04-25-1958 MinutesVIiiO~4~a: At a call meeting of the Board of Supervisors of Chesterfield County, held at the Courthouse on April 25, 1958, at 8:00 p.m Present: [dr. Irvin G.Horner, Chairman Mr. H. T.Goyne Mr. Stanley R.Hague, Jr. Mr. R g.Britton Mr. H.K. Hagerman Mr. [darshall F.Driskill This day again there came before the Board the matt~er of 'Chesterfield County's participation in the program of the Seuthside Mental Health Association. Mr. ~larshall DrisKill stated that the total program calls for ~36,O00.00 of this amount of money ~1200.00 would come from the County. He stated further that most of the surrounding areas had voted to appropriate the necessary money for this program. Miss Crenshaw, School Supervisor, came before the Board citing the fact that there was a great deal of the clinical services for such cases, particularly in the southern part of the ~ounty. Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr. Driskill, it is resolved that ~1200~O0 be, and tt hereby is appropriated to the SoUthside Mental Health Association. And the Treasurer of the County is hereby requested to transfer from the unappropriated surplus of the County's General Fund ~12OO.00 to item 8f-llg. The Executive Secretary presented the tentative budget for the fiscal year 1958-'59, which budget has been duly considered by the members of the Board. Mr. Goyne stated that in his opinion the Assessor's budget should be reduced substantially. Upon consideration whereof, and on motion of Mr.Driskill, seconded by [~r.Britton, it is resolved that this Board tentatively adopt as the C~unt~'s budget for the fiscal year 1958-'59 as presented, a copy of said budget is attached hereto %o be filed with the papers of this meeting. It is here noted that ~[r. Goyne voted "No". Be it further resolved that the Board doth fix the 29th day of May, 1958, at 8:00 p.m., as the time and the regular Board meeting room at Chesterfield Courthouse, Virginia, as the place. ~{ny ~itizen of the County shall have the right to attend and state his view on the above tentative budget and said County and district levies. And be it further resoled that the Executive Secretary be directed to advertise a synopsis of the tentative budget and tentative County and district levies for the year 1958 in a newspaper of general circulation in the County, at least thirty days prior to May 29, 1958. On motion of I~dr.Hague , seconded by Lr.Driskill, it is resolved that this Board go into Executive Session to discuss the matter of sewage with a number of developer~ ownin6 property around the Stratford Hills Shopping Center. Pursuant to the election heretofor'e duly held in Chesterfield County, Virginia, on the 15th day of October, 1957, the Order of the Circuit Court of the County of Chesterfield, Virginia, certified copy of which Order has been presented to this Board, there shall be issued Four }~',illion Five Hundred ThousandDollars (~4,500,000) SchoolBonds of Chesterfield County, Virginia. Said borfl s shall be dated June first, 1958, shall be of the denomination of One Thousand Dollars (~1,000) each, shall be numbered from 1 to 4500 inclusive, shall be payable serially in numerical order, wit~hout option of prior redemption.by Chesterfield_County, Two Hundred Twenty-Five Thousand Dollars (~225,000) bonds on June first in each of the years 1959 to 1978¥ inclusive, and shall bear interest, payable semi-annually June first and Be cember first of ~ac~ year at st~h rate or rates as may be fixed upon the sale of the bonds; provided, however, that no rate named shall exceed five per centum (5~] per annum. Thisday the County Engir~er reported to the Board that the water supply mixht be son, what short due to the flushinf,; out of the new tank~ and several tie-ins to be made in the expansion of the County's water system. He reporte¢ also that the new water filtration plant expansion would probably be ready for use on or about May 5, 195~. Upon.consideration whereof, and on motion of Mr. Britton, secor~ed by }~.Driskill, it is resolved that the County Engineer be and he hereby is authorized to write the City of Richmond seeking to secure an extension of the water contract between the City of Rici~mond and the County of Chesterfield. On motion of Mr. Ha~ue, seconded by ~,~r. Goyne, it is resolvea that this Board appr~e the request of the Central Chesterfield Ruritan ~Dlub for the use of the Chesterfield Fair Grouters for a brunswick stew on the ~th cf July. On motion of ~.~r. Brirton, seconded by ~.~r. Hague, it is resolved that a variance be and it hereby is granted to ~qr.C.T.Smith~ residirg at 613 ~darilea Road, for t enclosure of a carport ~or residential use not less than 14feet from his side prope~t y line. On motion of Mr.Britton~ s~eonded by Mr. Ha~'erman, it is resolved that this Board grant a variance from it, s building restrictions to ~qr. Herman O. Davis, 902 E. 55th Street, for the construction of a two car garage to be situated 6 feet from the rear property line and 6 feet from the side prmperty line. On motion of ~ir.Hagerman~ secorJed by ~¥~r. Goyne, it is resolved that this Board pay the Coordinator of Civil Defense, ~dr. Edward Hawks, two da~s wages for his participation in the comirg National Alert. On motion of Mr. Hagenman, seconded by ~.Goyne, it is resoled that the Buildin Inspector ~e and he hereby is authorized to issue a building permit for lots so~ by I~.Urban Pamplin on Rt.?21 in Matoaca District. This day the ExecUtive Secretary read a request from Mr.~llbart Bernstein~ representing Neighborhood Theatres for permission to set off a pyrotechnic display at the Bellwood Theater on ~ay 30th, July 4th and September 1~ 1958. Upon consideration whereof, and on motion of ~lr. Goyne, seconded by Mr. Hague,' it is resolved that this Boaraauprove the request of the Neighborhood Theatres~ provided that said pyrotechnic display be approved by the Chief of Police. This day the Executive Secretary notified the Bca rd that the offer of the Board to purchase the 6.38 acres in Manchester District~ owned by Miss Beatrice Gregory for the sum of $8,000.OD had been accepted. Upon consideration whereof, and on motion of Mr. Bri~ton, seconded by Mr. Hague~ it is resolved that the ,gommor~ealth's Attorney prepare the necessary papers to complete the purchase of this land. And be it further resoled, that the F~ecutive Jecretary get abid on the t%mber to the best advantage of the County. On motion of l~ir.Britton, seco~ed by Mr. Driskill~ it is resolved that this Board adjourn until May 13, 1958~ at 10:00 a.m.
