advertised for waterimprovement projects in Bon Air and Matoaca.
'This day the Atlantic Refining Company requested through the County Engineer,
a sewerage connection with theCity of Richmon~ at 4303 Broad Rock Road. ~pon
c~nsideration whereof, and on motion of Mr.Britton, seconded by Mr. Driskili,
it is resolved that this request b e approved.
On motion of. Mr~ Britton, seconded by Mr. Goyne, it is resolved that a
standard wa~er contract for the Claremont Subdivision, be, and it hereby
is approved and the Chairman and Clerk of this Board be and they hereby are
authorized ~osign said contract.
On motion of Mr. Britton, seconded by Mr. Hagerman, it is resolved that the
bids from the Crenshaw Body Company to furnish two (2) built-up bodies for
the Water Department be and they are hereby accepted.
And be it further resolved,that the bids from the Smith-Moore Body Company
to furnish one (1) built up truck body be and it hereby is accepted.
On motion of Mr. Hague, seconded by Mr. Goyne, it is resolved that the County
Engineer be and he hereby is.authorized to install a fire hydrant at the inter-
section of Rt. 637 andRb.641, the cost of said hydrant to be charged to the
Gener&l Fund of the County.

at a cost not to exceed $7%.00, said cost to be charged to the 3~ Road Fund of

On motion of Mr. Goyne, seconded by Mt. Hague, it is resolved that the Resident
Engineer be and he hereby is requested to ascertain the cost of constructing
a bridge across the Tinsbury Creek on South Street in the Ivey Tract' Subdivision

A letter from Mr.C.F.Kellam, Resident Engineer, was read for the Board's hearin
which letter stated that Mr. J.P. Mills would make a survey of the traffic
problem at the intersection of Rt.616 and Rt. l, and Rt. lO and Rt. 1.
This day the Executive Secretary read a letter from the Toll Road Authority
in answer to the Board's request for a right of way to the For~ Darling Area,
~hich letter stated that after investigation the Authority could not furnish
the requested facilities.
Whereupon, the Chairman appointed }4r. Goyne, Mr. Lancaster and the Executive
Secretary me a Committee to review this situation.
This day Mr. C.F$ Kellam, presente.d ~a letter signed by Mr.S.D. Crute, Secondary
Road Engineer, which recommended tha~ the new right of way be obtained along
the line BC as noted on a highway map filed with the Board's papers of a road
south of and generally parallel to Cherokee Road, and gives further, several
schedules of origin-destination studies, costs of rights of way and other data
to support the conclusion reached.

This day Mr. Gayle, representing Mr. and Mrs. Benson, owners of the land ad
to the road leading to the Isaac Walton Lodge, came before the Board stating
that the Railey HillRoad was on a public right of way, that his clients own
the right of way and suggested that the County mo~e the Railey Hill Road to the
new right of way, and
Whereas, it was reported by Mr.A.J..Horner and Mr. R.J.Britton, that said road
had served as a public right of way for £hirty or more years and it was
generally agreed that further study be given by Mr. Gayle.
On motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that the
Building Inspector be and he hereby is authorized to grant a building permit
to the McGuireCivi~ Association free of charge.
A discussion arose as to the contracts for the new office building and the
Commonwealth's Attorney stated he approved the contract as to form and the
ExecutiveSecretary stated he approved the contract as %o contents.
This day the ExecutiveSecretary read a resolution from the School Board which
resolution is listed as follows:
On motion of Mr. Wells, seconded by Mr. Crump, the Board
approved the increased rate of interest on ~iterary Loans
from 3% to 3-1/2%, appl~able to all loans approved and/or
released ~fter July l, 1957 (Superintend~nt's Memo 3421,
dated July 16, 1957) and
Fumther requested that the Board of Supervisors of Chester-
field County be requested to adopt a similar resolution
approving the increased rate of interest which applies to
the following applications:

Grange HallHigh 225,000.00
and that Mr. J.G. Blount, Jr., Finmnce Director, be notified of said action.
Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr. Driski

released after July l, 1957.
On motionof ~4r.Britton, seconded by Mr. Goyne, it is resolved that this Board
grant a variance to Mr. John H. Price to construct a garage 18 feet from
his side property line at 107 Cherokee Road.
This day the Executive Secretary read a Mequest from Mr.H.B.Walker, Commi
of Revenue, for $900.00 for extra help, $100.00 for pos%age and $50.00 for
office supplies, which request was made simultaneously to the State Compensati~
Board. Upon consideration whereof, and on motion of Mr. Driskill, seconded
by Mr. Goyne, it is resolved that this ~oard approve the request, subject to
the approval of theState Compensation Board.
And be it further resolved, that Mt.Walker advise this Board in the future
before any over-expenditur~ is made.
It is here not ed that Mr.Horner, Mr. Britto. and Mr. Hagerman did not vote.
This day Miss Lucy Corr, Director, of Public Welfare, came before the Board
and explained the Welfare Budget and the work of the Department. Upon
consideration whereof, and~on motion of Mr. Driskill, seconded by Mr.Goyne,
it is resolved that this Board thank Miss Corr for her visit and explanation
of the operation of her Department.
On motion of Mr. Britton', seconded by Mr. Driskill, it is resolved that this
Board approfe the request for $385.00 from the Treasurer of this County
to purchase a 12J-hour time lock for the movable safe which is generally
kept inside the vault of the Treasurer's office, provided the Sta~e CompensatJ
Boar~ will pay one-third of the expense.
The Executive Secretary presented the report of the inspection of the County
lock-up by the Welfare and Institutions Department, which report stated that
the condition of the lock-up was generally acceptable.
On motion of Mr. Driskill, seconded by ~r. Britton, it is resolved that the
Highway Department be and it hereby is requested to install a 25-mph sign

Board request the School Board to make a survey of the number of children

Secretary to arrange a ceremony for the laying of a cornerstone for the new
office building.

BE IT RESOLVED BY THE COUNTY SCHOOL BOARD OF CHESTERFIELD COUNTY,

1. It is hereby determined that it is necessary to erect new school
buildings, additions to school buildings, to furnish and equip new school
buildings or additions to school building, to purchase sites for school
buildings, or additions to school buildings, and to erect other improvements
to the school system as may be required on account of an increase in population
or actual educationa~ needs in Chesterfield County, Virginia.
2. It is hereby determined that it is necessary and expedient
contract a loan on the credit of the County of Chesterfield, in the amount of
$&,5OO,O00.O0 in order to erect new school buildings, additions to school
buildings, to furnish and equip new school buildings or additions to school
buildings, to purchase sites for school buildings or additions to school
buildings, and to erect other improvements to the school system as may be
required on account of an increase in population or actual educational needs in
Chesterfield ~ounty, Virginia, and to issue School Bonds of Chesterfield CountF'H
to evidence said 'loan, in the amount of $~,5OO,OOO.OO, pursuant to Section 22-[~
of the Code of Virginia, which said bonds shall bear interest at a rate not
