. On motion of Mr. Driskill~ seconded by Mr. Hagerman, it is resolved that this Board approves the estimate of the Hendricks Construction Company in the amount of ~?.O0 to extend sheet metal on the Exhibition Building to the roof. t is here noted that Mr.Hcrner votes "Nay".~ F~.A.L.Huband, from the Mobile Oil Company, comes before the Board requesting the approval of plans and specifications for a service station on the northwe:~ corner of Hopkins and Cogbill Road, and, Whereas, this property was zoned wiOh the limitation that the Board would approve the plans and specifications of buildings on this property; and Whereas, Mr.Hubbard presented a set of plans for a standard service station, Type 2-HM-58 LH of the Secony Mobil Company, Inc., and presented a picture which showed the service station built under these plans and specifications.' Upon consideration whereo~, and on motion of Mr.Hague, seconded by Mr. Goyne, it is resolved that this Board approves the plan and specifications of this service station for its construction at the northwest corner of Hopkins and Cogbill Roads. Mr. Gray of the Gray Construction Company, cones before the Board com[laining about the necessity of installing certain S~' lines in Southampton Acres, and it was generally ~..greed that the decision by the County Engineer for the installation of these lines is approved. On motion of I~r.Britton, seconded by t~r. Eagerman, it is resol'¢~sd that this Board allow the S~hool Board to use the present Exhibition Suilding with the limivstion that all furniture and equipment be removed two weeks before the County Fair. On motion of ~Ir. Hague, seconded by Mr. Driskill, it is resolved th,~t the sum of ~f2CO.O0 be appropriated for repairs to office furniture and the sum of ~1400.00 be appropriated for Extra H2~p from the present budget of the Commissioner of the Revenue, The Executive Secretary explained the request o.f Mr. Walker for the purchase of two new BurrOughs tax billing machines to replace the present old machines in his office. On motion .of ~r.Goyne~s:ecbnded by Mr. Britton, it is resolved that the Purchasing Agent be and he hereby is authorized to seek tentative costs of other systems of writing tax bills for t?a Conm~issioner of the Revenue. On motion of M~r.Britton, seconded by [~'~.Goyne, it is resolved that the Purchasing Agent be and he hereby is authorize:i to accept the low bid of RCA for the purchase of two (2) radios for %he Probation Department. On motion of Mr. Britton, seconded by ~'ir. Driskill, it is resolved that the fol!o~ng standard water contracts be and they hereby are approved, and the Chairman~nd Clerk of this Board are authorized to sign said contracts: A. F. Sloan to reactivate the remaining building permits taken out on O~d Gun Estate which have elapsed according to time limits on the Ordinance. motion of ~ir.Hagerman, seconded by Mr. Driskill, it is resolved that this Board p~rchase flood lights as requested by Mr.Ed Hawks. O~ motion of Mr. Britton, seconded by Mr. Drksill, it is resolved that the Purchasing Agent be and he hereby is recuested to seek bids on the new jail equipment, a.nd to submit the same to the Special Jail Committee.
