Ramsey Summary of Actions Taken by the Board on January 24, 2001 3:30 P.M. SESSION COUNTY ADMINISTRATOR'S COMMENTS Ms. Mary Ann Curtin, Director of Intergovernmental Relations, and Mr. Wendell Roberts, Assistant County Attorney, presented an update on the status of the County's legislative program. Mr. John Mathiasen, Executive Director of Richmond International Airport, presented a report on the Airport's progress. Mr. Craig Bryant, Director of Utilities, presented an update of the water taste issue at the Addison-Evans Water Production Facility. He stated that, although the source of the taste has still not been identified, the taste has improved since increasing the amount of carbon being supplied to the water. He indicated that staff is continuing to work with the consultant to determine the source of the taste. RESOLUTIONS AND SPECIAL RECOGNITIONS Approved Resolution recognizing February 2001, as "Petfix Month 2001". WORK SESSIONS Mr. Dave Hainley, Planning Administrator, presented highlights of proposed amendments to the Subdivision, Utility and Zoning Ordinances; and Deputy Fire Chief Paul Shorter provided information from a public safety viewpoint regarding the proposed change relative to second accesses for developments with more than 50 homes. Mr. Allan Carmody, Budget Manager, presented highlights of the proposed Capital Improvement Program for FY2002-FY2007. APPOINTMENTS Approved Reappointment of Mr. Steven R. O'Leary, Mr. William B. Chandler, Mr. John R. Lillard, Mr. Charles H. Sims, Mr. John Thayer and Mr. Francis M. Pitaro to the Airport Advisory Board. Approved Appointment/reappointment of Ms. Joan Cole, Ms. Louise Summey, Mr. Charles Lewis, Ms. Pat Robie and Ms. Henrietta Yaworsky to the Keep Chesterfield Clean Advisory Board. CONSENT ITEMS Approved Public hearing date of February 21, 2001 to consider a change to the County Vehicle License Ordinance to move the vehicle license tax year. Approved Public hearing date of March 14, 2001 to consider adoption of two ordinances relating to the implementation of Swift Creek Reservoir Watershed Master Plan. Approved State road acceptance of roads in Mount Blanco, Section 4 and Regalia at The Highlands. Approved Appropriation of Virginia Department of Criminal Justice Services grant funds for a full-time Chesterfield County Victim Services Advocate. Approved Appropriation of continued Virginia Department of Criminal Justice Services grant funds for a Domestic Violence, Sexual Assault and Stalking Prosecutor. Approved Authorization to exercise eminent domain for the acquisition of easements for the Great Branch Sewer Assessment Districts A and B Project to the Estate of Hazel Brinser Copley. Approved Authorization to exercise eminent domain for the acquisition of easements for the Great Branch Sewer Assessment Districts A and B Project to the property of Virginia Electric and Power Company. Approved Acceptance of parcels of land along Old Buckingham Road, Huguenot Road and Alverser Drive from Retlaw 100, LLC. Approved Request to quitclaim a portion of a sixteen foot sewer easement across the property of Emerson I, LLC. Approved Request from Verizon Virginia, Incorporated for underground cable to encroach within a fifty foot County right of way known as Hunters Hawk Drive in Beechwood Forest, Section 3. Approved Purchase of right of way for the Salem Church Road Sidewalk Project from Roger Lee Barlow and Pricilla F. Barlow. Approved Appropriation of funds to the Industrial Development Authority for purposes of an Economic Development Grant to Columbia/HCA. ADDED BY UNANIMOUS CONSENT Approved Memorandum of Understanding between the County and Virginia Biotechnology Research Park. Approved Pipeline crossing agreement with CSX Transportation. Approved Transfer of Midlothian District Improvement Funds to the Parks and Recreation Department for the completion of Grove Shaft Park pedestrian connections. REPORTS Accepted Status Report on the General Fund Balance, Reserve for Future Capital Projects, District Improvement Funds, and Lease Purchases; and a Report on Roads Accepted into the State Secondary System. CLOSED SESSION The Board held a Closed Session pursuant to Section 2.1-344A. 5, Code of Virginia, 1950, as amended, for discussion of the expansion of an existing business in the County where no previous announcement has been made of the business' interest in expanding its facilities in the County. 7:00 P.M. SESSION Reverend David Adkins, Pastor of Saint Mark's United Methodist Church, gave the invocation. Eagle Scout Ryan Christopher Groseclose led the pledge of allegiance. RESOLUTIONS AND SPECIAL RECOGNITIONS Approved Resolution recognizing Ryan Christopher Groseclose upon attaining the rank of Eagle Scout. Approved Resolution recognizing the Brandermill Community Association for continued excellence. Approved Resolution recognizing members of the Route 360 West Corridor Committee. Dr. Brenda Mayo, Principal of Clover Hill High School, and faculty members of the school's Music Department presented the Board members with commemorative gifts from The London Parade in appreciation of the Board's support of Clover Hill High School's Music Department.
