Mobile Home Report/PermitMOBILE HOME REPORT
The Board of Supervisors of the County of Chesterfield, on February 25, 1987,
beginning at 2:00 p.m. in the County Board Room at Chesterfield Courthouse,
Virginia, will take under consideration the granting of a Mobile Home Permit
on the parcel of land described herein.
It shall be the policy of the Board of Supervisors that approval of a mobile
home permit to park a mobile home on a parcel of land shall be subject to com-
pliance with the following Standard Conditions:
1. The applicant shall be the owner and occupant of the mobile home.

No lot or parcel may be rented or leased for use as a mobile home
site, nor shall any mobile home be used for rental property. Only
one (1) mobile home shall be permitted to be parked on an individual
lot or parcel.

The minimum lot size, yard setbacks, required front yard, and other
zoning requirements of the applicable zoning district shall be
complied with, except that no mobile home shall be located closer
than 20 feet to any existing residence.

No additional permanent-type living space may be added onto a mobile
home. Ail mobile homes shall be skirted but shall not be placed on
a permanent foundation.
Where public (County) water and/or sewer are available, they shall
be used.

Upon being granted a Mobile Home Permit, the applicant shall then
obtain the necessary permits from the Office of the Building Offi-
cial. This shall be done prior to the installation or relocation of
the mobile home.

Any violation of the above conditions shall be grounds for revoca-
tion of the Mobile Home Permit.
87SR036: In Matoaca Magisterial District, R.J. ELLIS requests renewal of
Mobile Home Permit 85SR087 to park a mobile home on property fronting the east
and west line of Hillview Street, approximately 270 feet south of Mahone
Street, and better known as 21613 Hillview Street. Tax Map 186-3 (2) Augustus
Wright, Lot 23 (Sheet 52). The first permit was issued July 1974.
The mobile home will be located on property belonging to Joyce Rowland, daugh-
ter of the applicant.
The Health Department reports no environmental health hazard in existence.
Eight (8) adjacent property owners (Marsh, M. Jones, C. Jones, Shelton,
Williamson, Burkey, Hamilton, and Pollard) have not signed this request, which
is for two (2) years. Staff has received one (1) letter in opposition to this
request. Ail adjacent property owners who have not signed this application
have been sent a copy of the Mobile Home Report. Staff finds there are two
(2) mobile homes located within one-half mile of this property. Homes in the
general area of this request are in the $60,000 average price range.
On June 26, 1985, the Board of Supervisors approved renewal of Mr. Ellis'
Mobile Home Permit for a perioR of one (1) year. The Board renewed the permit
to give Mr. Ellis time to relocate the mobile home and to clean up the proper-
ty. A copy of the Board minutes is attached hereto.
As of this report, the mobile home is still located on the property. Staff
finds that a considerable amount of junk and trash have been removed from this
property in the past year; however, there is still more work to be accom-
plished. Overall, this property looks better now that it did at this time
last year.
This request appears to be out of character with the neighborhood at the
~resent time. The mobile home is located in an area designated by the South-
ern Area Land Use and Transportation Plan for medium density residential use.
Adjacent property is zoned Residential (R-7). Development in this area gives
the neighborhood a stable residential character.
Joyce Rowland, agent and daughter of the applicant, states that Mr. Ellis is
75 years old and in very poor health. She advises that they plan to sell the
property and the mobile home in the next few years.
Because of the present development in this area and the Board's previous
position on this matter, Staff cannot support this request.
STAFF RECOMMENDS DENIAL OF THIS REQUEST.
A copy of this application is on file at the Planning Department, Development
Review Division, Administration Building, Room 203, Courthouse Complex,
Chesterfield, Virginia, for public examination between the hours of 8:30 a.m.
and 5:00 p.m. of each regular business day.

In Matoaca Maqisterial District, R. J. Ellis requested a Mobile
Rome Permit to park a mobile home on property located along the
east line of ~illview Street approximately 280 feet south of
Mahone Street, and better known as 21613 Hillview Street. Tax Ma
186-3 (2) Augustus-Wright, part of Lot 23 (Sheet 52).
Mr. Ellis was present and requested approval. Mr. Charles Jones
stated he was in opposition because the trailer has been here 11
years in an effort to allow Mr. Ellis time to remodel his home,
the house is falling down, the site is a disgrace, etc. He
stated he personally has to clean his site, he pays taxes on his
property which is constantly going up, etc. He stated other
neighbors are in opposition but could not be present. Mr. Dodd
stated that Mr. Ellis was supposed to clean the area but has not
done so.
On motion of Mr. Dodd, seconded by Mr. Daniel, the Board approve
the request for one year in order to allow Mr. Ellis time to
relocate the mobile home and clean the lot with the understandir
it will probably not be renewed.
