This day the Executive Secretary read a letter signed by Mr.J.H. Benson, com-
plaining of the improvement o~ the Railey HillRoad, which right of way includeq
some of his property,and saying further that he had not given consent for the
construction of this road. Upon consideration whereoT, and on motion of
Mr.Driskill, seconded by Mr. Britton, it is resolved that the matter of the
Railey Hill Road right of way be taken under advisement for further study.
This day the County Road Engineer in accordance with directions from this
Board made report in writing upon his examination of Windsorview Drive and
Monitor Road in the subdivision of ~indsorview in Manchester Mz~i~terial Distrl
which report sho~s that in the opinion of the County Road Engineer it is
expedient that said roads be established as public roads.
Upon consideration whereof, and on motion of Mr. Britton, it is resolved that
Windsorview Driveand Monitor Roadin the subdivision of Windsorview in
Eagisterial District, be, and the same are hereby established as public roads.
And oe it further re~lved, that the Virginia Dep~tment of Highways be and it
hereby is requested to take into the Secondary Road System of Chesterfield
County, Windsorview Drive, from a point onRt.683,.05 of a mile west of Rt.842,
.07 of a mile north to Monitor Road, thence .%0 of a mile north to Sequoyah
Road; ~onitor Road, f rom a point on ?~indsorview Drive .07 of a mile north of
Rt]683, .11 of a mile to a dead end. These roads serve 3 houses.
And be it further resolved that the Board of Supervisors of Chesterfield County
guarantees a right of way of not less than 50 feet for these roads.
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Brookhaven Road, Kirby Road and
Elk Road, in the subdivision of Brookhaven in Manchester MaEisterial Distri&t,
which report shows that in the opinion of the County Road Engineer it is ex-
pedient that, said roads be established as public roads.
Upon consideration ~.~hereof, and on motion of Mr.Britton, it is resolved that
Brookhaven Road, Kirby Road and Elk Road, in the Brookhaven Subdivision, be and

This day a petition signed by some six citisens was presented, requesting the
improvement of a road leading southwardly from Rt.675. Upon consideration
whereof, and on motion of ~ir. Driskill, seconded by *~*r. Britton, it is resolved
that the Highway oeparDment be requested to give an estimate on the cost of
improving said road.
This day the County Engineer brought to the attention of the Board a proposed
contract for the e~tension of a 2" water line on Dorset t{oad, and it was generall
agreed that this matter be studied an~i resubmitted for a larger line.
This day the County Engineer rea(~ a letter from the Westover Gardens Civic
association, commending the Board!s action on purchasing?, water from the City
of Richmond on a temporary basis, which letter is ordered to be received and
filed with the Board's papers.
On motion of }4r. Britton, seconded by ~]r. Driskill, it is resolved that upon
the recommendation of the Executive Secretary and County Engineer and the approval
of the Commonwealth's Attorney as to form, that theChairman and the Clerk of this
Board be and they hereby are authorized to sign Contracts A-3 and A-~, Contracts
B-1 and E-la and E-lb.
On motion of Mr. Britton, seconded by ~r. Driskill, it is resolved that a letter
from a Utility Department employee requesting a salary increase be referred
to the Salary Committee for an overall study of the salaries paid by the County.
This day the County Engineer advised the Board of a request that had been made
of the health Department to give approval of a relocation of the septic tank
of the cottage owned by the County at Falling Creek, and it was generally
agreed that this mtter would be studied further.
This day I~r. C.F.kellam, Resident Engineer, announced to the Board that on
July 30 at 1:30 p.m. a meeting would be held at the Southampton Recreational
Building to discuss the proposed improvement to Cherokee Road and the cons tructi
of a road parallel to Cherokee Road.
On motion of Mr. Hagerman, seconded by b'ir.Goyne, it is resolved that two letters
presented to this Board by b~r. Horace Mann, Sr., requesting some improvement
on Wells Avenue in ~'Latoaca be referred to the Res~ent Engineer for investigation.
This day R~r.H.T.Goyne, Sr., advised the Board that the Toll Road crossing at
Third Avenue in Patterson Park Subdivi sion, which closed the right of way on
Third Avenye and that access to the Drewry~s Bluff fortifications and the
sewerage treatment plant at Bellwood Depo~ would b~ somewhat doubtful.
Upon consideration whereof, and on motion of I¢lr.Goyne, seconded by Mr. Driskill,
it is resolved that this B6ard request the Richmond-Petersburg Turnpike Authorit
to provide an access to the historical points of interest and said sewerage
treatment plant lying east of the Toll Road via Thir~ Avenue cros sing.
This day the g~ne claims were presented by Mr. Bellamy, Game Warden. Upon
consideration whereof and on motion of Mr. Hagerman, seconded by ~.Driskill,
it is resolved that this Bcard authorize payment of said game claims.
This day there was presenSed to this Board the following bids for sale of the
~50,000 Water and Sewer System Bonds of Ettrick Sanitary District No. 1 of
Chesterfield,County, Virginia, which were received at 12:O0 o'clock noon eastern
standard time, on the 9th day of July, 1957~ at the meeting room of the Board
of Supervisors at Chesterfield Court House, Chesterfield, Virginia.
F.W.Craigie~& Company will pay ~50,079.85, plus accrued interest from date of
the bonds to date of delivery, for bonds bearing interest at the rate of
3-3/~ per annum.

of Lot 8-E, of Chesterfield Heights Subdivision.
This day Mr.R~Pinkney Sowers, representing R~r.C.T.Johnson, came before the Boarc
requesting the rezoning from Agriculture to Local Business of the following
described parcel of land:
In Manchester Magisterial District, a parcel of land fronting
80 feet onRt.60 and extending southwardly 191 feet, the same
being Lot 6, Block R, of the Pinehurst Subdivision, which is
proposed to be rezoned from Agriculture to Local Business.

This day Mr. Luther P.Dyer, came before the Board seeking a Use Permit to
conduct a community center on the i'oliowing described parcel of land:

land fronting 50 feet on Worth Street and extending south-
wardly 307 feet and eastwardly 138 feet behind the lots of
Norwood Park and Westover Park Subdivisions.

This day R~r. John H.Thomas, Attorney, for Alexanmer Elliott, came before the Boa
seeking to have closed a portion of Brookfie±o Avenue in Central rark. No
opposition was present. Upon consimerat~on whereof, anm on motion o~ Mr.
Goyne~ seconded by l~'ir.Driskill, the following resolution is auoptem:
This day again the matter el~ closing, vacating and abandoning
a por~ion of a certain street as shown on a plat marne by N.
Temple Waddill, dated January 10, 1928, and recorded in Plat
Book 4, page 114, in the Clerk's Office of the Circuit Court of
Chesterfield County, Virginia, and it~appearing that Alexander
Elliott has duly filed his petitlon ant requ~r~c p±au ~or sa~
closing with this Board and in the Clerk's Office; thau a~ leasu
thirty (30) days notice of intention of the Board to close said
street has been given by posting thereof at the front door of the
Courthouse and by posting notices thereof on at least three places
along and on such street proposed to be abandoned as shown by
the return of Sheriff O.B.Gates, filed herewith, and by public etlon
of said Notice at least twice in the Richmond Times-Dispatch,a
newspaper having a general circulation in the County as shown by
a certificate of the business manager of said newspaper, filed
herewith. It is unanimously resolved that Brookfield Avenue,
being 50 feet in width and ex~ending westWardly from Ridge
Boulevard, having a distance of 196.68 feet on its northern line
and 151.O0 feet on its southern line, as shown on plat filed
with the petition in this matter, be, and the same is hereby
closed, vacated, and abandor~d as a public road.
And be it further resolved,th~ the aforesaid street is no longer
necessary for the public use and by this resolution the Board does
so certify, and that no persmn or persons reside on said street
except the petitioner in this matter.
Be it further resolved that in consideration of the return of the
above mentioned property to the tax rolls of the County, the Board
does hereby authorize and direct the Chairman and the Clerk of this
Board to execute, acknowledge and deliver a deed conveying all the
right, title, and interest the County has in the above described
street unto Alexander Elliott.
On this ~tter Mr. Britton did not vote.
On motion of ~,'ir. Driskill, seconded by ~r.Britton, it is resolved that
on the recommendation of the ExecutiveSecretary and the approval of the
~ommonwealth's Attorney as to form, that the Chairman and Clerk of this Board
be and they hereby are authorized to sign a contract with the Michie City
Publications Company for the compilation of ordinances in the County of Chester-
field ih the amoun,t not to exceed $5750.00, subject to the conditions of said
contract.

To prohibit the running at large of vicious or destructive
dogs within the County of Chesterfield and to provide
penalties for the violation thereof.

On motion of Mr. Hagerman, seconded by ~r.Britton, it is resolved that the

1. An ordinance to pr~ide services fees for sewer service in the McGuire
Circle Area.
2. An Ordinance to establish service fees and connection charges for
water in Chesterfield County, excluding EttrickSanitary District.
On motion of l~'lr. Britton, seconded by ~r. Driskill, it is resolved that an Ordinan
to amend the Zoning Ordinance of Chesterfield County adopted December 11, 1945,
by adding Section IX-A, relating to sand, clay and gravel pits, granite, quarrie
mines and other operations for the mining of material and removal of natural
earth resources from the earth or subsoil and amend and reamact Sections VII
and VIII of the aforesaid ordinance to allow the removal of sand,~clay,and
gravel and other natural earth resources under certain conditions, be, introduce
and advertised according to law and finally heard on August 13, 1957 at 11:OO a.~
This day the Executive Secret~ry read a resolution passed by the Planning
Commission on July 24, 1957, which resolution recommended the employment of

It is generally agreed that proposed contracts be sent to each Board member and

On motion of M~ Hague,
request the Treasurer of the County of Chesterfield to transfe~ ~285.99 from the
unappropriated surplus of the County to 3a-212, said sum beinK for.an increase
in the cost of a bond for the Treasurer.
On motion of Mr. Hague, seconded by ~'~r. Driskill, it is re~lved that the
Execufive 3ecretary ~e and he hereby is authorized to sign ~ set of plans for
the installation of equipment for the new telephone switchboard tO be constructe~
in the Courthouse and to serve all the buildings on the Court House grounds.
This day the Executive Secretary reported that he had received $8222.18 from the
City of Colonial Heists, said sum being a final payment for the year enRing
June, 1956~ and a partial payment for the year ending June, 1957.
This day a letter was read from Mr. R~s W. Newsome, State Agent~ stating'that
lV~r. 1..J.Edwards would take office aC Local Farm Agent in Chesterfield County
on August 1, 1957.
On motion of ~. Driskill, seconded by ~r. Goyne, it is resolved that this Board
employ the firm of A.M.Toler and Company to audit the records of the County of
Chesterfield for the year 1956-'57.
On motion of ~lr. Driskill, seconded by ~r.Britton, it is resolved that the
proposal for the sale of the history booklets of Chesterfield County as
presented bythe Jamestown Con~nittee be and it hereby is approved.
On motion of Mr. Hagerman, seconded by l~4r. Driskill, it is resolved that this
commend most highly the Jamestown ~Committee and all others who had a part in
the production of the history of the County of Chesterfield.
This day a report of Mr. J.T.~ose was read listing the'results of the re-evaluat
of real estate in the County of Chesterfield to be ~6~,239,756.00.
On motion of l~ir. Driskill, seconded by Mr. Ha~ue, it is reolved that this Board
go into Executive Session.
Reconvening:
This day the School Board presented'a request for ~&70~O00.OO to supplement
the building program of new schools, citing the fact that bids had been receivec
in the amount of ~251,OOO.00 above the estimates of the cost of construction.
Upon consideration whereof, and on motion of Mr. Hagerman, seconded by ~r. Goyne,
it is resolved that this Board deny the request of the School Board the amount
of $~70,000.00.
It is here not ed that Mr. Horner votes "No".
Mr. Driskill did not vote.
