This day Mr. ~. Kenneth Weeks, Consulting Engineer, appeared before the Board
stating he had received five (5) bids for the enlargement of the water ·
filt~tion plant and raising of the dam, and submitted in writing his recommend
tion that the Board accept the bid of the English Construction Company,
second low bidder, in the total sum of $318,711.OO.
Came also, ~r. John Thomas, representing the S.H.Guza Company, stating that the
Guza Company was qualified financially and otherwise to undertake this job.
Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr. Britton
it is resolved that this Board go into Executive Session.
Reconvening:
Upon further considermtion of this ma~uer and on motion of Mr. Britton, second,
y Mr. Goyne, it is resolved that this Board on the recoxmendation of Mr.R.
enneth Weeks, Consulting Engineer, award the contract for the enlargement of
the filtration plant and the raising of the same to the English Construction
Company, for the total amount of $318,711.00.
Mr. S. T.Wagstaff appeared before the Board and requested permission to inst~l[
a water system in Irvingdale Subdivision and connect this system to the
County water system, under contract with an independent contractor rather
than engaging the use of the County forces. On motion of Mr. Goyne,
seconded by Mr.Brttton, Be it Resolved: That the Board of Supervisors of
Chesterfield County doth authorize the installation of this water system
in the Irvin~dale Subdivision and connecting lines to the County water system
by private contractor rather than engage the use of the County fo=es, provided
S.T.Wagstaff and wife enter into an agreement with the County to comply with
the following conditions:
Mr.Wagstaff or the independent montractor will guarantee
the work installed for a period of one year after date of
its finalcompletion.
2. Mr. Wagstaff will require a performance bond from the
contractor ~n amount and form satisfactory ~o the County.
Mr. Wagstaff will advise t~ County as to the progress of
the work andwill permit inspection of the work by inspectors
of the County.
4. The contractor engaged for the installation of the work will
be approved for such work by the County.
The water system will be installed in ~ccordance with
specifications and general conditions prepared by
R. Kenneth Weeks, Engineers, Norfolk, Virginia, dated
~ay 7, 1957, and designated , Water Mains Irvindale
Subdivision".
Mr..Wagstaff will obtain all necessary rights of way
and/or ~asementz on forms provided by County and
approved by the CountyEngineer and Commonwealth's
Attorney for said water system and upon completion of
the water system will convey to the County the system
together with said ri~ts of way and/or easements..
Upon completion of the work, Mr.Wagstaff will deliver
to the County Engineer, "as built" drawings of the
installation.
The sum of $400.00 for inspection andengin&ering
provided by the County will be paid for by
Wagstaff; in advance or in such manner as approved'
by the Executive Secretary.

The developer or contractor will acquire all highway
permits, and the County will not be a co-signer for
such permits.

The developer or contractor shall furnish all tools,
equipment, materials and testing water necessary to
complete the work.

No water will be turned into the system until the
provisions of this resolution and contract documents
are complied with.
On motion ~ Mr.Britton, seconded by ~r. Driskill, it is resolved that the
Chairman an~d Clerk of this Board are authorized to sign the contract drawn
by the Commonwealth's Attorney for the installation of water lines in the
Irvindale Subdivision by ~r. S.T.Wagstaff, a copy of which is filed with the
papers of this meeting.
This day Mr. J~mes S.Stanley came before the Board seeking the County's approva~
of the installation of certain sewer extensions in the Southside Plaza Shopping
Center.. 'Upon consideration whereof, and on motion of Mr. Br~ton, seconded
by Nr.Goyne, it is resolved that this Board approve the extension of a sewer
line 120 feet southwardly to Hull Street Road and from the eastern branch of·
said sewer line llO feet southwardly to a building owned by Mr. James S. Stanle
all as shown on a plat drawn by LaPrade and filed with the Board's papers,
provided the proper easements are obtained by Mr. Stanley from the owners of
the Southside Plaza ShoppingEenter and provided fhe installation and engineerini
is approved by the County Engineer.
Whereas, the Board of Supervisors had been petitioned by the owners of the
hereinafter described property to partially vacate the subdivision plat of
Cosby's Lake, recorded in the Clerk's Office, Circuit Court, Chesterfield
County, Virginia, in Plat Book 4, pages 188-191; and
Whereas, said Board believes that it is to the best interest of said County to
approve such vacation, and that none of the other owners of lots in said .~
subdivision will be adversely 'affected by such partial vacation if an altern~ti~
means of ingress and egress is provided to Lot 16, Block C, of said subdivision
Whereas, petitioners have offered to provide an alternative means of ingress
and egress;
Now, Therefore, Be it Resolved, that the Board of Supervisors does hereby
approve the partial vacation of the subdivision of Cosby's Lake, recorded
in the Clerk's Of~ce, Circuit Court, Chesterfield County, Virginia, in Plat
Book 4, pages 188-191 upon the express condition precedent that the executed
instrument providing the alternative means of ingress and egress submitted
to this Board as a ~t of the petition filed herein be first duly re£orded in
said Clerk's Office prior to the recordation of the Deed of Partial Vacation;
and the Clerk of said CircuitCourt is hereby authorized and directed to mmke
notation of reference to this resolution on the aforesaid subdivision plat
and also on said Deed of Partial Vacation prior to its recordation; and
upon such being done, said subdivision ~lat shall ~e, and is hereby, vacated
as to the roads, streets, and metes and bounds description of the property
hereinafter described:

On motion of Mr. Hague, seconded by ~.Driskill, it is resolved that the fore-
going resolution on the partial vacation of the subdivision of Cosby's Lake,
be, and it hereby is adopted.
On motion of ~.Britton, seconded by Mr.Driskill, it is resolved that the game
claims as presented by Nr.E.J.Gorman, Game Warden, including that of Mr. Lee
Daniels, provided same is received, be, and the same are hereby approved for
payment.
This day. Mt.Alexander Elliott, came befores, the Board by John H. Thomas,his
Attorney, and filed his petition requesting that the Board ~bandon underthe
and
provisions of Title 33-76.13-33-76.20 of the ~ode of Virginia of 1950, a certain
street in Central Park, Bermuda District of this County, more particularly
described in said petition·
Whereupon, on motion of Mr. Goyne, seconded by Mr.Britton, it is unanimously
resolved:
1. That this Board do consider and act on %he Petition of Alexander
Elliott at its regular meeting to be held on July 9, 1957.
That the following notice be posted by the Sheriff of the County
at the front doc~ of the Courthouse and on at least three (3)
places along and on the said street proposed to be abandoned and
that the petitioner do cause said notice to ~ published twice in
%he Richmond Times-Dispatch, a newspaper having general circulation

The Board of Supervisors of Chesterfield County pursuant to the pro-
visions of Title 33-76,20 of the Code of Virginia of 1950 as amended hereby
gives notice to the public that it intends to consider at its meeting to be
held'in its meeting room at Chesterfield Court House at 2:00 o'clock on July 9,
1957, and act on the petition of Alexander Elliott that the Board of Supervisor
abandon the following street as defined in said sections and shown on plat made
dated January 10, 1928, recorded in Piat Book 4, pages 11~

This day, Mr. Joe Percy came before the Board seeking the rezoning of a parcel
of land advertised for the meeting held April 9, 1957, and deferred for action
to this meeting, which parcel of land is described as follows:
In Manchester Magisterial District, a parcel of land Fronting
approximately 200 feet on Rt.60, and extending northwardly
llOO feet, said parcel being 1500 feet, east of Buford Road,
which parcel is requested to be rezoned from Agriculture to

There appearing no opposition to this re_quest, and upon consideration whereof,
and on motionof Mr~.Britton, seconded by Mr. Driskill, it is resolved that the

Board seeking the rezoning of the following described parcel of land:
In Manchester Magisterial District, a 1.65 acre parcel of
land fronting approximately 250 feet onRt.60 and extending

Buford Road, which parcel is proposed to be rezoned from

of Rte. l0 and 145, which parcel is requested to be rezoned

This day Mr. E.B.Swineford, Jr., came before the Board seeking a Use Permit
to operate a barn dance on the following described parcel of land:
In Dale Magisterial District, a lO-acre parcel of land
fronting &O0 feet on Rt. 619 and extending approximately
1500 feet northwardly, said parcelbeing immediately east
of the Drewry's Bluff Road intersection.
Upon consideration whereof, and on motion of Mr. Hague, seconded by Mr. Goyne,
it is resolved that a Use Permit to operate a barn dance on the aforedescribed
parcel of land be and it hereby is approved.
This day,,ir. C.T. Johnson came before the Board seeking to rezone from Agricultur~
to Local Business the following described parcel of land:
In Manchester Magisterial District, a parcel of land
frontings80 feet on Rt.60 and eKtending southwardly
191 feet, the same being Lot 6, Block 2, of the
Pinehurst Subdivision, which is proposed to be rezoned ~
from Agriculture to Local Business.
Came also, Mr- Carter, and Mrs. Fox, owners of land adjacent to the lot r%questec
to be rezoned, opposing the request, stating that such a store in a residential
area would de-value their.property. Upon consideration whereof, Mr.Britton
made the following motion, which was seconded by Mr. Driskill:
Be it Resolved, that the request to rezone from Agriculture
to Local Busirsss Lot 6, Block 2, of the Pinehurst Subdivision,
be and it hereby is approved.
A vote being taken there were two Ayes and three Nays, and the request for
rezoning is denied.
This day Mr. J.C.Robertson, came before the Board seeking a Use Permit to
operate a trailer park on the following described parcel of land:
In~Matoaca Magisterial District, a~ irregular parcel of
land fronting 1100 feet on Rt.625 and extending northwardly
1000 feet, said ~rcel being 300 feet west of Weldon Street,
on which parcel is requested a Use Permit to operate a Trailer
Court.
Came also, Mr. Elmore, Mr. and Mrs. Colston and others objecting to this request.
Upon consideration whereof, and on motion of Mr. Hagerman, seconded by Mr.
Britton, it is resolved that the request for a Use Permit to operate a trailer
court be and it hereby is denied.
This day Mr. P.B.Meyer came before the Board seeking a Use Permit to operate a
filling station on the following described parcel of ~and:
In Midlothian Magisterial District, a parcel of land
fronting 105 feet on Rt.60 and extending 200 feet
southwardly, said parcel being 600 feet west of Rt.653,
intersection.
On motion of Mr. Driakill, seconded by Mr. Goyne, it is resolved that this reques
be deferred until the next meeting of this Board.
This day Nr.H.T.Goyne came before the Board requesting a Use Permit to remove
gravel on the following described parcel of land:
In Bermuda Magisterial District, a 30-acre parcel of land
fronting 535 feet on Rt. 10 and extending'7OO feet northwardly,
along the east side of the Old Stage Road, thence northeastwardly
between parallel lines 600 feet apart a distance of 2000 feet
and lying north and adjacent to Curtis Lumber yard.
On motion of )ir.Britton, seconded by Mr. Driskill, it is resolved that the
Executive Secretary be and it hereby is requested to list the normal restricti
imposed on similar cases, and that this matter be deferred to May 21, 1956.
On motion of Mr. Britton, seconded by Mr. Hagerman, it isresolved.that this Boa
approve from the County'sGeneral Fund to the School~Board Operating Fund the
sum of $147,857.85, for expenditures through May 14, 1957.
This day Mr. Marahall Driskill, presented a request from the Chairma~nof the
Ground s'~Committee of the Woodland Heights Baptist Church located in Bon Air
for the Board to accept the dedication of a roadway recently constructed from
Buford Road northwardly by the Church to the Granite Road. Upon consideratio!
whereof, and on motion of ~r.Driskill, seconded by Mr.Britton, it is resolved
that thisBoard accept the dedication of a right of way as recommended in Deed
Book 500, page 289.
On motion of Mr. Driskill, seconded by Mr.Goyne, it is resolved that the Executl
Secretary be and he hereby is requested to write to ~4r. Robt. A. Spencer~~
Chairman of %he Grounds Committee of the Woodland Heights Baptist Church,
informing him that this Board will recommend thmeacceptance by the Highway
Department of a new right of way recently dedicated to the County, provided
said right of way has been improved to meet the minimum specifications of the
Highway Department.
This day Mr. Robert Painter presented a budget as required by the Bond resolutic
for the Water Department to coverthe month of May and June of 1957. Upon
consideration whereof, and on motion of Mr. Britton, seconded'by Mr. Driskill,
it is resolved that this budget be and it hereby is approved. ~
On motion of Nr.Britton, seconded by Mr. Driskill, it is resolved that the Water
contz'act for the installation of water in a subdivisionof Normandale Te~raee
be and it hereby is approved and the Chairman and Clerk of this Board are hereby
authorized to sign said contract.
On motion of Mr. Driskill, seconded by Mr.Britton, it is resolved that the
Commonwealth's Attorney be and he hereby is requested to prepare a deed in
conjunction with the survey recently completed by LaPrade Bros., in order that
the additional right of way may be acquired on Dover Road, immediately north of
Cherokee Road.
On motion of Bir. Britton, seconded by Mr. Driskill, it is resolved that this
Board grant a variance to Mr. C.S.Raikes, residing at 1701 Orcutt Lane to
allow the construction of a garage not less than 5 feet from his property line.
On motion o2 Mr. Driskill, seconded by Mr. Hague, it is resolved that this Board
deny the request of Mr, Don Hodgins for a variance in the subdivision restricti¢
to allow the construction of a house on a lot without subdividing said land.
On motion of Mr~Goyne, seconded by Mr. Hagerman, it is resolved that this
Board grant ~to Vicent Vecchioni a ~ariance to allow the construction of a
room on to his present house not less than 5 feet from his side line, which
property is located on Rt. lO, east of the Petersburg Pike.
On motion of Mr. Goyne, seconded b~y Mr. Driskill, it is resolved that t~he request
of Mt. Eddie Dukes for a building permit be and it hereby is denied and the
Building Inspecto? is requested to. inform Mr. Dukes to conform to the Subdivisic
Ordinance.
This day Mt.Ross Newsome, District Agent for Colored Agricultural Agents,
came before the Board presenting Mr. James C.Ayers, the Assistant Agent of
Cumberl. and County. Whereupon the Board briefly interviewed Mr. Ayers and
agreed to defer action on this ~atter to a later date.
This day the Executive Secretary presented three (3) petitions signed by some
63 persons requesting the Board to approve a resolution asking the ABC Board
to extend the time for the sale of Wine and Beer in Chester2ield County from
ll:O0 p.m. to 12:00 midnight. Presented also several petitions signed by
some 928 persons against the requested extension for the time of the sale of
wine and beer, and then came a delegation composed of several preachers and
interested citizens throughout the County Who presented a further petition
and further arguments against this request. Upon consideration whereof, and
on motion of Mr,Britton, seconded by Mr. Hague, it is resolved that the request
to extend the time for the sale of beer and wine in Chesterfield County be
and it hereby is denied.
On motion of Mr. Hague, seconded by Mr. Driskill, it is resolved that this Board
request the Commonwealth's Attorney to take whatever steps~as are necessary
tocollect $4664.37 from the Rennicks~Co.Inc.,°f Petersburg, Virginia, or the
Fire Control Company of Philadelphia, Pa., makers of the bond for the Rennicks
~Company in their construction of the Health Department Building at the Court
Housee
And be it further resolved that ~he Commonwealth's Attorney be and he hereby
is authorized to institute suit to collect this money if same is necessary.
On motion of Mr. Goyne, seconded by Mr. Hagerman, it is resolved that tentative
plans for the new office building be and they hereby are approved and that
final plans and specifications be requested from the architectural firm of
E.Tucker Carlton.
On motion of Mr. Hague, seconded by Mr. Goyne, it is resolved that the Executiw
Secretary be and he hereby is requested to write to Mr. Thurlow G. Gregory,
expressing the Board's appreciation for his book on ',Iron of America" Was
First in Virginia".
On motion, of Mr. Driskill, seconded by Mr. Hague, it is resolved that this
Board adjourn until 7:30 p.m. on May 21, 1957.
