Summary of Actions Taken by the Board on November 21, 2000
4:00 P.M. SESSION
The minutes of the November 8, 2000 regular meeting were approved.
COUNTY ADMINISTRATOR'S COMMENTS
Mr. Ramsey stated that the Virginia Department of Transportation (VDOT) awarded a $47
million contract last week for the completion of Route 288 to the Powhatan County line. He
further stated that VDOT has also announced that they intend to negotiate with a private
proposer for the balance of the Route 288 project from the Powhatan line to Interstate 64 as a
four-lane toll-free facility, with an anticipated completion date of 2003. He indicated that this is
very good news for Chesterfield County.
Ms. Elizabeth Foster with KPMG, LLP, the County's independent auditors, presented the FY00
Comprehensive Annual Financial Report, including financial statements audited by KPMG, to
the Board.
WORK SESSIONS
Mr. Gary Thomson, Chairman of the Tax Structure Committee presented the Board with the
Committee's final report, including the following recommendations: reduce and then eliminate
the Business, Professional and Occupational License Tax (BPOL); obtain authority from the
General Assembly to increase local option sales taxes by one-percent for the Richmond region;
increase motor vehicle decal fees; support collection of fees for emergency medical services;
reduce real estate taxes by implementing a meals tax; request the return of a portion of the state
income tax to Chesterfield; alternatively, request that the state fund currently underfunded state
mandates in mental health, health and education; request state legislation clarifying the definition
of manufacturers for business license and personal property taxation; consolidate functions
performed by both County government and County schools; study the privatization of current
County services; establish a committee to study impact fees, proffers and recordation taxes; and
collect sales and use taxes due but not paid to the County.
NEW BUSINESS
Ms. Mary Ann Curtin, Director of Intergovernmental Relations, reviewed changes to the
County's proposed 2001 Legislative Program.
Adopted

priorities, legislative requests, state budget requests, support requests and
oppose requests.
