Horner, Chairman ~r.R. J .Britton Mr. Stanley R.Hague, Jr. Mr. H. T. Goyne Mr. Marshall F.Driskill Mr. H.K.Hagerman This day Mt.Finley Allbright, Mr.Ge°rge McKesson, Mt. Dallas Coons, and Nfs. Stratton, appeared before the Board presenting a resolution from the Farm Bureau, which resolution requests that the Board of Supervisors, be requested tom~ke a complete examination of the expenditures of the various governmental departments with a view toward eliminating all unnecessary items of expense. Mr. George A~cKesso~ questioned proposed expenditures in the proposed County budget. This,day the County budget for the yea~ 1957-'58 in the amount of $10,919.661.18 which was tentatively adopted on April 29, 1957, and duly advertised by publica- tion in the Richmond News Leader, a~ newspaper having general circulation in Chesterfield County, for a period of thirty (30) days preceding the date of adoption thereof, came up for consideration of this Board, and after discussion and due consideration, upon motion of Mr.Driskill~, seconded by Mr. Britton, it is resolved that'the Chesterfield County tentative budget for the year 1957-~58, including all various (~departments of the County, be, and the same is hereby approved and ad9pted '/as the budget for the year 1957-'58. The Sppropriation for the School Budget is. tentative pursuant to Section 22-127 of the Code of Virginia, 1950 as amended. Whereas, in accordance with the law of this Commonwealth, the proposal to fix levies required by'the Budget for the year 1957-'58 has been made public; and Whereas, this day was fixed for a public hearing on same, and due notice as required by law having been published that this matter would be considered and acted upon, Now, Therefore, Be it Resolved, on motion of ~r.Hsgue, seconded by Mr. Goyne, that the levy for General County purposes (including the School Budget) on each $100.OO'of assessed valuation On real and personal property for the year 1957-'58, be, and the same is fixed as follows: All magisterial districts $2.40 ~nd rates for machinery in all districts~ 50¢ per ~lO0.OO pf assessed ~ valuation. Be it further resolved: All revenue produced by such levies shall be paid into the General Operating Fund of the County and appropriations therefrom shall be made by this Board from time to time depending upon the necessity thereof as determined by thisBoard during the ensuing fiscal year. On motion of Mr. Goyne, seconded by'Mr. Driskill,' it is resolved that due to extenuating circumstances in the old Cameron Farms Subdivis~,on, that this Board grant a variance to Mr.C.H.Beckwith from the County's building requirements to allow the construction of a dwelling in said Cameron Farms Subdivision on Lot &&, which fronts Gobbs Wharf Road, a 2C-foot road, upon the express condition that the Board of Supervisors will not be required to build any part of said road, from the Beckwith lot to the Point O'Rocks Road. And be it further resolved that the BUilding Inspector is requested to type on the back of the requeste~ building permit an agreement concerning the construction of said road. On motion of ~.Goyne, seconded by Mr. Hague, it is resolved that this Board grant a variance to ~4rs. Jack Holt to convert a former storage building to a dwelling on the Thurston Road contigent upon the obtaining the written' consent to theadjacent property owners. T~is day the matter of the Rural Road allocations for the year 1957-'5~ c~me before the Board. Upon consideration whereof and on motion of Driskill, seconded by Mr. Britton, it is resolved that thisBoard request the Highway Department to take ~h~ following roads under theRural Road Budget for 1957m5~: Manchester District Forest View Drive - Fromm a point on the n~rthern end of maintenance on Rt. 1821, .02 mile northwardly to Rt. 1813, thence .O8 mile northwardly to Lakeview Drive, thence .1 of a mile to a dead end. And be it further resolved that the Board of Supervisors, guarantees a 30-foot right of way on all roads. This day the Executive Secretary presented a petition signed by some 50 citizen of the Central Park Subdivision, citing the fact that the Postoffice Dep~.~rtment has notified th~' 'citizens of the delivery of mail may be discontinued un~ess Birchwood and Berkley Streets are repaired. This day.the Executive Secretary cited the fact that the right of way on,Clover Lane, running from Huth Road to cherry Lane had been in question for a number of years andtha% the Highway Departmentwould not hard surface this right of ~way until certain power~poles were moved.. Upon consideration whereof and on motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that this Board pay tothe Power Company $150.00 as the County's share in having said poles removed, the remaining share of $150.00 will be paid by the Power Company On motion of Mr. Goyne, seconded by Mr. Britton, it is.resolved that this Boar~ request the Highway Department to improve ~ansion Awenue and Oak Lane in the Subdivision of Quai~ Oaks Farms, at a price not to exceed $815.O0, the sa~d ~ost to be paid fro~ the 35 Road Fund of the County. ~t is here noted that the citizens of the area have agreed to pay $200.00 toward this expense and for'other labor. On motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that the Shairman and Clerk of this Board be and they hereby are authorized to sign the contraCt with the English Construction Company fOr the addition to the filter plant and the raisinE of the'd~~ provided said English Construction ~ompany makes the necessary corrections in its signature bo said contract. IT ORDAINED BY THE ~OARD OF SUPERVISORS OF CHESTERFIELD COUNTY, VIRGINIA: That an Ordinance adopted December 14, 1954, establishing service fees and connection charges for water in Chesterfield County'~ excluding the area enclosed within the boundaries of the Ettrick Sanitary District, be, and -the Same is, hereby amended as follows: Section 2. On motion of Mr.~riskill, seconded by Mr. Britton, it is resolved that pursuant to Cha~b er 13, Section 3, Item 16 of the Acts of the Assembly 1938, the Executive Secretary be and he hereby is appointed the Local delinquent tax collector. This day the Executive Secretary presented a tabulation showing the cost of · zoning advertising and that the County had been losing money on its charges of $10.00 per zoning application. On motion of Mr. Britton, seconded by Mr.Driskill, it is resolved that the charge for zoning a~plications be and it hereby is established as $20.OO, effective immediately. On motion of Mr.Britton, seconded by l"~r.
