On motion of ~'r. Britton seconded by Mt. Hague, it is resolved that this Board request the Treasurer o~ the County to invest $116,O00.00in short term securities, of surplus funds from the "Improvement, Replacement, and Extension Fund "of the Water DePartment. On motion of ~ir. Hague, seconded by Mr. Hagermsn, it is resolved that the Utility employees be authorized to attend the %fater ~'~orks Convention Dn October 4, 5 and 1961. The County Engineer presented to the Board a request to purchase a small trenching machine and state~ he had investigated the machines available for digging narrow trenches and service line installations, and that this machine, in his opinion, was the best to be had. It was generally agreed that the Board would view the ~chine later in the day. Dedication of said rights of way in Plat Book, Page , ~hesterfield Courthouse, Virginia. And be it further resolved, that these additions be made effective July I, 1961. This day the County Road Engineer in acoordance'with dir~octions from this Board made report in writing upon his examination of Worsham Roadin the Subdivision of Brighton Green, in ~lidlothian ~'ia ~gisterial District, which shows that in the opinion of the County Road Engineer it is expedient that said road be established as a public road. Upon consider.~.tion whereof, and on motion of ~'h~.Driskiil, it is resolved that ~".forsham Road in the Brighton Green Subdivision, lVlidlothian District, be, and the same is hereby established as a public road. And be it further resolved that the Virginia Department of Highways, be~ and it hereby is requested to take into the Second~ry Road System of Chesterfield County, Worhsma Road, from a point on North Pinetto Drive (Rt. 755),.60 of a mile west of Rt.6?8, .22 of a mile north to Dwayne Lane. This road serves 6 houses. And belt further resolved, Chat the Board of Supervisors of Chesterfield County g~uarantees to the Virginia Department of Highways, right cf way of not less th'~n 50 feet for this road. J.G.Hening School From a point on Route 2307, .O1 mile south of Route 2235, and running west~ and south back to Route 230? 0°08 On motion of [Vlr.Goyne, seconded by Mr. Hague, it is resolved that a Con~ittee ee appointed to meet with the HighwayDepartment and Toll Road concerning the drainage that.613 (Willis Road). Whera~son, the Chairman appoints Mr. Goyne and the Execu£ive Secretary as said Committee. On motion of Mr. Britton, seconded by blr. Hagerman, it is resolved t~.at this Board request the ~-i~.hway Department to improve the driveway in front of the W~gstaff Circle Fire Department in an amount not to exceed ~150o00, same to de oaid from the 3&RoadFund of the County. On motion of bir.Hague, seconded by ~,'Ir. Goyne, it is resolved that this Board request the Highway Oepartment to make a survey of all single lane 0ridges in the ~ounty of Chesterfield and make recommendations to their replacements as soon as feasible. ~r. Horner presents a petition from citizens residing on Rt.65~ in 'the vicinity of Swift Creek, which petition requested that the Bri~dge constructed in 1912 be replaced . Upon consideration whereof, and on motion of Mr. Horner, seconded by Mr. Britton, it is resolved that this Board reouest the Highway Department to study this problem and report to the Board some recommendations a~ ~o i~s alleviation. On motion of l'qr. Ooyne, seconded 0y Mr.Ha.gue, it is resolved that this Boar~ r,~{~uest the Highway Department to make a survey of Rt 10 from Rt.~l we~twardly to ~r~es~er, regarding the necessity of reducing the speed limit. On motion of Ivlr.Goyne, seconded by Mr.Haue, it is resolved that this Board request the Highway Department to surface treat Bensiey [~oad, from -,"entwcrth Street to Old lvlil 1 Road. It was generally agreed that the ldesident Engineer be reeuested to give an estimate of the cost of improving Ridge Road in Central Park. l'4r.a.J.h~mer, Forest Fire Warden, comes before the Board and presents a check for'~2629.00, bein' the County's share of the sale of timber in the Pocohontas State Park. On motion of I~r.Hagerman, seconded by iqr. Hague, it is resolved that the game c!amms be and they hereby are approved for Fayment. On motion of Mr. Hagerman, seconded by ivhr.~iague, it is resolved that this Board approve the request of the Virginia St;~te College to have a bdt fire pyroteb~nic Display on October 27, 1961, on ~:he College campus, provided the Chief of Police of the County approves. On motion of' lqr.Hag~e, seconded by Mr. Hagerman, it is resolved th~t an the request of the Dale Fire Department that this Board will pay for the concrete replace the driveway at the Dale F'~ House at a cost of aoproximately ~262.OO On motion of ~'~r. Britton, seconded by Mr.Hague, it is resolvec than the request of the Manchester Fire Department for a new chassis be referred to theFire Commi tt, ee. On motion of Fir.Hague, seconded by Mr.Hagerman., it is resolved that. this Board refer the request of the Bon Air Fire ~epartment to the Fire Jommittee of this Board. On motion of Mr.Hagerman, seconded uy Mr. Britton, it is resolved that this Board approves the request of Mr.Alvin O. ?orter to allow the construction of a dwelling fronting on Rt.36 in a proposed Subdivision,provided the final slans of said Subdivision are approved and on record before said house is occupied. On motion of Mr. Hague, seconded by Mr. Goyne, it is resolved that erroneous tax claims of Mt. George B.Gunter in the amount of ~6.OO beand it hereby is approved. Mr. Goyne s~eaks for a street light at the intersection of Rtso I and 1© and makes a motion that this Board install a street light or lights at said intersection. ".,':hereupon, ~'~ir. Hague seconded the motion and amends it to include four (~) lights at the Courthouse. A vote being taken, all vote Aye. On motion of kr. Goyne, seconded by Mr.Britton, it is resolved that the ,~s~ter of putting up signs at the Courthouse be and it hereby is referred to the Buildings and Grounds Committ. ee. 61-46. Mr.Eugene Anderson comes before the Board requesting t?e rezoning from Residential-2 to General Business of a parcel of land in Matoaca Magisterial District, fronting 68 feet on River Road (Rt.36) and extending south~.'~ardly 223 feet, being south of the intersection of Hickory Road (Rt.628) andRt.36. Mr. Hagerman cites t?~e complains he has had from the neighbmrhood and upon consioeration whereof, and on motion of Mr.Hagerman, seconded by Mr. Britton, it is resolved that the request of Mr . And er so n be and it hereby is denied. 61-~?. Mr.L.R. Goyne comes before the Board requesting the rezoning from Amriculture to Residential-2 to General Commercial of a parcel of land in Bermuda M~isterial District, of irregular shape, fronting 600 feet on the north line of~Willis Road IRt. 613) and 2500 feet on the east line of Richmond-Petersburg Toll Road (Rt.95), its north boundary line being Kingsland Creek. Mr. Goyne cites the drain:ge easement and the sewerage prospects for the area and explains his plans for 'the development of the TollRoad Interchange. ~'~rs. Smelley comes before the Board requesting the buffer zone 2CO feet deep along the Willis Road. B'~.Thomas objects to the rezoning. Mr. Cornwell, Pastor of the Church, presents a letter in opposition to this request, i~r. Leo Myers, speaks for Dhe Trustees of the Recreational area. Upon consideration whereof, and on motion of Mr.Goyne, seconded by ~!r. Britton, it is resolved that this rotter be deferred for thirty days. 61-4~. Mr. Jarvis V.Narrow comes before the Board requesting the rezoning from ARriculture to General Commercial in Manchester Magisterial District, of a parcel of land of irregular shape, fronting 1OO feet on Shadybrook Lane and extending southeastwardly 430 feet, being 60 feet southwest of Bywood Lane, being known as 6409 Shadybrook Lane. Mr. Graham Jennings, Attorney, representing the applicant presents pictures of the area and a petition signed by several citizens of the area for the rezoning. Mr.C.F.Bryan and Mr.F.T.Turner, Mr.Narrow's brother-in-law, speak for the applicant. -~ ~ ~ Mr. Joe Patterson reads a statement from l'~,ir.A~_thur Hey in opposition, l,r. Gentry and others s~eak against the proposal. Mr. Joe Patterson presents a petition of 10~ names opposing the request. Upon consideration whereof, and on motion of Mr. Britton, seconded by Mr. Goyne, it is resolved that the request of Mr. Narrow be and it hereby is denied. 61-&9. The Board of Supervisors reouests the rezoning from AKriculture to Residential-2 in Bermuda Magisterial District of a parcel of land of i.rregu!ar shape, fronting 1250 feet on the east line of Harrowgate Road (Rt. l~&) and 1035 feet on the south line of Rt.706,excluding Lot i, in Section A, being known as the Subdivision of Locust Grove, Saction A, and Locust Grove Addition. Mrs. Seldon Mann and ~rs. Frith come before the Board requesting the Board to approve the zoning request, and there appearing no one in opposition,~t is on motion of Mr. Goyne, seconded by Mr.Britton, resolved that the aforedescribed parcel of land be and it hereby is rezoned to ~esidential-2. 61-28. The request of Mr.Ronald E. Morgan having been deferred for two separate months becaus~ of the absence of the applicant, which requested the rezoning from Agriculture.. to General 'Commercial to build duplex dwellings on a parcel of land fronting 160 feet on ~t.#1, and extending 590 feet, eastwardly, said parcel being !20 feet north of Aldridge Street and presently zoned General Commercial for a depth of 300 feet. Whereas, Mr. Rcnald Morgan does not now appear and has been requested to do so, upon consideration of this fact and on motion of Mr. Hague, seconded by Mr. Hagerman, it is resolved that the request of Mr.Morgan be and it hereby is denied. Mr. Ravee Norris, Jr., speaking for Mr.Woodcock requests the Board to allow the construction of a dwelling on a 50-ft. road, southwest from Arch Road, through the property of John E. Woodcock, which request was deferred from July 2?th. Upon consideration whereof, and on motion of Mr. Britton, seconded by Mr. Hague, it is resolved that the request of ~ .Woodcock be approved, provided that a plat showing a 5C-ft. roadway be recorded before the building permit is issued. To the Board of Supervisors: To the Board of Supervisors: BACKGROUND The present problem confronting the Board of Superffisors of Chesterfield County ar£ses out of the desire of the City of Richmond to develop a long-range plan of government for the Richmond Region in view of population increases and economic growth which ?',ave taken place in the past two years. In July of 1958, the City of Richmond, Henrico County, and Chesterfield County all participated ina study of the problem which was made by the Public ~dministration Service. On January 15, 1959, the Public A~rinistration Service presented A Plan of Government for the Richmond Region, after six months of thorough, careful analysis of local governmental problems. The study first suggested that the use of ~nnexation as a means of mun-icipal expansion be curtailed in %he Richmond Region. As a solution to the problems of this area the study recommended that Henrico County asd the City of Richmond consolidate their respective governments. The study did not recon~nend consolidation of Richmond and Chesterfield County for various reasons set forth in Volume 1, IV-3. }~fter approximately six months of consideration of the report, the City of Richmond on August 15, 1960, appointed a committee to negotiate with a similar committee from Henrico County to draft a plan of consolidation of Henrico and theCity 'of Richmond. According to published reports, after the two committees were named they worked continuously and had approximately 100 separate meetings prior to the production of their joint repor~ which was filed on July 31, 1961. Chesterfield County did not participate in any of these meetings which resulted in %he present proposed plan of merger and new charter for the City of Richmond. In fact~ it was not until June 1961, approximately 60 days ago, %hat Chesterfield County became aware that the City of Richmond was not following the recommendation of the Public Administration Service but that %he City was also intere~ted in discussing merger with a portion of Chesterfield County. By mutual consent a ~ommi%tee from the Board of Supervisors met with a ~ommittee from Council on June 22. At that meeting Richmond requested the Board to aDpoint an ~dvisory Committee under Section 15-221 of the Code to attempt to draft a consolidation agreement as contemplated by the Statute and preseumably an agreement which would conform to the Draft issued ~oy the Ricbraond-Henrico Committee on July 31, 1961. At the Oune 22 conference and subsequently confirmed by letter, the City of Richmond has indicated that ~ time limitation of approximately three months would have to be imposed on Chesterfield County because of the necessity for the City's new charter to be presented to the General Assambly in January of 1962. It was also made plain at the conference that the City's concern regarming probably changes in the annexation statute is such that the City intends ~o file an annexation suit against Chesterfield County prior to January i. Indications are tha~tsuch a suit woul~ be instituted even if Chesterfield County named a Committee to n~otiate with the City. PRESENT DECISION The specific problem before the Boaru at this time is whether~ in view of the foregoing facts, it is advisable for Chesterfield County at this time to appoint an Advisory Committee under the terms of Section 15-221 of the Code ~f Virginia. An harmonious relationship had always existed between the governments of 2~icb3nond and Chesterfield County. This Board is deeply concerned that the relationship continue and would regret any course of action on %he par% of the City which would adversely affect this relationship. At the same time, after a thorough study of what would be involved in attempting to pursue the course of action request~,d by the City, within the time limitation imposed by %he City, it would appear unrealistic to expect any substantial progress in the matter within ninety (90) d~ys. The Board does not agree with the City that it would be feasible to conduct negotiations envisioned by Section 15-221 of the Code after an annexation suit has been initiated. Such a course of action would inevitably result in the dissolution of any committee named and inevitably d~ more harm ths, n good to the governmen%al relationshi~of the two areas. It is the judgment of the Board that %hereare significant differences se'~ween the Henrico-Richmond problems and the discussions between ~ichmond and Chesterfield. The Ches%erfield situation necessarily involving only a r~ortion of the County introduces problems of establishing aline, debt assumption, loss of revenue, capital improvement grograms and the like, which additionally complicate the situation. These factors ~gded to the ~resent problem of integrating any agreement with a Eichmond-Henrico agreement which must be submitted to the voters in ~'Jovember would appear to make the city's recues% impractical in the extreme. ['IONS 1. That an ~dvisory Committee not be 'treed by the [~oard of Supervisors of Chester'field County at this time. 2. That Further consideration of such a Committee be deferred until the merger of the City of Richmond ~;nd ~enrico ]ounty be fully ¢c,nsummated and the new chart'er of the '.City of Richmond has been enacted into !aw by the General Assembly. 3. Goyne, resolveO that this Board accept and approve the report and request that a copy be sent to theCity of ilichmond. ~11 vote aye. i~rs. Smelley and others presented a petition signed by 52 people in 8eilwood Manor requesting the Board of Supervisors to install a sewage treatment facility in the area and agreed to connect their properties to said system. Upon consideration whereof, and on motion of Mr. Goyne, seconded by Nir. Britton, it is resolved that the Engineering Department be ordered to prepare detailed plans of this proposal, and to seek bids to ascertain the cost. The County Engineer requested the Soard to purchase a Davis T-66 ditch digger and demonstrated same to theBoard of Supervisors. Upon the general approval- of the operation of this machine, it is on motion of [~lr. Britton, seconded by Mr. Hagerman, resolved that bids be sought for this machine on all comparable, and that the Purchasing Aeent be allowed to purchase a m~c~ine at the low price. On motion of Mr.Hague, seconded by Mr.Goyne, it is resolv~ that this Board allow the Fire Departments of the County to use the stadium free ~ charge.
