Mr. Miller called the adjourned meeting to order at 6:20 p.m.
and welcomed the members of the School Board and legislative
delegation.
Dr. Schroeder welcomed the members and
appreciation to state and local partners.

Mr. Ramsey summarized the county issue that would be
presented and then introduced Mr. Jay Stegmaier to give a
presentation on changes to the Personal Property Tax Relief
Act and the impact it will have on Chesterfield County.

Delegate Hall questioned the bullet that stated money
Chesterfield would have received in FY2006 will not be
received until FY2007, which could potentially cause a $40
million budget issue. Mr. Ramsey clarified the county's
issues and stated that Secretary Bennett is working with
localities towards a resolution.
Mr. Steg~naier further discussed the two primary areas of
concern; 1) budget and cash flow issues; and 2) taxpayers
receiving less and less tax relief over time. Again, he
stated that it is believed that language is being worked out
which will resolve the first concern.

Mr. Cordle presented a sample 2006 and 2007 tax bill and how
the taxes have to be presented on them and how his office is
trying to clarify this information for the taxpayers, as
well as suggest recommendations for change through the car
tax workgroup he is serving on.
Legislators indicated their willingness to help if a
resolution does not materialize with Secretary Bennett and
the car tax workgroup.
Dr. Schroeder discussed the many changes in the school
system today. He spoke about the No Child Left Behind
Program. He invited the delegation to visit the schools to
experience and share first hand in the successful school
system that they helped create. He closed by stating his
appreciation for the partnership that exists with the
Legislators, the Board of Supervisors, and School Board.
Dr. Cannaday spoke about a bio-technology curriculum that
will be offered at the Technical Center beginning next year.
He introduced Debra Marlow as the Schools contact at the
General Assembly. He also noted some significant issues
coming before legislators regarding the No Child Left Behind
program and state accreditation.
Delegate Hall raised a question about the state exemption
from the No Child Left Behind program. Dr. Cannaday
expressed support for the program, but provided
recommendations for improving certain areas and identified
opportunities for specific exemptions for schools in
Virginia.
2. OPEN DISCUSSION
Senator Watkins discussed concerns regarding the recent
adoption of the Chesapeake Bay Ordinance by the county.
Discussion ensued about the concerns of the county regarding
this ordinance.

Mr. Miller stated his belief is that the mission of all in
attendance is to do what is in the best interest of the
citizens of Chesterfield County and the Commonwealth of
Virginia. He then thanked the members of the legislative
delegation for meeting with the Board and the School Board.
It was generally agreed that the Board adjourn at 7:25 p.m.
until December 15, 2004 at 3:30 p.m.
