Board of Supervisors of Chesterfield
County, held at the Courthouse on
November 19, 1957, at 7:30 p.m.

On motion of Mr. Britton, seconded by'Mr' Hague, it is resolved that on the
recommendation of the Chief of Police, C~ W. Smith, this Board recommends to
the Judge of the Circuit Court that Mr. James Gordon Gunn be ~ppointed as Police
Officer for Chesterfield County.
This day the Executive Secretary read for the Board's hearing a Letter from
Mr. Allan Fleischer, requesting a connection of the land zoned for business
in the Stratford Hills shopping center to the Countyts sewer ~ystem in the area.
It was generally agreed that a letter be written~ to ~r. Flleischer explaining
if additional connections are made, it will have to be on a unified basis with
some plan effected for the enlargement of a sewer facilities to take care of
the general area.
This day the matter of Workman's Compensation came before the Board and the
Executive Secretary reported that for all employees at the Courthouse, plus
the general liability including products coverage for the Water Department,
the charge wou~t~d be approximately $4000.00.
Whereupon Mr. Driskill made the following motion:
That the County purchase workman's Compensation for all County employees,
which motion died for the want of a second.
Whereupon, on motion of Mr.Hague, seconded by Mr. Goyne, it is resolved that t~
matter of Workman~s Compensation be studied further an~ the legality of
insuring constitutional officers be investigated by the Commonwealth's Attorney

On motion of Mr. Hag.~e, seconded by Mr. Goyne, it is resolved that this Board

This day the matter of a variance for Mr. F.C.Chalkley onRt. 11 was discussed
before the Board and it was generally agreed that this matter be investigated
further ·
This day the County Road Engineer in accordance with directions from this
Board made report in writing upon his examination of Chocfaw Road in
Midlothian ~kagisterial District, which report sho~s that in the opinion of
the County I%oad Engineer it is expedient that said road be established as a
public road.
Upon consideration whereof, and on motion of Mr. Driskill, it is resolved that
Chotaw Road in MidlotLian District, be, and the same is hereby established
as apublic road.
And be it further resolved that the Virginia Department of Highways be and it
hereby is requested to take into the Secondary System of Highways from a
point on Rt.678, 'l of a mile south of Rt.683, .12 of a mile eastwardly and
northwardly Do Rt. 683. This is a connectinK road and serves one building.
And be it further resolved that the Board of Supervisors of Chesterfield
~ounty guarantees a right of way of not less than 50 feet for this road.
This day the County Road Engineer in accordance with directions from this
Board made report in writing upon his examination of HoNard Road, in the
Rayon Park Subdivision,. Bermuda Magisterial Dis trict, which report shows that
in the opinion of the County Road Engineer it is expedient that said road be
established as a public road.
Upon consideration whereof, and on motion of Mr. Goyne, it is resolved that
Howard Road in the Rayon Park Subdivision, Bermud9 District, be and the same
is hereby established as a public road.
And be it further resolved that the Virginia Department of Highways be and it
hereby is requested %~ ~ake into the S~condarv System of Highways, Howard
Road, from the intersection of ~t. 1616 and R~. ~614, .26 o~ a mile westwardl
to Wilson Street. This road serves 4 houses.
And be it further resolved that the Board of Supervisors of Chesterfield
County guarantees a right of wav of not less than 50 feet for this road.

~he opinion of the County Road Engineer it is expedient that said road be
established as a public road.
Upon consideration whereof, and on motion of Mr. Britton, ~t is resolved that
Bolto~ Road in the subdivision of Laurel ~4eadow$, ~anchester District, be, a~
the same is hereby established as a public road.
And be it further resolved that the Virginia Department of Highways be and
it hereby is requested to take into the Secondary System of Highways, from a
point onRt.22~2, .09 miles east°of Rt. 645, 09 of a mile northeast to Rt.1699,
which point is .13 of a mile eaot of Rt. 645] This road serves 1 house and
is a connecting road.
And be it further resolved that the Board of Supervisors of ~hesterfield County
guarantees a right of way of not less than 50 feet for this road.
Whereas, it is this Board's understanding that a highway right-of-way of only
90 feet is being cor~idered for the new road paralleling the Cheroke~ Road, and
Whereas, on September 10, 1957~ this Board passed a resolution requeoting the
Highway to acquire sufficient right of way for a ~-lane divided road~
Now, Therefore, Be it Resolved, on motion of ~.~r.Horner, seconded by Mr. Drisk~ill
that this Board again request the Highway Department to reconsider this Board's
resolution dated September 10, ~957, pertaining to the additional rights of i
way necessary to handle the increased flow of traffic that will generate from
this rapidly growing area.
This day a discussion arose as to the County's obli~.]ation toaid Lyttle and
Barnes Construction firm in the collection from Mr.J.T. ~oore, Builder, of
approximately ~3400.00 in materials used to install a water system in the
subdivision of Beulah Village.
On motion of blr.Driskill, seconded by ~.Hague, it is resolved that the County
Engineer ~e and he hereby is requested to draw up a standard contract with t~e
A.E.Tate Lumber Company for ~875.00 to furnish water to the Beulah Village
from Rt.710.
On motion of Mr. Britto..n., seconded by Mr.Goyne, it is resolved that a standalrd
water contract with ~'ir.~.C.Todd, for a 6" water line on Byrd Avenue, be, an~ it
hereby is aptroved, and the Chairman and Clerk of this Board are authorized to
sign said contract.
On motion of Mr.Driskill, seconded by Mr.Goyne, it is resolved that this Board
request the Highway Department to install a turn-around on Luck's Lane~ which
turn-around would be used by the school bus and the cost of said constructi6~
be charged to the ~¢ RoadFund of the County.
On motion, the meeting is adjourned until December lO, 1957, at lO:O0 a.m.
