This ~ay the County Engineer discussed the lack of funds in the Utility Department budget, under the item 19e-700, which refers to the Refunds to Contractors for money in excess of the estimated costs of pipe lines. Upon consideration whereof, and on motion of Mr. Britton, seconde~ by Mr. Driskill, it is resolvea that Item 19e-7OO-Refund to Contractors, be increased $10~OOO.00 from the unappropriated increased revenues in the County Construction Fund. On motion of Mr.Britton, seconded by Mr.Driskill, it is resolved that on the advice of the County Engineer that the two 6-volt radios would not serve adeauately the existing needs in the Water Department, that the 6ounty Engineer be and he hereby is authorized to purchase two new radios for the Water Department. This day Mr. John Glenn, Mr. Fuller, Mr. Fetters and Mr. Spring, appeared before the Board in behalf of Keasbey and Mattison Cemtury pipe and cited the fact that KRM pipe was in every way equal to transite pipe. On motion of Mr. Britton,seconded by Mr. Driskill, it is resolved that this Board award, on the recommendation of the COnsulting Engineers, a contract entitled A-5 a~d A-6 ~o the Connell Construction Company of Warrenton, N.C. On motion of Mr. Britton, seconded by Mt. Hague, it is resolved that the standard water contract for Mr. Robert J. Dailey to install a water line on Old Westham Road be and it here~y is approved and the Chairman and Clerk of this Board are authorized to si~n said contract. On motion of ~. Goyne, seconded by Mr.Britton, it is resolved that the water contract ~ith the Toll Road for the installation of water lines between Rt. 1 and the B~llwood Manor be and it hereby is aDpr°ved, and the Chairman and Clerk ~of this BSard are authorized to sign said contract. This day ~Ar. and Mrs. Smelley and others appeared before the Board to complain of the drainage condition in Bellwood Manor. It was generally agreed that Mr..Lancaster and Mr.Goyne would inspect this condition. On motion of R~. Driskill, seconded by Mr. Britton, it is resolved that Mr.A.J.Mills of the Highway Department be requested to meet with Mr. Goyne and the ExecutiveSecretary to discuss the traffic report on Rt. #1. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination c~ Kingswood Road, in McGuire Manor Subdivision, Manchester Magisterial District,~which report shuns that in the opinion of the County Road Engineer it is expedient that said road be established as a public road. Upon consideration whereof, and on motion of Mr.Britton~ it is resolved that Kingswood Road, in Mc Guire Manor subdivision, Manchester District~ be, and the same is hereby established as a public road. And be it further resolved that the Virginia Department of Highways be and it hereby is requested to take into the Secondary Road System Kingswood Road, in McGuire Manor Subdivision, ~anchester District, from a point on Rt.22~l, at its intersection withRt.22~2, .08 of a mile northwardly to Chuckatuck Avenue (re- cently chan~ed to Sunbury Road). This road serves 2 houses. And be it further r e~lved that the Board of Supervisors of Chesterfield County guarantees a right of way of not less than 50 feet for this road. This day the County Hoad Engineer in accordance with directions from this Board made report in writing upon his examination of Wynham Drive, Chelmford Road, Anwell ~rive and McCaw Drive in Southampton Acres Subdivision in Midlothian Magisterial District, which report shows that in the opinion or' the ooun5y ~oau Engineer it is expedient that said roads be est~blished as public roads. Upon consideration whereof, and on motion of Mr. Driskfll, it is resolved that Wyndham Drive, Chelmford Road, Anwell Drive and McCaw Drive, in Southampton Acres Subdivision, Midlothian Magisterial District, be, and the same are hereby established as public roads. And be it further resolved that the Virginia Department of Highways be and it hereby is requested to take into the Secondary Road System, Wyndham Drive, from a point on Rt.683, .06 of a mile west of Rt. 1701, .09 of a mile northwardly to Chelmford Road, thence .17 of a mile northwardly to McCaw Drive; Chelmford Road, from a point onMohawk Drive (Rattlesnake Road) .09 of a mile north to Rt.6~3, .07 of a mile east to Wyndham Drive, thence .07 of a mile east to Anwell Drive; Anwell Drive, from apoint on Rt.683,.04 of a mile eas~ of Rt. l?Oli .06 of a mile northwardly to Chelmford Road, thence .22 of a mile northwardly to M¢~aw ~rive; McCaw Drive, from a point on AnwellDrive, .28 of a mile north of Rt.683, .1 of a mile westwardly to Wyndham Drive, thence .07 of a mile northwest to Mohawk Drive.' These roads serve 25 houses. And be it further resolved, that the Board of Supervisors of ~hesterfield County guarantees a right of way of not less than 50 feet for these roads. On motion of Mr. Hague, seconded by Mr.Britton, it is resolved that the Highway Department be requested to improve the western end of Omo Road, Rt.?39, to meet the State's requirements for acceptance into the State Secondary System £or an amount not to exceed ~2~0.00, said cost tobe charged tothe 3¢ Road Fund of the Count y. Mr.Britton requested the Resident Engineer to install stop ~gns at the inter- section of Dorset and Wat~m~yBoulevard and requested improvement as soon as possible on th Reams Road and Pinehurst Subdivision. On motion of ~r.Britton, seconded by Mr.Hague, it is resolved that the Executiv~ Secretary be and he hereby is authorized to employ the firm of LaPrade Bros., Surveyors, to move the iron pins marking the property lines on the Reams Road to°the new right of way. On motion of Mr. Hagerman, seconded by Mr. Driskill, it is resolved thqt this Board consider the Cemetery Road in i~iatoaca as a Rural Road when the Rural Road budget is again considered. On motion of Mr.Goyne, seconded by Mr. Driskill, it is resolved that the Highwa~ Dep~tment be requested to improve the Cemetery Road in Matoaca at a cost not to exceed ~500.00, and charge said cost to the 3~' Road Fund of the County. Agee came before the Board seeking a Use Permit to operate' a Beauty Shop on the following described parcel of land: In Manchester Magisterisl District, a parcel of land fronting ?1 feet on Whitlone Drive and extending 200 feet southwardly, said parcel being 130 feet east of Westo~er Drive. This day Mr.D.W.MurDhey appeared before the Board representing Mr. W. M.Benton seeking a Use Permit for the construction and operation of a real estate field office on the following described parcel of land: In Dale Magisterial District, a parcel of land fronting 250 feet on Rt. 10 and extending eastwardly 200 fe~ on Rt. 10 and extending eastwardly 200 feet, said property lying immediately south of and adjacent to Heartline Road in Garland Heights. This day again the matter of taxing trai!,rs came before the Board and it was cited by Mr. Goyne that under Section 5~.$6~ of the Virginia Code, the Commis~o er of the R~venue had the right to request from the operator of a t railer park the names and addresse~ of all trailer owners residing in their respective parks on January 1, of each year. And it ~a~ cited by a survey of the School Board that there were at least 23~ children now living in trailers attending County Schools. Upon consideration whereof, and on motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that thi~ Board request the Commissioner of the Revenue to ascertain the name and address of each trailer ~wner residing in the County on January first of 1957. This day ~r. Driskill presented a request from the Bon Air Fire Department for 800 feet of fire hose. Upon consideration whereof, and on motion of Driskill, seconded by Mr. Britton, it is resolved that the Executive Secretary be and he hereby is authorized to purchase 800 feet of hcse for the Bon ~ir Fire Department. On n~otion of Mr. Driskill, seconded by ~r.Goyne, it is resolved that the reque~ of the Bon Air Fire Department for the County to pay the monthly telephone bill for mobile telephones on fire trucks be and it hereby is referred to the Fire Committee of this Board. On motion of RIr. Britton, ~econded by ~r.HhKKe, it is resolved that upon the recommendation of the Fire Committee that the request of the County to pay for the monthly telephone bills for using mobile telephones in fire trucks be and it hereby is denied. It is here noted that Mr. Driskill votes "No". On motion of Rlr.Britton, seconded by Rlr.Hagme, it is resolved that a letter requesting street lights in Westlake Hills be and it hereby is referred to the Light Committee. On motion of 1,1r. Britton, seconded by ~r. Hague, it is resolved that the polic~ of this Board shall be that building permits must be obtained for all ~chool construction ~n the County, however, the fees for such building permits shall be exempt. And be it further resolved that a copy of this resolution be sent to the School Board so that architects can be notified of this policy in the future. This day tt~e Executive Secretary read a letter from the Hon. Edward Hudgins noting his receipt of the Board's resolution pertaining to the assessment of public service corporations. Willis came before the Board seeking a variance from the Board's ordinance to allow the construction of a sub-standard room to a trailer on Gloucester Road, and it was generally agreed that no variance couli~ be issued in this matter.
