Upon consideration whereof, and on motion of Mr. Hagerman, seconded by Mr.Driskill~ it is resolved that the amount of $3600.00 be and it hereby is pledged from the County of Chesterfield toward the financing of a survey of the Appomattox ~iver Dam proposal, since the southern part of Chesterfield County would be aided to a great extent in its future industrialization by having this large supply of water available. Hague, it is resolved that the Executive Secretary be and he hereby is requested to write to Dr. Obenshain, Virginia Agricultural Experiment Station,Blacksburg, Virginia, citing the fact that the County of ~hesterfield is not in position at this time to take advRntage of his generous offer of conducting a Soil Survey of Chesterfield County. On motion of Mr. Ha~erman, seconded by Mr.Britton, it is resolved that Miss Mary J.Gayle, be an~ she hereby is appointed as Home Demonstration Agent for the County of Chesterfield, effective July 1, 1957, upon recommendation of the Extension Service. On motion of Mr. Hague, seconded by Mr. Hagerman, it is resolved that the County of Chesterfield cooperate with the municipalities to the south of Chester in studying the feasibility of erecting a Juvenile Detention Home. On motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that the standard water contract to serve water to Camp ~erriwood-Harrison, east of the PetersbUrg Pike, on First Avenue, be, and it hereby is approved, and the Chairman and Clerk o£ this Board are authorized to sign said contract. This day again the matter of employing a Eolored Agricultural Agent for the County came before the Board and on motion of Mr.Goyne, seconded by ~r. Driskill~ it i~ resolved that Mr. M.J.Edwards, be, and he hereby is appointed as County Agribultural Agent on the recommendation of Hr. Ross Newsome, District Agent. On motion of Mr. Goyne, seconded by ~r. Hagerman, it is resolved that the Executi Secretary be and he hereby is requested to investigate with the Virginia Electric and Power Company and the Highway Department the be~ method of lighting the intersedtion of Rts. l0 and 1. On motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that the report of the Light Co~nittee ~e amended, be and it hereby is approved. There was introduced at this time a petition signed by approximately &O people requesting a light to be placed at the intersection of James Street and East River Road. It was no~ed in the Comm~tee's report the light would be moved to this location. · On motion of Mr. Hagerman, seconded by Mr. Driskill, it is resolved that the Executive Secretary be and he hereby is authorized to purchase f~r the County Treasurer a micro-filming machine and reader at a cost not to exceed $1000.O0. And be it further resolved that the Treasurer of the County be and he hereby is equested to transfer from the unexpended surplus of the County the sum of 1000.00 to item 19-403. This day again the m~ter of codifying the County ordinances came before the Board at the instigation of Mr.Driskill, Chairman, of the Ordinance Committee. Upon considez~tion whereof, and on motion of ~r. Driskill, seconded by Mr. Goyne, it is resolved that this Board request the Michie Company to prepare a contract by July 9, 1957, for the codifying of Chesterfield's Ordinances, which price is not to exceed $5750.00, which would allow the County to have 300 copies in a loose-leaf folder of ~not more than 250 pages. On motion of Mr. Driskill, seconded by Mr.Britton, it is resolved that upon the recommendation of the Bon Air Community Associaton, the name of the road recently constructed leading from Buford Road to Granite by the Bon Air Baptist Chur6h, be, and it hereby is named Choctaw Road. This day there was read before the Board a request from the Bon Air Community Association that the Residential-1 zoning be amended to exclude multiple family dwellings. It was generally agreed that the Executive Secretary acknowledge this letter and cite the consideration now being given to this problem. This day the Executive Secretary read before the Board road additions coming into the Secondary System, which roads are as follows: Effective April l, 1957: East Gill Street in Chester - From S. end of Rt. 1501 to .05 mile S. to dead end. .Length.OS mile. It was generally agreed that this request be find with the Board's papers and that copy of said request be forwarded to the Highway Department. This day aEain the matter of taking in a section of Kenmore Road by deed from the Menokin Corporation came before the Board. Upon consideration whereof, and on motion of Mr. Britton, seconded by Mr.Driskill, it is resolved that this matter be referred to Mr. Kellam, Resident Engineer, Virginia Department of Highways~ for investigation. On motion, it is resolved that the Railey Hill Road b e extended for .3 of a mile and Forest View Drive, ~Lakeview Drive together with Lookout Drive be added to the Rural Road Program for the year 1957-'58. On motion of Mr. Goyne, seconded by Mr. Hagerman, it is resolved that the Executive Secretary write to the National Park Service and Legislators from Virginia requesting consideration on the opening of a road to the historic site of Fort Darling. On motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that from and after the effective date of this resolution, the Board of Supervisors will not recommend to the State Highway Bepartment any subdivision road for acceptance into the Secondary System o9 roads as a subdivision road, unless it b e surface-treated to meet the specifications of the Highway Department or unless cash is deposited or a performance bond with surety sufficient to surface-treat the road or ~oads be given to the Board of Supervisors in lieu of surface-treating. This resolution shall not apply to parts of subdivision roads that are dedicated and under construction as on the effective date of this resolution. This resolution shall take effect immediately. On motion of Mr. Hagerman, eeconded by Mr.Driskill, it is resolved that this Board grant to Mr.D.A.D~ning, 109 W. River Road~ a variance in its building restrictions to allow the construction of a garage 4 feet from the west side line of his lot. It is here noted that the adjoining property owners signed a statement stating that they are not opposed to this request. On motion of Mr. Britton, seconded by Mr. Driskill, i.t is resolved that this Board grant to Mr. Wilburn ~. Peck, owner of Lot 16-E-l, Southampton Acres a variance from its building restrictions to allow construction of a garage not less than 3 feet from his side property line and 5 feet from his rear property line. It is here no%ed that Mr. James E. Gray, Jr., owner of surrounding property does not object to this request. On motion of Mr. Goyne, seconded by Mr. Hagerman, it is resolved that~this Boara grant to Mr. Thomas A.~tree%~ a variance in its building requirements of 15,000 square feet, ~o allow the construction of a residence on lots 13,14, 15 and 16, Block 15, in the Rayon Park Subdivision, having only 13,O00 square fe~, provided all of the other requiraments of the County can be met. On motion of Mr.Britton, seconded by Mr. Goyne, it is resolved that the Board request the salary Comm~ tee to study requests of certain employees in the Water Department concerning an increase in salary. On motion of Mr. Driskill, seconded by Mr. Hagerman, it is resolved that since the surplus of the School Board was anticipated ~n the 1957-'58 General Fund Budget, therefore, it is not possible for this Bca rd to grant the request presented by the School Board's resolution, passed May 15, 1957, and presented to thisBoard on May 21, 1957. On motion of Mr.Britton, seconded by Rir. Driskill, it is resolved that the firm of A.M.Toler & Company be requested to proceed immediately with the audit of the Water Department in an effort to aid the setting up of the new budget for the year 1957-'58.
