Building Inspector be and he hereby is authorized to issue a building psrmiti
to Mr.Bedwell upon the express condition th~% the Board of Supervisors does
assume responsibility for the maintenance of a public road over the 30-foo~
easement set forth in said deed of easement, and the location of said buildiDg
shall be as directed by the Building Inspector.
This day Mr. Michael J. Elko came before the Board citing the fact that a
d~ainage ditch had been stopped by the owner of property ~n the opposite si~e
of Woodpecker Road, resulting in the flooding of several acres of crops.
After considerable discussion of this problem it was agreed that Mr. Lancas~er
would run levels on the elevati on toascertain how the water could be drai .~5~~
and the cost of said drainage.
This day Mr. Russell GooSe came before the Board citing the fact that stoppage
of a drainage ditch on the adjacent property.was causing considerable damage
to his house, and upon consideration whereof, it was aggeed that Mr. Lancaster,
Resident Engineer, would investigate the cost of cleaning the drainage ditch
to eliminate this condition.
This day Mrs. J.R.Holmes, came before the Board seeking information as to the
hod of constructing drains on Granttake Road, and a plan was dis cuss~d by
Britton and Mr. LanCaster.
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Fairlee Road and Osoge Road in the
Shirley Hills Subdivision, in Manchester Magi~erial District, which report shows
that in the opinion of the County Road Engineer it is expedient that said roads
be established as public roads. Upon consideration whereof, and on motion
of Mr. Britton, it is resolved that Fairlee Road and Osoge Road in the Shirley
Hills Subdivision, in Manchester District, be, and the same are hereby esta-
blished as public roads. And be it further resolved that the Virginia Depart-
ment of Highways be and it hereby is requested to take into the Secondary Road
System, Fairlee Road, from a point onRt.828, 0.16 of a mile north of Rt.68~3.,
.14 of a mile westwardly to Osoge Road. thence O.10 mile southwest to Rt.683;

This day Mr. Lancaster reported that the Highway Department had agreed to
acquire a drainage easement to drain Walmsley Boulevard at its intersection with
Rt. 2213.
This day the Executive Secretary reported that with the Board's approval he had
written another letter to Mr. Crute of the Highway'Department, concerning the
right of way on the proposed road paralleling Cherokee Road, and that Mr. Crute
had replied, agreeing to discuss the hatter further.
Whereupon, the Chakrman appointed a Committee of Mt. Homer, Mr.Driskill, Mr.
Britto n and the Executive Secretary So discuss this right of way problem with
the Highway Department.

in an attempt to settle the damage done to the water line by the Highway

Whereas, application has been made in writing to the Board of

adopted:
Be it Resolved: The County doth require that installation of water lines
in subdivisions of this County and extensions to the County Water system shall
be made bv County forces at the expense of developer, or in lieu thereof, by
private contractors, provided they comply with the following conditions:
1. The developer azrees to furnish all labor and materials for the
sai6 installation and all work and materials shall be in accordance
with "specifications for construction of water mains and related
f~cilities, County of Chesterfield, Virginia, October 1, 1957",
which specifications are in all respects adopted by- the Board
for the installation of water lines in the County. The location,
character and size of the extensions and the plans and specification
for such extensions and the materials used in the installation
shall be as specified and the approval of the County Engineer
shall be obtained.
2. The developer will guarantee the work $ns~alled for a period of
one year after date of its final completion, and will at his
expense make all repairs required of the system because of
defective workmanship or materials. If a defect occurs and
the developer is responsible to correct said work, then upon
notification by the County, the developer shall immediately
correct said defect and if developer fails to correct said
defect immediately, then the County of Chesterfield is authorized
to make reDairs to the said systam at the expense of the developer
when repairs are required to be made under this section.
3. The cost of inspection and engineering provided by the County
willbe paid for by the developer is advance. The developer
shall pay for all licenses and permits required by the governmental
regulations or other azency.
4. The developer will advise the County as to the ~0rogress of the
work and will permit inspection of the work.by Inspectors of
the County.

The developer shall assume full responsibility for all

to property, or injuries or death of any persons, or from any
suits, claims, liabilities, or demands in connection therewith,

Upon the construction and installation of the system in strict
compliance w~th the conditions of this resolution and contract
executed by the developer, then the County willsupply to the
deWeloper water i.n such quantity, at such pressure, and of
such quality, as the quantity, pressure and quality of water
exist in the County's water distribution system, and the developer,
his heirs, successors and assigns shall pay the County for ~ater.

that the Building Inspector be and he hereby is authorized to imsae a building

On motion of Mt.Hague, seconded byMr. Driskill, it is resolved that the fleet
policy insurance on County'vehicles, be awarded to the Nationwide Insurance
Company, in the amount of $7082.27, the same being the lowest bid received.
On motion of ~fr. Britton, seconded by Mr. Driskill, the following resolution
is adop~ ed:
Whereas, after long and faithful service to the Commonwealth of
Virzinia, I.T.Quinn has publicly announced his r~tirement,effective June 30,
195~', as Executive Director of the Commission of Game and Inland Fisheries.
Whereas, we believe it to be the utmost importance to the welfare
of the State, that this position be~ftl~ed by a man experience~ in executive
and administrative matters, as well as having a first hand knowledge of
the needs and desires of the sportsmen of the State,
And Whereas, E. Floyd Yates, of Powhatan, Virginia, has been highly
successful as a businessman, banker, farmer and~,lumberman, over a period of
many years,
And Whereas, he has been most active in the field of conservation
of water, game and forests for many years, having served as President of
the Virginia Wildlife Federation for two terms as well as on various
committees,
And Whereas, he served for twelve years as a member of the Virginia
General Assembly, serving the entire twelve years on the CommSttee which
handled all the proposed legislation dealing with game and fish la~s; also,
during this time, he served as a member of the ,,Crockett Commission" which
was set up tO study the need for changes in or additions to existing game
and~ fish laws; and was also active in the reorganization of the Commission
of Game and Inland Fisheries which occurred during his tenure in the House of
DelegateS,
And Whereas, in view of the above facts sta~ed, we believe E.Floyd
~abes, to be a man highly qualified to fill the said position,
BE IT RESOLVED that we, the Board of Supervisors of Chesterfield
County do, unanimously, r~commend to the Commission of Game and Inland
Fisheries that the said E. Eloyd Yates be appointed to ~he position of its
Executive Director, effective July l, 1958..

This day a petition was received from certain residents of Cherry Gardens
requesting the County to extend water lines into the subdivision of Chirr

On motion of Mr.Britton, seconded by ~,~r. Driskill, it is resolved that a
standard water agreement with the Cherokee Estates be and it hereby is
approved and the Chairman and Clerk of thisBoard are authorized to ~sign
said contract.
This day the County Engineer reported that an agreement had been reached
between Lyttle andBarnes, J.T.Moore and others in the construction of water
lines to and in the subdivision of Beulah Village Upon consideration
whereof and on motion of Mt. Hague,seconded by R~.~riskill, it is resolved
that the County Engineer be and he hereby is authorized to install the
necessary water lines to connect the water system in Beulah Village, Inc.,
to theGounty~s system and to take over said water system from Beulah VillaEe,
Inc.provided the two existing wells are capped and disconnected from the
water system.
This day the Executive Secretary reported that the Commonwealth's Attorney
had received a counter offer from Mr. John F.Batte, representing Mr. James
Co,,an, in settlement of the outstanding account in the construction of a
water line in the subdivision of Bon Air Manor. Uponnthe advise of.the
County Engineer and the Commonwealth's Attorney it is on motion of Mr. Driskil]
seconded by Mr. Hagerman, it is resolved that this Board deny the offer.
On motion of Mt. Hague, seconded by Mr.Britton, it is resolved that the County
Engineer be and he hereby is authorized to install a fire hydrant at the
intersection of Hts. 637 and 1~5, the same to be charged to the General Fund
of the County.
On motion of Mr.Briskill,seconded by Mr. Hagerman, it is resolved that the
cost of installing all hydrants under the Master Plan be charged to the General
Fund of the County.
On motion of Mr.Hagerman, seconded by Mr. Driskill, it is resolved that the
County Engineer notify the trmstees of certain funds of the Water Department
to purchase approved long-term securities in the amount of $6500.00 in
the Neter Deposit Fund.
On motion of Mr. Driskill, seconded by Mr.Britton, it is resolved that the
minutes of December 10 be and they are hereby amended to include the following
two resolutions:
On motion ofMr. Driskill, seconded by Mr.Hazue, it is resolved that the
Treasurer and theExecutive Secretary be and they hereby are requested to pay
all County employees currently on a monthly basis on the 23rd day of December,
1957, and the Water Department's payroll for construction workers on
December 2~, 1957.
This dav again the matter of requesting Federal AYd for the installation of a
sewer pumping station and force main for the Sanitary DiStrict of Ettrick
came before the Board,.and it was pointed out by the County Engineer that
an application form hadbeen completed. ~pon consideration whereof, and
on motionof Mr~Hagerman, seconded by Mr. Goyne, it is resolved that Mr.
Irvin G.Horner, Chairman of the Board of Supervisors, be, and he hereby is
authorized tnsign ,application for Federal Grant for sewage treatment works
under 33USC 466 at seq." and all other papers relating to the request for
Federal Aid for the Ettrick Sanitary District sewer s~stem.
It is here no~ed that th~ applicant ~will pay the remaining cost of the
project and will provide proper operation and maintenance after completion
of the project.
On motion of Mr. Driskill, seconded by Mr.Bri~ton, it is resolved that the
following buildin~ variances be granted:
F.H.Stairs, Jr. be granted a variance to allow the addition
of a room not less than 15 feet from his side line at 808
Westham Parkway.
Avaria~ce to Mr. Sidney Frank, owner of Cherokee Estates
to allow the construction of a house not less than 19 fee~
from both side lines on Lot 5, Block A, ~ection A, upon the
condition that the Executive Secretary write a letter to
~.Frank explaining the policy and position of the Boar~ in
a variance request of this kind.
A variance for Mr. M.L.Cox to construct a building not less
Zhan 16 feet on Lot 16, Block E, in the subdivision of Wayland.
This day the m~ter of certain complaints from the citizens residing
on Hollister Avenue in McGuire Homes Subdivision came before theBoard and it
was cited that Mr.O.L.Tignor proposed to move a smallframe house to No,lister
Avenue from &301 Broad Rock Road. Upon consideration whereof, and on motion
of Mr.Britton~ seconded by Mr. Driskill, it is resolved that the Building
Inspector ~nd the Executive Secretary be requested to investigate the
legality of this procedure,
On motion of Mr.Driskill, seconded by Mr. Hague, it is resolved that this Board

to allow the Bonding Company sufficient time for reorganizing construction
