The. existing structure is connected to the public water system. Public Wastewater System: The public wastewater system is not available to serve this-site. There is an existing eight (8) inch wastewater collector line extending along Sherwood Forest Drive that terminates approximately 375 feet north of this site~ Use of the.public Wastewater system is not required. Private Wastewater System: The existing dwelling is connected to .a private septic systemi . Continued and/Or expanded use of. this system requires approval from the Health Department. ENVIRONMENTAL AND PUBLIC FACILITIES This use will have a minimal impact on these facilities. LAND USE Comprehensive Plan: - Lies· within the boundaries of the Central-. Area' 'Plan, which suggests the property'is appropriate for residential use of 2,51 .to 4.0 units per acre, Area DevelOpment Trends: A portion of adjacent property to the north and adjacent Property to'the south is zoned and developed for residential useor remains vacant. Property to_the east and West is Zoned agriculturally and is occupied by single family residential uses. DeveloPment Standards: The applicant has offered proffered Conditions to address concerns expressed by' the District Commissioner relative 'to minimizing any adverse impact, of theme on area residential development. These include the. preclusion of .signage, :hol~ding pens and/or .runs; a limitation on the times the. operation may be open to the public; ~da restriction on the area wherein the grooming services may be conducted (Proffered Conditions 2, 3, 4 and 6). In addition, the property is: conneCted to a private septic system. Toaddress concerns about the hazards of disposing of pesticides in the septic system, the applicant has agreed that flea and tick removal services Will not be provided. (Proffered Condition 5) CONCLUsIONs While the Central Area Plan suggests the property is appropriate for residential development of 2.'51 to 4.0 dwelling units-per acre, commercial development exists in'close proximity to this site. The requested use is no more intense'than existing area commercial 'development.'. In addition, the development requirements of the Zoning. ~Or~ce and proffered.conditions.further ensure land.me compatibility and minimize any.adverse.'imPact on area residential development. · Given these' considerations, approval' of this request is recommended.
