This day Mrs. R~hard T. Baird of the Central Park Subdivision, came before
the Board requesting some action on the Board's part to enforce the confinemen~
of vicious dogs in the County, and cited several cases to support her request.
On motion of Mr. Goyne, seconded by Mt. Hague, it is resolved that this Board
request the Commonwealth's Attorney to prepare an appropriate ordinance prov-
riding for the confinement of ~icious dogs in the County, and present said
ordirmnce at the hext regular meeting.
This day the County Engineer presented the bids for Contracts A-3 and
for the water improvement program and also the recommendation of Mr. R.Kenneth
Weeks. On motion of ~4r. Britton, seconded by ~'r. Driskill, it is resolved
that this Board award the contract A-3 and A-~ to the firm of Carper and Perry-
clear in the amount of $255,722.00.

tentative budget for Secondary roads for 1957-'58 be and it hereby is approved
in the amount of $504,716.00.
This day Mr. Fred Thompson~ Supt. of Schools, Chesterfield County~ presented a
resolution from the Schoo± Board passed June 24, 1957, whichresolUtion re-
quested the Board of Supervisors to allow the transfer of funds between cate
in the 1956-'57 School bu~ge~. Upon consideration whereof, and on motion
of Nr. Goyne, seconded by Mt.hague, it is resolved that this Board approve the
request of the School Board and request the Treasurer of the ~ounty to transfer
funds within the 1956-'57 School Budget as. follows:
From category 17a to category 17d3 the sum of $225.00
From category 1762 to category 17d3 the sum of $9,500.00
From category 1763 to category 17el the sum of ~12,000.OO
From category 17e2to category 17el the sum of U 2.600.00
From category 19 to categorF 17f the sum of $ 3,900.00
This day the Executive Secretary presented a billfrom the Regional Planning
Commission for Chest~rfield's share in its budget of 1957-'5~ in the amount
of $18OO.OO.
On motion of Mr. Goyne, seconded by Mr. Hague, it is resolved that the Executiwe
Secretary be and he hereby is requested to pay this outstanding bill.
This day the Executive Secretary presented a request to accept bids on 10 cars
for County offices and 5 trucks for the Water Department. Upon consideratic, n
whereof, and on motion of Mr. Britton, secor~ed by ~'~r.Driskill, it is resolved
that the County Purchasing Agent be and he hereby is requested to secure ~id~s;
on the above mentioned vehicles.
On motion of ~r. Brit~on, seconded by Mr. Driskill, it is resolved that an
outstanding bill for $73~7.1&, the same being charges for the care of priso~r.~
for the County of Chesterfield for parts of 1956-'57, be paid.
An~ be it further resolved thatthe Treasurer of the County be requested to
transfer $7350.00 from the unappropriated surplus of the General Fund to
· Item 6c-229.
On motion of bh-. Britton, seconded by ~4r.Hague~ it is resolved that this Board
request the Judge of Circuit Court, the Hon. William Old, to appoint G.W.SmiSh,
as Chief of Police for the ensuing year.
This day ~4r.C.C.Wells, ~6r. C.E.Curtis ~nd Fir.W.H.Jones, appeared before the
Boazk~, and Mr. Wells requested the Board to reconsider the previous request
of the School Board to return to the us~ of the School Board the amount of
surplus wi thin t he t956-' 57 budget.
A discussion arose as to the feasibility of building temporary classrooms
and it was generally agreed thatthe School Board would present a more ~$~inite
request aB some future date.
This day the Executive SeCretary presented a plan for the purchase of 19-one ti
ton air-conditioners as requested by the Board of Supervisors. The low price It,
for which was $167.27. Upon consideration whereof, and on motion of Mr. ~1
~ecretary obtain the set.vices oIw an e±ectrlcl~ ~
various buildings at the Courthouse to ascertain if the current is sufficient
for the increased loan of the air-conditioners. Whereupon, Mr. Driskill made a
substitute motion, which was seconded by ~ir. Britton:
Be it Resolved that the Executive Secret ~ry be and he hereby is authorized to
purchase air-conditioners wherever the current is adequate.
The vote b eing~takenthe motion passed 5 to 1.

On motion of Mr. Britton, eeconded by Mr. Driskill, it is resolved that this

owning property adjacent to Mr. Houla~res state their agreement in writing.
On motion of lqr. Driskill, ~econded by ~,Tr. Britton, it is resolved that the
follo'.~ing sewer erdi~ance be and it her'cby is adopted:
AN ORDINANCE
To establish service fees for sewer services rendered
by the County to users in the McGuire Circle Area of
Chesterfield County pursuant to contracts heretofore
agreed upon by the use~'s, the City of Richmond and
the County of Chesterfield, and making unpaid charges
a lien on the real estate served by the sewer.
BE IT ORDAIhED BY THE BOAkD OF SUP~%VISORS OF CHESfERFIELD COUNTY:
Sec. 1. No person, firm or corporation shall install,alter or
repair any connection intended to connect the sewerage facilities of any
premises covered by the provisions of Contract between the City of Richmond
and the County of Chesterfield, dated April 30, 1956, until such person,
firm or corporation complies with the terms of this Ordinance.
Sec. 2. Whenever any person, firm or corporation covered by the
provisions of the aforesaid contract, desires to connect the sewerage
facilities of such premises to the facilities operated by the County, he,
or its, duly authorized representative, shall make application to the County
on forms aMpplied by the County and simultaneously make application to the
proper authorities of the ~ity of Richmond. Before any work shall
commence, appli~tions must be approved both by the County and C~y of
Richmond and payment made of the requisite fees as set forth in this
Ordinance in advance to the proper authorities.
Sec. ~. Ail connections to the facilities of the County shall
be made in compliance with all rules and regulations adopted by the City
of Richmond and County of Chesterfield covering the manner of install~tion~
size and material of connections, the inspection and. approval thereof,
including the payment of any fees charged by the City of Richmond.
Sec. 4. The ownership of connections between premises and~main
sewers, including those portions located within the rights of way of public
or private streets, shall be vested in the owners of such premises.
The Board of Supervisors sh~l not be responsible for the operation and
maintenance of such connections. The Board of Supervisors shall not be
repponsible for the repair of any connection unless the necessity-for such
repair can be proven to be caused by or to have been caused by the improper
functioning of the main sewer to which it is connected.
Sec. 5. All owners of premises who ha~e connected, or who shall
hereafter connect, the sewerage facilities of such premises to the sewer
m~ins of the County shall pay for the use of same a monthly 9harge equal
to 100~ of the monthly water bill, with a minimum charge of $3.00 per month
for each individual water connection, facility or user, located within
the area covered by the aforesaid contract. The County may alter the
service charges from time to time as the Board of Supervisors may, in its
discretion, determine to be necessary, Upon request of the owner of the
premises, the County will bill the tenant of the owner for the service
rendered, providing tie tenant deposits with the County the sum of $25.00.
The owner of the premises where the sewerage facilities of the County
are connected to, shall be liable for the payment of all charges made for
services rendered to su~h~premises until such owner makes application
for discontinuance of service on forms furnished by the County~ The County
sha~$ apply the deport, if made as a~oresaid, to the payment of the
charges due, if service charges are in arrears. If water and/or sewer
charges are not paid for a period of 60 days, then the County may dis-
continue water and sewer serv~e.
Sec. 6. The Utilities Department shall keep accurate records
of all premises and owners which are served by the sewer facilities of t~
County and bills will be mailed to the owners or tenants as directed by the
Board of Supervisors.
Sec. 7'~ The charge made for sewer serv~ e, if unpaid shall
a lie~ on the real estate served by such sewer and the owner of such premise:
shall be liable for the payment of such charges.
Sec. 8. Any owner or tenant who utilizes the services of the
sewer facilities of the County for any use other than that which the
application for sewer~Ee services to the particular pr~miees indicated and
was~ approved, without first making application and securing approval thereof
'for sewerage service~ to provide the services of the facilities of the County
for such other use, or to obstruct or cause the obstruction of any sewer;
or discharge into any sewer any substance which will, in any way, impair the
efficiency of operating and maintaining the facilities of the County; or
damage or defact ~ny property of the County Sewerage System, shall be guilty
of a misdemeanor and upon conviction thereof shall be punished by a fine not
exceeding $300.00 or by imprisonment in the County Jail not exceeding thirty
days or by both such fine and imprisonment. Trial o£ all violators of this
Ordinance shall be enforced by proceedings in the County Court of Chesterfield
County in like manner and with like right of appeal as is provided in mis-
demeanor cases.
Sec. 9. An emergency existing, this Ordinance shall be in full force
and effect upon its passage.
On motion of Mr. ,Hagerman, seconded by Mr. Hague, it is resolved that the book
compiled for Che~terfield's~Part in the Jamestown celebration be sold at a
price of 35¢ per copy.
On motion of Mr. Dri~ill, seconded by Mr. Goyne, it is resolved that this
approve ~he standar~ water contract for installing a water line within the
subdivision of Woodmont and specifically delete the added rider placed on this
contract By hhe owners of this subdivision.
On motion of Mr. Driskill, seconded by Mr. Goyne, it is resolved that the
Chairman and Clerk of this Board be and they are hereby authorized to sign
a Contract with the Federal Government for the joint operation of a metering
station on Falling CrSe~, Which operation is to cost the County not more than
$450.00.
