of Supervisors of Chesterfield County, held
at the Courthouse on ~tay 25, 1961, at 2:00 p.m.
The tentative budget for the County of Chesterfield for the fiscal year ending
June 30, i962, was advertised in the Ricb~nond Times-Dispatch on Riay 15, 1961,
and this date was set for the public hearing on said advertisement.
~4essrs. Gordon Andrews, Willia~ Sands, Dallas Coons, Frank Ceverich, A.B.Sadler,
~Irs. Temple, Mrs. Vong, Mrs. Mary Stratton and others discuss generally the
proposed budget.
Upon consideration whereof, and on motion of Mr. Driskill, seconded by )~r.Britton,
it is resolved that this Board of Supervisors of Chesterfield County, Virginia,
held a public hearing in accorCance with a resolution heretofore passed on
May i0, 1961, for informative purposes on the contemplated budget for the fiscal
year 196t-'~2. The budget Was for informative and for fiscal planning purposes
and was not approved, adopted or ratified by the Board of Supervisors.
On motion of iYr.Hague, seconded by Mr. Hagerman, it is resolved that the Board doth
fix as the tentative County and' District levies for the year 1961 of each
$100.00 assessed and liable for such levies, for the purpose of meeting the
requirements of the County budget, to-wit:

There is hereby levied a ~1.00 capitation ~ax on all residents of the County,
21 ymars of age or over.
On motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that the request
of the Metropolitan Coach ~orporstion for a franchise in Chesterfield County
and other localities before the State Corporation ~ommission be~ and it hereby is
received and filed with the Board's papers.
On motion of Mr. Hague, seconded by Mr. Britton, it is resolved that the report
of the County jail inspection, dated May 57 1961, be, and it hereby is received.
The matter of appointing a Committee to make specific recommendations to all three
governing bodies concerning the establishment of a Regional Park Authority for
the Richmond region was di~mcussed and it was generally agreed that action on this
matter be deferred until the next meeting of the Board.
Therewas read a letter from Mr. Jack McGowan, Executive Director, of Guided Tours,
Incorporated, requesting the County to relieve his Corporation from the necessity
of giving a surety bond in his contract with the ~ounty of Chesterfield, for
furnishing a film concerning historical sites in the County. And it was generally
agreed that the Executive Secretary write to Mr. McGowan stating that on t~he
advice of the Commonwealth's Attorney the County would be unable to grant his
request.
On motion of Mr. Britton, seconded by Mr.Driskill, the following resolution is
ad opt ed:
WHEREAS, J.M.Wilkinson and Anna L.Wilkinson, his wife, are the owners of
five (5) certaih lots or parcels of land 1Ming and being in Chesterfield County,
Virginia, and designated as Lots 1, 2, 3, 4, and 6, Block E, Plan of Long, wood
Acres, Section B, made by Foster and Miller, Engineers-Surveyors, dated
October. 13, 1958, and of record in Plat Book 10, page 111, ~lerk's Office of the
Chesterfield Circuit Court; and
WHEREAS, Russell F.Snead and Katherine E.§nead, his wife, are the owners
of Lot 5, Block E, Plan of LongwoodAcres,Section B, as aforesaid; and
.WHEREAS, said lots are.suU~ect to the lien of a certain deed of trust
from J.M.Wilkinson and Anna L.Wilkinson, Bis wife, to John H. Randolph, Jr.,
and R.~,f. Gunn, Jr., Trustees, dated April 22, 1960 recorded April 22, 1960, in
Deed Book 617, page 487, Clerk's Office, of the C~e~terfield Circuit Court, to
secure a certain indebtedness owned and held by the First Federal Savings and
Loan ~ssocia~ion of Richmond~ and
WHEREAS, Lot 5 in the subject to the lien of a certain deed of trust
from Russell F.Snead ~nd Katherine E.Snead, his wife, to John H. R~ndollPho,' Jr.,
~ann~d~R...~.~Gun~n,~ J,r.~,.~rustees,. dated March 6, 1961, and recorded M~rch
=~, ~n ~eec ooo~ o4o, page 82, Clerk's Office of the Cbesterfieid Circu~'t Court,
to secure a certain indebtedness owned and held by the First Federal Savings and
Loan Association of Richmond; and
WHEREAS, each of the above lots 1 through 6, inclusive, is crossed by a
10-foot drainage easement, which easement is not devoted to utility purposes, nor
to street, alley or passageway purposes, and which easement is shown outlined in red
on a plat of Foster & Miller, Certified Surveyors, Richmond, Virginia, dated
March 16, 1961; and the use of the above mentioned lots, and the said J.M.
Wilkinson and Anna L.Wilkinson, his wife, and Russell F.Snead and Katherine E.
Snead, his wife, de,ire to vacate that portion of the Subdivision plan referred
to which establishes said lO-foot drainage easement over said Lots 1 through 6,
inclusive, Block E, of Section B, Longwood~Acres, and said J.?~l.Wilkinson, and
Anna L.Wilkinson, his wife, and Russell F.onead and Katherine F.Snead, his wife,
desire to dedicate a new 16-foot drainage and utilities easement in Lots 1, 2,
5, and 6 of Block E, as outlined in orange on the plat of Foster and Miller, dated
March 16, 1961; and .
WHEREAS, the proposed vacation and dedication will not interefere
with any rights of any party having any interest in the subdivision except the
parties hereto.
NOW, THEREFORE, BE IT RE~OLV ED:
That the Board of Supervisors does hereby approve the vacation of that
.portion of the Plan of Longwood Acres, Section B, Block E, with respect to the
10-foot drainage easement crosSing Lots 1, 2, 3, 4, 5, and 6, as shown on the
plat of Foster and t~'il, ler, dated ~iarch 16, 1961.
This resolution is conditioned upon and 'shall become operative when the afore-
mentioned J.M.~ilkinson and Anna L.Wilkinson, his wife, and Russell F.Snead and
Katherine E.Snead, his wife, shall bade executed and acknowledged for record on
a form approved by the Commonwealth's Attorney, an appropriate declaration of
vacation as to the above 10-foot drainage easement, and dedication as to a new
16-foot drainage and utilities easement in Lots 1, 2, 5 and 6, in BlockE, of said
plan, all as shown on the aforesaid plat of Foster and ~,iller, dated March 16,
1961.
When such Declaration of Vacation and Dedication has been approved, the
same shall be recorded in the Clerk's Office of the Circuit Court of Chesterfield
County, Virginia, and said Clerk shall indicate the Vacation and Declaration
and Dedication on the margin of the recorded plan o~ Longwood Acres, Section B,
recorded in the Clerk's Office in Plat Book 10, page lll, and enter the same on
the Grantor side of The General Index of Deeds in the names of ~he parties hereto.
This ~ay the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of DupOnt Avenue, in the Rayon Park
Subdivision, Bermuda Magisterial District, which shows that in the opinion of
'the County Road Engineer it is expedient that said road be established as a
public road.
Upon consideration wherever, and on motion of Mr.Goyne, ~t is resolved that DuPont
Avenue in the Subdivision of Ra]yon Park, Bermuda District, be, and the same is
hereby established as a public road.
And [~eit further resolved that the Virginia Department of Highways, be, and it
hereby is requested to ~ke into the Secondary Road System of Chesterfield County,
DuPont Aveue, from the intersection of Rt. 1697 andRt. 1616, .0~ of a mile east-
wardly to a dead end. This road serves ~ houses.
And be it further resolved, that the Board of Supervisors of Chesterfield County
guarantees to the Virginia Department of Highways, a right of way of not ]ess
than 50 feet for this road.

This day the County Road Engineer in accordance with directions from this Board
made report in writing upon [his examination of ~move. Avenue in the subdivision
of Chester Heights, Bermuda Magisterial District, which shows that in the opinion
of the County Road Engineer it is expedient that said road be established as a
public road.
Upon consideration whereof, and on motion of Mr. Goyne, it is resolved that
Grove Avenue in the Subdivision of Chester Heights, Bermuda District, be, arfl the
same is t'ereby established as a public road.
And be it further resolved that the Virginia Department of Highways, be, and it
hereby is reouested to t~ke into the Secondary Road System of Chesterfield
County,Grove Avenue, from the intersection oFRt.1572 and Rt.852, .05 of a mile
southwestwardly to Rt.?99. This is a connecting road.
And be it further resolved, that the Board of Supervisors of Chesterfield County
guarantees to the Virginia Department of Highways a right of way of not less than
50 feet for this road. Dedication of said right of way in Deed Book 3, Pages
~ and 5, Chesterfield Courthouse, Virginia. ~
This day the County Road Engineer in accordance with directions .From this Board
made report in writing upon his examination of Rolling Brook Road in the
subdivision of Fan CoUrt in Bermuda Magisterial District, which shows that in
the opinion of t?'e County Road Engineer it is expedient that said road be
established as a public road. Upon consi~deration whereof, and on motion of
Mr. Goyne, it is resolved that Rolling Brook Road in the Subdivision of Fan
Court, Bermuda District, be, and the s;~me is hereby established as a public road.
And be it further resolved that the Virginia Department of Highways, be, and
it here~y is requested to take into the Secor~ary Road System of Chesterfield ~ounty,
Rolling Brook Road, from a point on Rt. 1531, .05 of a mile east of Rt.80?, .24
of a mile northwardly, thence.06 of ~ mile eastwardly to Bt. 152~. This road
serves 2 houses.
And be it further resolved, that the Board of Supervisors of Chesterfield County,
guarantees to the Virginia Department of Highways a right of way of ~ot less than
50 feet for this road.
Dedication of said right of way in Deed Book 11~ Page 74, Chesterfield Courthouse,
Virginia.
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his ex~mination of Walthall Drive and Spring Valley
in the subdivision of ~;atthall Drive and Spring ~alley Road in the Subd~ision of
Walthall Park, Bermuda Magisterial District, which shows that in the opinion of the
County Road Engineer it is expedient that said roads be established as public roads.
Upon consideration whereof, and on motion of Mr. Goyne, it is resolved that Walthall
Drive and Spring V~lley Road, in the subdivisionof U.~althall Park, Bermuda District,
be, and the same is hereby established as a public road.
And belt further resolved that the Virginia Department of Highways, be. and it
hereby is requested to take into the SeCondary Road System of Chesterfield County~
Walthall Drive, from the north end of Rt.891~ .18 of a mile northwardly toSpring
Valley Road; Spring Valley Road, from a point on Rt.891, .41 of a mile north of
Rt.619, .14 of a mile west t~ a turn-around. These roads serve 3 houses.
And be it further resolved l that the Board of Supervisors of Chesterfield County
guarantees to the Virginia Department of Highways, rights of way of not less than
50 !' feet for these roads.

said road Oe established as a public road.
Upon consideration whereof, and on motion of [~[r.Driskill, it is resolved mhat
Cheyenne Road, Apache Road and Apache Court, in the subdivision of Huguenot Farms,
Section D. Midlothian Magisterial District, be, and the same are here~'~y esta[~.lished
as public ' roads.
And be it further resolved, that the Virginia Department of Highways, be, and
it hereby is requested to take into the Secondary Road System of Chesterfield
County, Cheyenne Koad, from a point on Rt.70~, .15 of a mile East of Rt.l$gS,
· 49 of a mile southwardly to Apache Road and Apache Court, in the Subdivision of
Huguenot Farms, Section D~ ~!idlothian Magisterial District, be and the same are
hereby established as public roads.
And belt further resolved, that the Virginia Department of Hi~hways, be, and it
hereby is requested to t~ke into the Secondary RoadSystem of Chesterfield County,
~Cheyenne .~oad, from a point onRt.70~, .15 of a mile East ofRt.18~5, .49 of a
mile southwardly to Apache Road~ Apache Road, from the intersection of Croaton
Road (Rt. 18~5) and Apache Road, .~2 of a mile eastwardly to Cheyenne Road;
Apache Court, from a point on Apache Road,.13 of a mile east of Croatan Road,
.03 of a mile northwardly to a cul-de-sac. These roads serve 2 houses.
And be it further resolved, that the Board of Supervisors of Chesterfield County
guarantees to the Virginia Department of Hi~hways.o · rights~ of.way_of not less than

made report in writing upon his examination of West BonView Drive, in the
Subdivision of Bon ~ir, ~dlothian District, which show's that in the opinion of
the County i~oad Engineer, it is expedient that said road be established as a
public road.
Upon consideration whereof, and on motion of Mr. Dri~ill, i:.t is resolved that
~.,~est Bon View Drive, in the Subdivision of Bon Air, Midlothian District, be,
and the same is hereby established as a public road.
And ~.e it further resolved, that the Virginia Department of Highways, be,
and it hereby is requested to take into the Second~ry Road System of 'Chesterfield
County, %fest Bon View Drive, from the intersection of Rts. 678 and ~t.1712,
.09 of a mil~ westwardly to i~'~cRae Street. This ~road serves ~ houses.
And be it further resolved, that the Board of Supervisors of Chesterfield County
guarantees to the Vir![[inia Department of Highways, a right of way of not less
th~n 50 feet for this road.

Courthouse, Virginia.

established as public roads.
And be it further resolved, that the Virginia Department of Hi~hv~'ays, be,

County, ?~est Junaluska Drive, from the intermection of Rt.19]~ an~ [~t. 19L5,
.17 of a mile westwardly to Glencove Lane; Glencove Lane, from the end of

~nd be it further resolved, that the Board of Supervisors of Chesterfield County

50 feet for these roads.

Virgimia.
This day the County Road Engineer in accordance with directions from this Board
made re~ort in writing upon his examination of Keswick Drive, in the Raleigh~ourt
Subdivision, ManChester Ma.~sterial District, which shows that in the opinion
of the County Road Engineer it is expedient that said road be established as a
public road.
Upon consideration whereof, and on motion of Mr.Britton, it is resolved that
Keswick Drive, in the Subdivision of Raleigh Court, M~nchester District, be, and the
same is hereby established as a public road.
And be it further resolved, that the Virginia Department of Highways, be, and it
hereby is requested to take into the Secondary Road System of Chesterfield County,
Keswick Drive, from the eastern end of maintenanceon Rt. 1907, .05 of a mile
eastwardly to Rt. 1914. This is a connecting road.
And be it further resolved, that the Board of Supervisors of Chester~ield County
guarantee to the Virginia Department of Highways a right of way of not less than
50 feet for this road.
Dedication of said right of way in Plat Book 8, Page 71, Chesterfield Courthouse,
Virginia.
There was received notification from Mr.J.Gordon D~nnett, Auditor of Public
~ccounts, that the Clerk of the Circuit Court, Mr. Lewis Vaden, is to be commended
for the excellent manner in wY~ich is records have been preparerS, for the calendar
year 1960, and it was ordered that said re¥ort be filed with the papers of this
Board.
The n~tter of improving North Road in the Village of Ettrick was discussed by
the Board. Upon consideration whereof, and on motion of Mr. Hagerman, seconded
by Mr. Driskill, it is resolved that the North Road be improved for a distance
of 300 feet, provided ~225.OO is raised from the citizens of the area.
Certain citizens residing on Pinehurst Avenue, running $outhwardly from Normandale
Avenue requested the improvement of said Pinehurst Avenue, and it was generally
agreed that the ExecutiveSecretary would request from Mr. Lancaster an estimate of
the cost of improving said road.
Mr. L~andris Dance, Rt.#2, Chester, Virginia, requested a Variance from the require-
ments of the Building Code to permit the remodeling of an abandoned two-room
building for residential use, situated on an unimproved road, offRt.616 on a lot
that is too small to meet the requirements of the Zoning Ordinance. Upon
consideration whereof, and on motion of Mr. Goyne, seconded by Mt.Hague, it is resolved
that a Variance be granted to Mr.Landris Dance to permit the remodeling of said
abandoned two-room building.
M~.and Mrs. g.S.Blackburn, Rt.#7, Richmond, Virginia, requests A Variance from the
reo~uirements of the Building Code to permit the construction of a porch a~ddi~ion
to a house trailer on Seminole Avenue in the Belmead Subdivision. There being
extenuating circumstances attending this request, it is on motion of Mr. Goyne,
seconded by Mr.Hagerman, resolved that a Variance be granted to Mr.and Mrs. Blackburn
for the construction of a porch addition to their house trailer.
Mr.Wade R.Tunstall of 412½ South Pine Street, Ricbmond, Virginia, requests a
Varianceto allow the construction of a residence on less than the area ~equired
by the Zoning Ordinance, on a parcel of land fronting the Robious Road, and it was
generally agreed that further investigation would be made of this request.
On motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that a petition
signed by a large number of people in the Thelma Avenue area requesting a street
light on said street an8 on DuPuy Road, be, and it hereby is referred to the Light
Commi tree.
On motion of ~r.Britton, seconded by Mr.Driskill, it is resolved that the game
claims presented be and they hereby are approved, as amended, and noted on
each cl aim..
On motion of Mr. Driskill, seconded by ~m.Hagerman, it is resolved that the
Subdivision Ordinance sent to the County of Chesterfield from the City of
Colonial Heights for study~ be, and it hereby is received.
On motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that the request
of the Chesterfield School Board, passed at their meeting on April 20, 1961,
requesting the Board of Supervisors to make a special appropriation in the amount
of ~326.0o00 to 19~699 in order that funds be matched with funds from the ~idlot~ia~
HighSchool, for the erection of fencing and the installation of backstops on the
High School athletic field, be, and it hereby is approved and the Treasurer is
hereby authorized to transfer the sum of ~3200.00 from the General Fund of the
County toitem 19-699.
On motion of Mr.Goyne, seconded by 5lr. Hague, it is resolved that the request of the
Enon Fire Department to inst~ll a fire siren on the water tower on the Enon School
grounds, be, and.it hereby is approved, provided the location and construction work
of placing the fire siren on the tower be approved by the County Engineer.
On motion of R'ir.Britton, seconded by ~4r. Driskill, it is resolved that on the
advice of the County Engineer, the cost of the fire hydrants in the area of the
County now under contract for water with the City of Richmond, be set at $175.00
for the County and ~175.O0 for the Subdivider.
On motion of ]~'~'r.Goyne, seconded by ~.ir. Britton, it is resolved that the request of the
Betlwood Church to serve the ~hurch and it~ parsonage from one meter, be, and it
hereby is ~pproved.
On motion of ~'~r.Goyne, seconded by ~¥~r. Hague, it is resolved that the following
street names be and they hereby are changed as follows:
Kingsland Road to Reyr~.et i~oad
Reynolds Avenue to Germont ~venue
Carroll Lane and Russell Road to Stag Drive (upper portion
running east and west).
C~rroll Lane and Russell Xoad to ~rvin Drive (lower ~ortion
running east and west).
On motion of Mt.Hague, seconded by kr.Hagerman, it is resolved that a request from
the Treasurer, Mt. George ~.~.Moore,Jr., dated ~?~ay 25, 196!,for the transfer of certain
unexpended funds designated to purchase a check signer, be, mad.~ so that the
Treasurer can use the ~112.00 remaining to purchase locks for the files which he
proposed to move into the hall, just outside of his office.
And be it further resolved~ that the Treasurer be allowed to move said files into
the corridor outside of his offi~e, provided they will not be a Bar to the traveling
public
~r.Horner makes ~ short report to the Board concerning his talks with Mayor ~oodward~
of the City of ~icb~ond, concerning the possible merger between the City of Richmond
and ~ rts of Chesterfield County.
On motion of Mr. Hague, seconded by Mr. Britton, it is resolved ~hat this meeting be
adjourned until 9:00 a.m. on June 14, 1961.
