Ramsey Summary of Actions Taken by the Board on August 22, 2001 3:00 P.M. SESSION BOARD COMMITTEE REPORTS Mrs. Humphrey stated that she represented the County at the Virginia Association of Counties (VACo) Local Government Officials Conference in Charlottesville on September 12, 2001 where discussions evolved relative to initiatives surrounding the new Chesapeake Bay Preservation Act and also the new land use practices and policies adopted in Loudoun County and the impact they may have upon other localities throughout the State. RESOLUTIONS AND SPECIAL RECOGNITIONS Adopted Resolution recognizing Ms. Donna W. Lewis, Sheriff's Office, upon her retirement. Adopted Resolution recognizing Firefighter Elmer F. Schumacher, III, Chesterfield Fire and Emergency Medical Services, upon his retirement. Adopted Resolution recognizing Mrs. Jo-Ann Clark for her contributions to the Chesterfield/Colonial Heights Board of Social Services. Recognition of 2001 National Association of Counties (NACo) Achievement Award winners. Chesterfield was the recipient of twenty NACo awards, the most achievement awards of any locality in the State for the fifth consecutive year. WORK SESSIONS Mr. Thomas Jacobson, Director of Planning, reviewed the strategy recommended by Planning staff and the Planning Commission to address issues within manufactured home parks intended to improve the living conditions within the parks and assist in the revitalization and improvement of the communities surrounding the manufactured homes. DEFERRED ITEMS Approved Ordinance and administrative policies (as amended) requiring background checks for County volunteers who work with juveniles, rescue squad volunteers and volunteers/coaches of co-sponsored recreation groups. APPOINTMENTS Approved Reappointment of Mr. David W. Mathews, Mr. Daniel K. Smith and Mr. S. Joseph Ward to serve on the GRTC Transit System Board of Directors. Approved Appointment of Mr. Neil Johnson, Ms. Melanie Walker-Ford, Ms. Kelly Gosnell and Ms. Lynne Foote to serve on the Youth Services Citizen Board. CONSENT ITEMS Approved Transfer of District Improvement Funds from the Midlothian District Improvement Fund to the Police and Parks and Recreation Departments and the School Board to defray the costs of the Midlothian Village Day Festival. Approved Transfer of District Improvement Funds from the Midlothian District Improvement Fund to the Parks and Recreation Department for athletic field maintenance at James River High School. Approved Transfer of District Improvement Funds from the Bermuda District Improvement Fund to the School Board to purchase a message board for Thomas Dale High School.
