SESSION COUNTY ADMINISTRATOR'S COMMENTS Ms. Patti Jackson, Executive Director of the James River Association presented Mr. McHale with a "Guardian of the River Award" for his outstanding service and dedication to the James River. NEW BUSINESS Adopted Approved Approved Ordinance to implement an ambulance transportation fee for emergency medical services. Actions for the year-end FY2001 Results of Operations as follows: public hearing date of December 19, 2001 to consider the re-appropriation in FY2002 of $2,045,620 for general fund purposes; appropriation of $490,000 for immediate use by the Health Center Commission to address accounts payable balances; public hearing date of December 19, 2001 to consider the re-appropriation in FY2002 of $1,010,000 for the Health Center Commission to support ongoing operations; a third extension of the $975,000 advance to the Health Center Commission from a repayment date of January 15, 2002 to April 1, 2003; designation of $2,636,670 in revenue over the budget and $9,441 in unspent appropriations for non-recurring items for use in FY2003; transfer of $277,000 from the Reserve for Future Capital Projects for building improvements and security enhancements; and designation of $6,088,836 in property tax revenue over the budget and $1,232 in unspent appropriations for use by Schools in FY2003 for non- recurring items. Streetlight installations for Meadow Glen Lane, vicinity of 3231 in the Meadow Creek Subdivision, and intersection of Fox Hurst Drive and Abbots Ridge Court in the Brookstone Subdivision. APPOINTMENTS Approved Appointment of Ms. Tracey Allred to serve on the Drug and Alcohol Abuse Task Force. CONSENT ITEMS Approved Public hearing date of December 19, 2001 to consider amendments to the zoning ordinance relating to Virginia Uniform Statewide Building Code/Building Officials and Code Administration Code regulated uses. Approved Public hearing date of December 19, 2001 to consider amendments relating to notification of zoning matters. Approved Public hearing date of December 19, 2001 to consider tax exemption requests for Affordable Residences in Chesterfield - Rockwood Village; Affordable Residences in Chesterfield II - Mary Tyler McClenahan Child Care Center; The Kiwanis Club of Chester, Incorporated Foundation; and First Tee Chesterfield. Adopted Resolution recognizing Matoaca Volunteer Fire Department for 50 years of volunteer service to the citizens of Chesterfield County. Adopted Resolution recognizing Miss Amy Linden Moody upon attaining the Gold Award. Approved Award of four annual contracts for environmental consultants to KCI Technologies, Landmark Design Group, EEE Consulting Incorporated and Clough Harbor and Associates LLP. Approved State road acceptance of Bensley Commons Boulevard, Henricus Green, Jacobs Glenn, Section D, Jessup Meadows, Section C, Bayhill Pointe, Section 9 and Saint James Woods, Section G. Approved Change order to the architectural contract with Gresham Smith and Partners for construction administration services during the construction of the addition and renovation of the existing portion of the Chesterfield Airport Terminal Building. Approved Change order to the contract with CH2M Hill for additional services to assist with the implementation of the Watershed Management Plan for the Swift Creek Reservoir Watershed. Approved Acceptance of two parcels of land for improvements to Wadebridge Road from Philip W. Dean and Lynn M. Dean. Approved Acceptance of parcels of land along the south right of way line of Hull Street Road and west right of way line of Spring Run Road from Boney Wilson and Sons, Incorporated. Approved Designation of 0.303 acres of public right of way at Chalkley Elementary School. Approved Transfer of District Improvement Funds from the Bermuda District Improvement Fund to the Parks and Recreation Department to install a playground at the County-owned "Lowes Soccer Complex." Approved Transfer of District Improvement Funds from the Bermuda District to the Parks and Recreation Department for rental of a tent and chairs at Bensley Park for the Veterans Day Ceremony. Approved Transfer of District Improvement Funds from the Midlothian District to the School Board to defray the cost of a reader board at Robious Middle School. Approved Donation of surplus 911 equipment to the City of Petersburg. Approved Appropriation of funds for the Halloway Avenue Sidewalk Enhancement Project, Phase II. HEARINGS OF CITIZENS ON UNSCHEDULED MATTERS OR CLAIMS Mr. Roger Goad and Mr. Don Balzer requested the Board's support to have an access corridor developed directly with northbound Courthouse Road and the southern dead-end of Branchway Road. REPORTS Accepted Status Report on the General Fund Balance, Reserve for Future Capital Projects, District Improvement Funds, and Lease Purchases, and a Report on Roads Accepted into the State Secondary System. CLOSED SESSION A Closed Session was held pursuant to Section 2.2-371 l(A)(7) of the Code of Virginia, 1950, as amended, for legal advice by counsel involving Chippenham and Johnston-Willis Hospitals, Incorporated v. Peterson, et al. 7:00 P.M. SESSION Reverend Clarence Martin, Pastor of the Upper Room Chapel, gave the invocation. Boy Scout Troop 893, sponsored by Saint Edward's Catholic Church, led the pledge of allegiance. RESOLUTIONS AND SPECIAL RECOGNITIONS Adopted Resolution recognizing Senior Battalion Chief David C. Creasy, Sr., Fire and Emergency Medical Services Department, upon his retirement. Adopted Resolution recognizing the Chesterfield Baseball Clubs National Pony Team for its outstanding accomplishments and sportsmanship. PUBLIC HEARINGS Adopted Zoning Ordinance amendment relating to Manufactured Home Park Districts, as amended. Adopted Ordinance relating to amendments to previously zoned property. Adopted Ordinance relating to private on-site sewage evaluations and renewals of septic system permits. Adopted Ordinance relating to the collection and remittance of telephone, 911 and consumer utility taxes.
