04-27-1961 MinutesVIRGINIA: At a regular meeting of the Board of Supervisors of Chesterfield County, held at the Courthouse on April 27, 1961, at 2:00 p.m. Pre se nt: ~ir. Dri skill The Board of Supervisors held a brief inspection of the new County Jail, which is rapidly being completed. Dr. Phil Wagner, Director of the Health Department, presents some recommendations changing the recently adopted Health Ordinance. Messrs, Pinchbeck, Carnes, Lyttle~ Bookman and approximately fifteen others raise various questions concerning the ordinance on the installation of septic tanks. Uponconsideration whereof, and on motiOn of Mr. Driskill, seconded by Mr. Britton, it is resolved that the suggested changes be drafted into an ordinance for further consideration by this Board. Mr.J.E.Woodard,Sales Representative of the Colonial Life and Accident Insurance Company, comes before the Board explaining the coverage of his accident insurance and requesting the cooperation of the County to allow the employees of the County to take out this insurance by payroll deductions. Upon consideration whereof, and on motion of Mr. Driskill, seconded by Mr. Goyne, it isresolved that the Colonial Life and Accident Insurance Company, be ~nd it hereby is authorized to accept employees of the Chesterfield County'government and to bill the County once per month for the cost of said insurance, it being understood that the employee who wishes this coverage will have the entire amount deducted from his pay check by the County. On motion, the meeting is adjourned to Executive Session to hear Mr. John Pursell, from the State Auditor's Office. Reconvening: On motion of Mr. Goyne, seconded by IVlr. Driskill, it is resolved that volumes of the County Code be given to Judge Sowers, Judge01d, Mr. Lewis Vaden, and Volume I only be given to the Police Officers and the Justices of the Peace. On motion of Mr. Driskill, seconded by Mr.Britton, it is resolved that this Board approve the request of the Richmond Astronomical Observatory Society, Inc., to build a structure on a parcel of land served by a 10-ft. easement across the property owned by Mr.B.S.Ragland, f~onting on Rt.6?5, provided a Use Permit can be obtained for such use. On motion of Mr. Britton, seconded by Mr. Hagerman, it is resolved that the vacation request for a drainage easement in Longwood Acres be approved, subject to the approval of the Engineering Department and the Commonwealth's Attorney. On motion of Mr. Britton, seconded by l~r.Driskill, it is resolved that the request of Mr. E.C.Wilkinson to subdivide his property £r~nting on Cherokee Road by means of a 20-ft. road,be submitted to the Planning Uommission for further con aid erati on. On motion of Mr. Hague, seconded by Mr. Hagerman, it is resolved that the request of the Chesterfield County School Board for the sum of $18,506.46 be and it hereby is approved for the' payment of 15~ applications for Pupil Scholarships. And be it further resolved, that the Treasurer be requested to transfer from the unappropriated surplus to the Scholarship Fund this amount. On motion of Mr. Hague, seconded by Mr. Goyne, it is resolged that the Board recommends to the State Highway Department the inclusion of the J. G.Hening School Driveway into the State Highway Secondary Road System. On motion of Mr.Driskill, seconded by Mr. Britton, it is resolved that on taking Old Farm Road &nto~the Secondary Road System, this Bpard accept the deeds for Old Farm Road rights of way and authorize the recording of same. On motion of M~.Goyne, seconded by Mr. Hague, it is resolved that this Board request the High~ay Department to seek~additional funds from the State Industrial Fund for constructing industrial roads, to finance the moving of utility lines on Rt. 608. On motion of Mr.Goyne, seconded by Mr. Driskill~ it is resolved that the Executive Secretary be and be hereby is authorized to issue checks for the payment of rights of way on.Rt.608, when the deeds are approved by the Commonwealth's Attorney's Office. On motion of Mr. Driskill, seconded by Mr. Goyne, it is resolved that upon t~ request of the Wayland Civic Association for a street light at the corner of TNestgate Drive and Rt. It?, that this Board authorizes the payment of $120.i9 toward the installation of this light. tt is here noted that the Civic ~ssociation has agreed and will pay the sum of $220.00 toward the cost of this construction. On motion of Mr. Hague, seconded by Mr.Goyne, it is resolved that erroneous tax assessment.s against Mr.R.L.Mundy in the amount of $3.50 and Mr.R.L.Vance in the amount of $90.60 be and they hereby are ordered refunded. On motion of Mr. Britton, seconded by Mr.Driskill, it is resolved that this Board agrees to pay from the 3¢ Road Fund of the County the cost of diverting the drainage water as same hits Bradwill Road in the Subdivision of Bradley Hills, provided the present owner of the majority of the lots in said subdivision Will improve the drainage ditch on the east side of Bradwitl Road to a condition acceptable to the Highway 'Department. On motion of Mr.Driskill, seconded by Mr.Hagerman, it is resolved that the minutes of February 8, 23, March 8, 23 and April 12, be and they hereby are approved. On motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that the standard water contracts be and the~y hereby are approved, as follows: #310-Area Development Corporation #312 - John H~Thomas $1~82.50 292.50 On motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that the standard water contract for the Bon Air Realty Company, No. 291-B, in the amount of $~508.75 he and it hereby is approved. On motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that the Special ~t er Contract for the Gray Realty Company. No. 55&, be and it hereby is approved, subject to the approval of the Commonwealth's Attorney as to signatures involved. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of Old Farm Road in Midlothian Magisterial District, which shows that in the opinion of the County Road Engineer it is expedient that said road be established as a public road. Upon consideration whereof, and on motion of Mr. Driskill, it is resolved that Old Farm Road in the Midlothian Magisterial District, be, and the same is Lereby established as a public road. And be it further resolved, that the Virginia Department of Highways, be, and it hereby is requested to take into the Secondary System of roads of CheSterfield County, Old Farm Road, from a point onRt..675,.17 of a mile southeastWardly from Rt.6?4 .21 of a mile south to a dead end. This road serves 6 houses. And be it further resolved, that the Board of Supervisors of Chesterfield County guarantees to the Virginia Department of Highways, a right of way of not less than 30 feet for this road. Dedication of said right of way in Deed Book 651, Page 450, Chesterfield Courthouse, Virginia. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of the J.G.Hening School Driveway in Dale Magisterial District, which shows that in theopinion of the County Road Engineer it is expedient that said school driveway be established as a public dr iv eway. Upon consideraLion whereof, and on motion of ~lr. Hague, it is resolved that the J.G.Hening School Driveway in Dale Msgister~lal District, be,and the same is hereby established as a public driveway. And beit further resolved that the Virginia~Department of Highw~ys ce and it hereby is requested to take into the Secondary Road System the J.G.Hening School Driveway, from the intersection of Kenton and Chicora Drive in Gravelbrook Subdivision, the Hening School Driveway being 30 feet in width and .08 of a mile in length. And be it further resolved, that the Board of Supervisors of Chesterfield County guarantees to the Virginia Department of Highways, a right of way of not less than 30 feet for this driveway. Dedication of said right of way in Deed Book 506, Page 206, Chesterfield Courthouse, Virginia. B~ it Resolved, on motion of Mr.Hagerman, seconded by Mr. Hague, in regular meeting assembled, that ~he Chairman of this Board, be, and he hereby is authorized to enter int~ an agreement with the Atlantic Coast Line Railroad Company, and to sign same on behalf of said County, whereby the said Railroad Company grants unto said County the right or license to install and maint,~in for the purpose of a Sanitary sewer, a line of lO-inch cast iron pipe across the right of way and under the tracks of the Railroad Company at Colonial Heights, Virginia, at a point 263? feet southwest wardly, measured along the center line of the Railroad Company's northbound main track, f~om Mile Post 21; also, for conoucti~g water, a line of 8" cement asbestos pipe acrcss said right of way and under said tracks, at a point 2670 feet southwestwardly, measured along said center line from said Mile Post; as particularly described in sai~ agreement, which agreement is dated April 3, 1961, a copy of which a~reement is filed with this Board of Supervisors.
