Ramsey Summary of Actions Taken by the Board on November 21, 2000 4:00 P.M. SESSION The minutes of the November 8, 2000 regular meeting were approved. COUNTY ADMINISTRATOR'S COMMENTS Mr. Ramsey stated that the Virginia Department of Transportation (VDOT) awarded a $47 million contract last week for the completion of Route 288 to the Powhatan County line. He further stated that VDOT has also announced that they intend to negotiate with a private proposer for the balance of the Route 288 project from the Powhatan line to Interstate 64 as a four-lane toll-free facility, with an anticipated completion date of 2003. He indicated that this is very good news for Chesterfield County. Ms. Elizabeth Foster with KPMG, LLP, the County's independent auditors, presented the FY00 Comprehensive Annual Financial Report, including financial statements audited by KPMG, to the Board. WORK SESSIONS Mr. Gary Thomson, Chairman of the Tax Structure Committee presented the Board with the Committee's final report, including the following recommendations: reduce and then eliminate the Business, Professional and Occupational License Tax (BPOL); obtain authority from the General Assembly to increase local option sales taxes by one-percent for the Richmond region; increase motor vehicle decal fees; support collection of fees for emergency medical services; reduce real estate taxes by implementing a meals tax; request the return of a portion of the state income tax to Chesterfield; alternatively, request that the state fund currently underfunded state mandates in mental health, health and education; request state legislation clarifying the definition of manufacturers for business license and personal property taxation; consolidate functions performed by both County government and County schools; study the privatization of current County services; establish a committee to study impact fees, proffers and recordation taxes; and collect sales and use taxes due but not paid to the County. NEW BUSINESS Ms. Mary Ann Curtin, Director of Intergovernmental Relations, reviewed changes to the County's proposed 2001 Legislative Program. Adopted County's 2001 Legislative Program, as amended, including legislative priorities, legislative requests, state budget requests, support requests and oppose requests. Resolution confirming proceedings of the Chesterfield Industrial Development Authority for financing of Industrial Revenue Bonds for Bon Secours Health Systems. Resolution approving the participation of Chesterfield County in the Statewide Mutual Aid Agreement. Resolution recognizing Mrs. Pearl M. Perkins, Information Systems Technology, upon her retirement. Resolution recognizing Mr. James G. Lumpkin, Chairman, State Mental Health, Mental Retardation and Substance Abuse Services Board, upon his retirement. Joint Powers Agreement Resolution for the County to participate in a pilot project to purchase electricity competitively. Transfer of District Improvement Funds from the Matoaca District Improvement Fund to the Parks and Recreation Department to install fencing at Alberta Smith Elementary School. Approved Transfer of District Improvement Funds from the Matoaca District Improvement Fund to the Police Department to purchase a computer and cell phones for the Ettrick Community Policing Office. Approved Utility contract for Stor-All Mini Warehouse. Approved Acceptance of parcel of land adjacent to the Public Safety Training Complex on Allied Road. Approved Authorization to enter into a license agreement with Robert K. White and Diane L. White for construction and maintenance of County drainage and sewer facilities. Approved Public hearing date of December 20, 2000 to consider the conveyance of leases of real property for operation of food concessions at various park sites. Approved Public hearing date of December 20, 2000 to consider the appropriation of funds for the Newby's Bridge Road (Walmsley to Hagood) reconstruction project and the Winterfield/Salisbury intersection project. Watts to install a private sewer service within a private easement to serve property on Gravier Road. Approved Request from Parker and Lancaster Corporation for an asphalt driveway to encroach within a variable width and sixteen foot drainage easement across Lot 4, Gravity Hill at The Grove, Section 1. ADDED BY UNANIMOUS CONSENT Approved Conveyance of easement to Virginia Electric and Power Company to install power lines to provide service to the new Police and Fire Training Facility. Approved Request for permission to stage a fireworks display on the James River near Dutch Gap.
