Mt. Edward Hudgins, President of the Chesterfield-Colonial Heights T.B.Association
comes before the Board requesting permission for the T.B.Association to rent two
rooms of the old School Board Building. Mr. Harold Walker states he is presently
using part of the building,but has no objections to the sharing of the building
with the T.B. Association. On motion of Mr. Britton, seconded by Mr. Driskill,
it is resolved that this Board authorizes the rental of the two front rooms in
the old School Board building, one of which may be shared with the Commissioner
of the Revenue, at a rental of $40.00 plus the cost of a telephone per month,
the lease of same to be drawn for one year.
WHEREAS, Broad Rock Land Corporation, Virginia Corporation, being the owner of all
of the lands abutting on that certain portion of an easement situated on Lots 13,
and 14, BlockD, Forest HillFarms., Section A, 'Chesterfield County, Virginia,
hereinafter described, has filed its petition dated December 21, 1960, requesting
Dhe approval by the Board of the vacation of such portion of such easement; and
WHEREAS, it appears that such vacation will not destroy or abridge any of the
rights or privileges of other propenty owners within the bounds of the area
of land as shown o~ plat of Forest Hill Farms, Section A, duly of record in the
~Clerk's Office of the Circuit Court of Chesterfield County, Virginia~ in Plat
Book 9, Page 92, of any person, firm or corporation, specifically designated
as the beneficiary of such plat or to whom the benefits thereof have been granted
by writing duly of record.
NOW, TkEREFO~YE, BE IT RESOLVED:
(1) Tbat the Board of Supervisors of Chesterfield County, Virginia, doth hereby
approve the vacation of said Broad Rock Land Corporation of that portion of t~
16' easement existing on Lots 13 and 1~, Block D, Forest Hill Farms, Section A,
as' shown on plat of record of Forest Hill Farms,Section A~ in Plat Book 9~ Page
92~ inthe Office of the Clerk of the Circuit Court of Chesterfield County,
Virginia, all of which portion of said easement so vacated being shown on a
certain plat of J.K.Timmons, Civil Engineer and Surveyor, dated December 20,
1960, entitled, "Map Showing Alley Easement 16" Wide Half on Lot 13 and Half on
Lot 14, Block "D" , Sec ti on "A", Forest Hill Farms in Chesterfield County,Virginia,
to be vacated."
(2) ~ That such vacation shall become effective upon the execution, acknowledgment
of an ap~-ropriate declaration of vacation in form approved by the Commonwealth's
Att orney.
On motion of Mt. Hague, seconded by Mr. Britton, it is resolved that the Treasurer
of the County be and he hereby is recuested to transfer ~14,240.36 from the
General Fund of the County to the Special Workmen's Compensation account.
On motion of Mr.Driskill, seconded by Mr. Hague, it is resolved tha,$ the
Treasurer be and he herebyis requested toinvest all of the funds in the Special
Workmen's Compensation Account.
On motion of Mr.Britton, seconded by Mr.Hague, it is resolved that the Executive
Secretary be and he hereby is authorized to pay for blood tests to establish
a condition of drunke~.~ess if the person arrested is not adjudged guilty.
On motion of ~ir. Hague, seconded by Mr.Britton, it is resolved that this Board
approve the payments of erroneous assessments as follows:
~0.80 to Mr. Gien A.Dean
3.8A and ~)1.04 to Gilliam H.Cogbill
19.6~ to Robert E.Harris
22.59 to David A. £o!d
On motion of ~qr.Britton, seconded by Mr. Driskill, it i~ resolved that this Board
award the contract for laying certain 12" water mains on ~lt. 10 ~o the Van
Doren Brick Company, which Company submitted the low bid of ~5¢ per foot.
On motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that this Board
approve the proposed contract between the County of Chesterfield and Mr.H.B.
Gilliam for' the collection of delinquent real estate taxes in the County of
Chesterfield and authorizes the Chairman and Clerk of this Board to sign said
contract.

ordinance: be and it hereby is adopted:
:AN ORDINANCE to impose a tax of eighty (80) percentum of the State
rate of taxation on such proportion of the taxable value of the shares of stock in
such bank, as deoosits, through such branch or branches so located in said County
bear to the total deposits of the bank as of the beginning of the tax year, on each
bank having a branch or branches located in the County of Chesterfield whose
principal office is located in some other County, To~m or City; to impose a tax
of eighty (80) percentum of the State rate of taxation on each $100.00 of the
taxable value of the shares of stock of any bankwhose principal office is located
in the County of Chesterfield; effective for the tax year beginning January ii 1961
and for each tax year thereafter.
On motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that upon
consideration of the information submitted by the County Engineer that this Board
allow the reimbursement from future connections in the Oxford Subdivision of the
cost of approximately $18.,000.00 in water improvements on certain lines on
Rt. 147, a 12" line on Scherer Drive, a pressure regulator and certain lines on
Mohawk and ~.cCaw Drives.
On motion of M~.Hague, seconded by Mr. Driskill, it is resolved that this Board
approve the request of the County Engineer to offer $750.00 for a parcel of land
lOO'x 150' on the north side of Rt. 10, belonging to Mr. Baldwin.
Re: Acquisition of the necessary right of way for the installation of a 12"
water main and pumping station on Rt. 10.
On motion of Mt.Hague, seconded by Mr. Driskill, ~e it resolved: That the Board
doth determine that it is necessary and expedient to acquire the necessary right
of way for the purpose of constructing a pumping station and other uses incidental
to tbs. Chesterfield County water system on a parcel of land on the north side of
Rt. 10, and its is necessary and expedient for the construction, operation and
maintenance of the Chesterfield County water system to acquire in fee simple
the right of way for the purpose of installing, constructing, maintaining,
onerating and repairing a water pumping station or other appurtenant facilities
fSr the transmission and distribution of water in Chesterfield County, Virginia.
That th~ ~ounty Engineer is authorized t¢ obtain an, a~praisal of the sa~d property
by J.T.Rose, Sr., Chesterfield County's Real Estate Assessor and upon receipt of
said appraisal to make an offer to the land owner in accordan~with said appr~is.al
to acquire the following property by purchase, to-wit:
A parcel of land fronting 100 feet on Rt. 10 and extending northwardly
~ 150 feet, said parcel being 200 feet east of the intersection of P~t.696
and Rt. 10 and owned by Mr.H.H.Baldwin.
If the County Engineer is unable to obtain the said property by
purchase in accordance with said appraisal, then the Commonwealth's
Attorney of this County is authorized to institute the necessary
proceedinEs on behalf of theCounty, to acquire said interest and
said land from the various land owners by the exercise of the right
of eminent domain and to represent the County in acuqiring said
property; and
Pursuant to Chapter 382 of the Acts of Assembly of Virginia of 1958,
the Board doth determine thatan emergency exists and it is necessary
to enter upon and take possession of the aforesaid land on the first
day of March, 1961, and proceed with the construction of a water line
and all appurtenant facilities to a water pumping station and water
storage on the above described property.
The Clerk of this Boar~ is directed to notify the lan~ owner should
he be~illing to sell said property to the County, by registered mail,
at least thirty (30) days before said date t~:at the County intends
to enter upon and take possession of the necessary property on the
first day of March, 1961, and that the Board will pay the land owner
the total amount offered as compensation for the interest to be'
acquired and the damage to the land owner's remaining property bM
reason of the taking, in accordance with the appraisal made by J.T.
Rose, Sr., Real Estate Assessor, and the Executive Secretary, the
~hairman of the Board and the Conm~onwealth's Attorney are authorized
and directed to do any and all acts necwssary and proper ~o carry into
effect the terms of this resolution.
This day the County Road Engineer in accordance with di'rections from this Board
made report in writing upon his examination of Cogbill Road in Dale District,
which shows that in the opinion of the County lload Engineer it is expedient that
said road be established as a public road.
Upon consideration whereof~ and on motion of Mr. Hague, it is resolved that Cogbill
Road~ in Dale District, be; and the same is hereby established as a public road.
And be it further resolved, that the Virginia Department of Highways be and
it ~ereby is requested to take into the Secondary Road System of Chesterfield
County, Cogbill Road, from the intersection ofRts. ~89 and 638, .29 of a mile
westwardly to a dead end. This road serves 8 houses.
And beit further resolved, that the Board of Supervisors of Chesterfield'County
guarantees to the Virginia Department of Highways, a right of way of not less
than 56 feet for this road. Dedication of said right of way in Deed Book 235 and
237, Chesterfield Courthouse, Virginia.
This day the County Road Engineer in acccrdance with directions from this Board
made report in writing upon his examination of Cozy Lane in Manchester Magisterial
District, which shows that in the opinion of the County Road Engineer it is
expedient that said road be established as a public road.
Upon consideration whereof, and on motion of Mr.Britton, it is resolved that Coxy
Lane, in Manchester District, be, and the same is hereby established as a public
ro ad.
~nd beit further resolved, that the Virginia Department of Highways be and it
hereby is requested to take into the Secondary Road System of Chesterfield County,
Co~y Lane, from the northeastern end of maintenance on Rt.1686, .03 of a mile
northeastwardly to a dead end. This road serves 3 houses.
And be it further resolved, that the Board of Supervisors of Chesterfield County
guarantees tO the Virginia Department of Highways, a right of w~y o£ not less than

in the Subdi¥ision of Wellingtcn, Midlothian Dist~ict, which show~ that in the
opinion of the County ~oad Engineer it is expedient that said roads be established
as public roads.
Upon consideration whereof, and on motion of i~.ir.Britton, it is resolved that
Burgundy i~oad and Collingbourne Road, in the Subdivision of ~.~ellington, be and
same are hereby established as public roads.
An~bei't further resolved that the Virginia Department of Highways' be and it
her~eby is requested to t.~ke into the Secondary Road System of Chesterfield County,
Bur. gundy £{oad from a point on ~t. 1810, .1~ of emile south of 'Rt.70~, .06 of a
mile west to Collingbourne Road, thence .11 of s mile west to a turn around;
Col!ingbourne Road from a point on Burgundy Rcad .06 of a mile west of P~t. 1~10, .I~
of ~a mile north to Rt.70~, which part ~s .08 of s mile west of Rt. 1~10. These
roads serve 8 houses.
And be it further resolved, that the Board of Supervisors of '0hesterfield County
guarnatees to the Virginia Department o£ High~ays, rights o~ way of not less than
50-feet for these roads. Dedication of said rights of way in Plat Book 10~
Page ~ Chesterfield Courthouse, Virginia.

Subdivision of Avon Park, Midlothian District, which shows tnav in the opinion

~ubl ic roads.
Open consideration whereof, and' on motion of ~ir. Britton, seconded by I,~.Driskill~
it-is resolved that Lotus Drive, and Lear ~oad, in the Subdivision of Avon Park,
be~ and the same are hez'eby established as public roads.
An~ be it further resolved that the Virginia DeI~rtment of Highways be and it
hereby is requested to take into the Secondary Road System of Chesterfield County,
Lotus Drive from a point on Rt.6?5, .15 of a mile.west of Rt.!780,.2~ of a mile
southwardly to Lear Road; Lear Road f,-om the southern end of maintenance on
Rt~lT.80, .09 mile westwardly to Lotus Drive. These roads serve 5 houses.
And be it further resolved that the Board of Supervisors of Chesterfield County
guarantees to the Virginia Department of Highways, rights of way of not less than

made report in writing upon his examination of Traymore Roar] an~ Medina ~oad,
i~ r. he Subdivision of ',~oodmont, Midlothian District, which shows that in 'the
opinion of the County Road Engineer it is expedient that said roads be established
as public roads.
Upon consideration whereof, and on motion of Mr.Driskill, it is resolved that
Traymore Koad and Medina Road,in the Subdivision of tJoodmont, be and the same are
hereby established as public roads.
And be it further resolved, that the Virginia Department of Highways be and it
hgreby is requested to take into the Secondary Road System of Chesterfield County,
T~aymore Road from the end of maintenance on Rt. 1771, .03 of a mile southwardly
to the end of maintenance on Rt. 1770; Medina Road from the end of maintenance on
R~. 1781, .07 of a mile eastwardly to Traymore Road. This is a connecting road.
A~d be it further resolved, that the Beard of Supervisors of Chesterfield Dounty
guarantees to the Virginia Department of Highways, rights of way of not less than
5~ feet for these roads. Dedication of said r~ghts of ~ay in Plat Book 10,
Pages 67 and 69.
