Britton gives the invocation; There appeared a delegation from the Kingsland Road area to discuss the proposed change in the naming of said road. The County Engineering ~epartment has received petitions endorsing the name of Rusk and Fitzgerald. Of those attending the hearing, 12 were in favor of the name Rusk and 7 in favor of Fitzgerald. Upon consideration whereof, and on motion of Mr.Goyne, seconded by Mr. Britton, it is resolved that this matter be deferred until July 12, 1961. Mr. ~iike Dailey appears before the Board the Board to discuss the proposition of extending water on Sherbourne Road, east of Rt. 1, and it was the request o~ the Engineering Department that a 6" line would be extended from the present 2" line and that when 'the supply in the line ihstalled became insufficient for the use, tb~t the 2" line would be replaced by Mr. Dailey or others before additional building is approved. After a discussion Of this request, it was generally agreed that the policy outlined would be adhered to. ' On motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that the Developer of Pocoshock Heights, Mr.W.P.Leonard, is hereby authorized to install water lines in the new section of Pocoshock ~eights under the present County policy i$ he so desires. It is understood theft 6he present County policy is somewhat ~ore limited ~han the contracts drawn when Pocoshock Heights was initially developed. On motion of Mr. Britton, seconded by ~'~r.Driskill, it is resolved, that the resoiutio~ heretofore adopted by the Board of Supervisors on January 14, 1958, regarding the installation of water lines and extensions to the County water system is hereby amended to include any installation or extension made in the area of the County covered by contract with the City of Richmond, the facilities stall be installed in accordance with the City of Richmond specifications required in said contract. The County Engineer presented to the Board a request from Hines and May, the developers of Westover Manor Subdivision on Jahnke Road to allow water connections on Jahnke Road at the same r~te as charged in the Subdivision. Upon consideration whereof, and on motion of Mr.Britton, seconded by ~:ir. Driskill, it is resolved that since the Ccunty installed a water line on Jahnke Road free of charge to the devalopers the owners of lots facing Jahnke Road be charged the present rate of~300.OO ' ~ for each water connection. There was read a request from ~r.J.M.Wilkinson for the County to re%urn to him, Lot 1~, Block G, Section C, of Longwood Acres, said lot being the third lot deeded to the County and apparently the first and second lots will be sufficient to serve the Lon~ood Subdivision, and states further that if a third lo~ is needed he will donate same to the County. On motion of ~r. Britton, seconded by Mr.briskill, it is resolved that the County of Chesterfield deed back Wilkinson the aforedescribed lot. On motion, of R'~r. Britton,~ seconded by l~r. Driskill, it is resolved that the County Engineer be authorized to put in a water connection to the Optimist Club proper%y at Beulah and charge same to the General Fund of the County. Certain bills were presented from the Utility Department for work done on the Locker Plant sewage lagoon and other projects around the Courthouse, said Oilis amounting to approximately $200~.76. Upon consideration whereof, and on motion of Mr. Oriskill, seconded by Mr. Hagerman, it is resolved that said bills 'be paid from the G~neral Fund of the County. l~r. and Mrs.I',~orr~ssette~ ' come sefore the Board and request that Rt.652 be hard- surfaced and cite ~he many hardships encountered in the past years because of the lack of ~provement on this road. On motion of ~i~.Driskill, seconded by Mr. Goyne, it is resolved that th. is Board request the }{ighwayDepartment to surface-treat Rt.652, and to charge same to the 3¢ Road ?und of the CoUnty. On motion of k~lr. Goyne, seconded by R~'r.Hagerman, it is resolved that this Board ~re~uest the Highway Department to surface-treat Rt.617,from Old Rt. 10 to Rt. o1~, and that this Board hereby agrees to supplement the funds for surface treatment in Bermuda District, by the A~ount of $3,OO0.O0. On motion of Mr.Britton, seconded t~y i,~r.Driskill, it is resolved thaE the tentative Secondary Budget for the Highway Department, showing a total al!ocat~on to Chesterfield County of ~935,195.00 De, and'it hereby is approved. t~ir. Ridley again comes before the Board to discuss the drainage condition on Third Avenue in Ettricl. Upon consideration whereof, it is on motion of Hagerman, seconded by Mr. Driskilt, resolved that t~s Board authorizes the Highway Department to proceed with the plans of effecting drainage on Third Avenue, in Ettrick, provided the Executive Secretary receives written agreement from the Virginia State College to assume responsibility for the water on the eastern end of the project, and that the sum of $75©.00 be received from citizens in the area as their contribution toward the tentative cost of the project. Therewas read a resolution from Henry County Board of Supervisors referring to t~e alle~ed~i hig?~ cost o~ operating the convict camo by the Highway Department. The nmgnway notified the County that ~h~. following re.~d has been accepted into the State Secondary System: Dell Drive -Pocoshock t{ills Subdivision-Section ii From a point on Rcute 733, O.69 mile north of Route 360 and running east for 0.21 miles to a dead end 0.21 mi. The Board was notified that the budget of the Highway Department for Primary Roads had been approved with allocations coming to the County in the amount of $~2~, 200.00. On motion of I~lr.Goyne, seconded by Mr. Driskill, it is resolved that a resolution from the Princess Anne County concerning the widths of ri~h~s of way on Old 3ounty roads be and it hereby is filed. On motion of Mr. Goyne, seconded by Mr. Hague, it is resolved that t?:is Board request the Highway Department, to obtain flor the County of Chesterfield, t?.e necessary rights of way on Rt. 618, for the widening of this Industrial Road and to charge the expense of said rif~hts of way to the County of Chesterfield. On motion of Mr. Goyne, seconded by Mr. Hague, it is re:solved ~hat this Board request the Highway Department to proceed with tb_e drainaffe project designed to eliminate the f!oo~ing of Bellwood Manor by constructing ~he necessary ditches through the property of Mr.L.R.Goyne, northwardly to Rt.613, provided the proper easement is obtained from Mr.L.R.Goyne. On motion of M~.Hague, seconded by ~lr. Driskill, it is resolved that this Board request the Highway Department to improve the road into Camp Baker to a serviceable condition, and. charge same to the GeneralFund of the County. On motion of Mr.Hagerman, seconded by Mr. Driskill, it is resolved that this Board' authorizes the Highway Department to widen and hard-surface Memorial Avenue, running southwardly from Rt.36, at a price not to exceed ~800.OO, charging same to the 3~ Road Fund of the County. This day the County Road Engineer in accordance with airections from this Board made report in writing upon his examination of Stratform Road, Stratford Court, Robert Bruce Drive and Tuscora Road in the Subdivision of Stratfford Hills,Section T, in ~'anchester Magisterial District, which shows that inthe opinion of the County Rca8 Engineer it is expedient that said roads be established as public roads. Upon consideration whereof, and on motion of Mr.Britton, it is resolved that Stratford Road, ~tratford Court, Robert Bruce Drive and Tuscora Road in the Subdivision of Stratforn Hills,3ection T, Manchester District, Oe, and the same are hereby established as public roads. That Chapter 2, Article Iii, Division 1 of the Code of the County of Chesterfield, Virginia, is amended by adding new sections to be known as Sec.2-5.1 andSec.2-5.2 as follows: Sec.2,5.1 Running at large durin~ t?~e period ]~'iay 1st to Sep~ffnber 15th of each year. After having been notified by any landowner, g~e warden, dog warden, or other officer of the law that his dog is running at large, it shall be unlawful for the owner of any dog to permit the running at large within the County of any dog during the period kay 1st to September 15th of each year. Any person violating this section shall be punisbad by a fine of not less than five nor r~ore than twenty-five (~25.00) dollars. Sec.2-5.2. Unlawful for' female dogs to stray from premises while in season. It shall be unlawful for theowner of. any female dog to permit said dog to stray from his premises while such dog is known to such owner to be in season. This ordinance shall be in £ull force and effect ~ftem its enactment as prescribed by law. This day was the da~e s et for the hearing on an Ordinance to amend and re-adopt certain sections of the County Code to ~,rovide for sewage disposal systems and to adopt the 1961 addition of the Virginia State Health Department Bulletin on Septic Tanks. The Executive Secretary pointed out ths~t some aspects of the proposed Ordinance would cause a great hardship in certain cases, it is on motion of Mr. Britton, seconded by Mr. Goyne, resolved that this r~atter be postponed to July 12, 1961 for further consideration. A letter signed by Mrs. Rose ~oyer, Chairman of the Camp Baker Committee, was read which letter cited th~sfact that certain improvements were necessary to make Camp Baker suitable for over-night Camping during the coming season, and that an estimated cost of improving same would be approximately ~1000.00. Upon consideration whereof, and on motion of ~qr.Hague, seconded by Mr.Goyne, it is resolved t!.at this Board approve the request of Mrs. Royer and to spend such interest from the investment of Camp Baker Funds as is available and to pay the remaining costs from the General Fund of the County.
