The Chairman announces that the entire Bcard moves the adoption of the following Pronouncement: The Board of Supervisors of Chesterfield County, in regular session assembled, does hereby express keen disappointment at the decision of the Honorable Harry F. Byrd, Jr. not to be a candidate for Governor in 1961. This decision is based on his entirely understandable reluctance to "ask the people in Virginia to give to father and son simultaneously the office of Governor and United States Senator". Harry F.Byrd, Jr., during his 13 years seryice to the Senate of Virginia, has shown qualities of leadership and ability which are sorely needed in Virginia under the present conditions and circumstancez, and under those which we must face in the future. It does not seem wise or just that Virginia should be deprived of the needed ~Qf the needed services of t~he son in the governorship solely because of the simult~neous~ervice of his illustrious father in the United States Senate. It is not incompatible for the son to be governor while the father is United States Semator. They do not serve the same governments, although they represent the ~ame people. The problems and functions of the offices of Governor and United Sates Senator ~o not conflict. This Board is not aware of any precedent in Virginia which would preclude the son of an illustrious senior statesman from high elective office during the father's tenure in office. The coincidence has not arisen. In local governments in Virginia it is not at all unusual for father and son tohold high elective offices simultaneously. Only the people may choose the governor.~ The state- ment of Harry F. Byrd, Jr., is a manifestation of his integrity and character, and it greatly enhances his stature as a true statesman, and is further evidence of qualities which will be sorely needed during the next governorship. While this Board respects the position of the son that be "cannot ask the people of Virginia to give to father and son simultaneously the offices of Governor and United States Senator," it is constrained toask that the people of Virginia be given the opportunity to choose Harry F. Byrd, Jr., as the next Governor. The foregoing pronouncement was unanimously adopted by the Board of Supervisors of Chesterfield County, Virginia, on December 14, 1960, and the Clerk was directed to send a copy of the same to the Honorable Harry F.
