T~is day a recommendation from the County Planning Commission for the acceptance
by deed ~f aright of way through the tentative subdivision of Longwood, in
Manchester District, came before the Board. tt was cited further that the
Durrette Construction Corooration had agr~dto construct ~o State specifications
this road which woul~ allow property owned by said oorpqratlo to be developed;
Upon consideration ~ner~of, and on motion of Mr. Driskill, seconded by Mr. Goyne,
it is resolved that this Board accept and record a ~eed for a public riEht of
way which coincides with a proposed roa~ in the subdivision of Longwood, the
same being tentatively approved by the Planning Commission.
This day a letter concerning the ~equest for lights on the bridge in Matoaca
was read. Upo~ consideration whereof, and on motion of Mr. Hagerman, seconded b
Mr.Goyne, it is resolved that the Resident Engineer be requested to ascertain
the cost of putting two or three lights on the Matoaca Bridge.
This day a letter was read from the Resident Engineer, concerning the installati
of traffic control lights for the Ettrick Fire Department, saying that said
lights were not feasible at this time. Upon consideration whereof, and on
motion of ~ir.Hagerman, seconded by ~. Goyne, it is resolved that the Executive
Secretary be and he hereby is requested to send a copy of said letter to the
Ettrick Fire Department.
This day the Resident EnEineer, Mr.R.V.Lancaster, III, made a report in writinE
concerning the construction of a r,ad near the Wesley Chapel onRt.602, in
Matoaca, which report is filed with the Board's papers.
Also, there was read a report on the request for traffic signals at the inter-
section of Rt.360 and Warwick Road, which report stated that traffic signals
were not justified at this loca~on, and which r~port is filed with the Board's
papers.
On motion of ~.Driskill, seconded by Mr. Hague, it is resolved that this Board
request the Highway Department to improve the draimge conditions on t he
northern .~nd of Knob Road by the Installation of approximately 300 feet of
paved gutter at a price not to exceed $450.00, said cowt to be borne by the 34
Road Fund of the 'County.
The Resident Engineer, Mr.R.V.Lancaster, III, ~resented estimates on the constru
ction of Jackson Street off Route #l, northwardly from the Rivermont Road,
between the Presbyterian and Methodist Churches, which report is ordered filed
with the Board's papers.
Whereas, a toll road has been constructed in the County of Chesterfield,
generally psralleling Route #l, and
Whereas, there will be ~onsiderable interchange of traffic between Route #l and
the adjacent area with said toll road, and
Whereas, the Highway Deoartment has sought to channel much of the traffic
through Chester across Route #l to the toll road.
N~w, Therefore, Be it Resolved, on motion of Mr. Goyne, seconded by Mr. Hague.
that this Board requests a?~ain the Highway Department to consider the installa-
tion of "Stop and Go" lights at the intersection of Routes lO and l, so that th~
present hazardous condition, which no doubt will be greatly increased by the
flow of traffic to the toll road, will be minimized.
And be it further resolved, that a copy of this request be sent to the
Commissioner of Highways, so that he will be directly appraised of the re-
commendations of the Board of Supervisors of Chesterfield County concerning
this hazardous condition.
On motion of Mr. Goyne, seconded by ~.Hague, it is resolved that this Board
request the Highway Department to investigate the condition of the drainage
system, between Bermuda Avenue and Rt.619, and between Rts. 873 and 698.
On motion of Mr. Goyne, seconded by Mr.Hague, it is resolved that this Board
request the Highway Department to improve Melba Street from the eastern end of
maintenance to Seminole Avenue. and Seminole From Melba Street to Maywood Street
at a cost not to exceed $900.00, which cost will be charged to the 3¢ Road Fund
of the County.
And be it further resolved that the foregoing resolution be sent to the Highway
Department upon receipt £Po~ residents of the area of o~e-half of the cost of
improving the above mentioned roads.
This day there was read a letter from Dr. A.G.Macklin, requesting hard-surfacing
on Oakland Avenue, which letter was ordered received and filed.
On motion of I,~.Hagerman, seconded by ~.Goyne, it is resolved that this Board
request the Highway Department to improve 75 feet on Plumtree Btreet and 450 f
on Roosevelt ~Yvenue~ in the Subdivision of West Chesterfield Heights, at a
cost not to exceed ~700.00 and charge same to the 3¢ Road Fund of ~he County.
And be it further resolved that the foregoing resolution be sent to the Highway
Department upon receipt of the full ~mount of $700.00 from~'~.J.L. Lockett, or
other interested citizens in this area.
This day it was reported that the following roads were accepted into the State
Secondary System of roads, effective June 1, 1958:
Grantlake Hills Subdivision - Grantlake Road: From present end of maintenanance
of Route 1650 and e xtendinE southward to 0.19 mile to turn,around. Length
0.19 mile.

This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his ex~ination of Meridian Avenue and Sylvania
Road in the subdivision of Sylvania in Bermuda Magisterial District, which rep~
shows that in the opion of the County Road Engineer it is expedient that~said
roads be established as public roads.
Upon consideration whereof, and on motion of Mr. Goyne, it is resol~e~ that
M~ridian Avenue and Sylvania Road in the subdivision of Sylvania in Bermuda
~lagisterial District, be, and the same are hereby established as public roads.
And be it further resolved that the Virginia Department of Highways b e and

Avenue, from the intersection of Rt.ll36 and Rt.ll40, .03 of a mile northwest-

requests the Highway Department to improve the draingge in the Forest View
Subdivision by the side of the property of Miss Clair, at a cost not to
exceed $135.00.
This day Mr. Milton Farmley, representing the Commonwealth Natural Gas Corporat:
came~before the'B~rd requesting the Board's approval for the crossing of
certain roads in the County bY a large gas line. Came also, Mr. John Thomas,
Attorney, representing Mr.H.R.Crowder, seeking to give the County a right of
way which could be used as a school bus route, provided the County would
guarantee to improve said right of way so that same could be included into the
State Secondary System of roads. After considerable discussion,.Mr.Crowder
withdrew his offer to deed a portion of Lucia Drive extended to the ~ounty.

Mr. Goyne made a strong plea for the improvement of Bt.616, east of Route #1.
This day there came before the Board the n~, tier of improving a service r~a.d
on the north side of Walmsley Boulevard used by citizens whose homes front en
said ~ervice road, and it was generally agreed that Mr. Dancastef, Resident Engi
would investigate the cost of improving said right of way.
This day Mr. Lancaster, presented a modified'budget for the year 1958-~59,
which shows that there was a deficit of $200,000.00 in the road constructi®n
fund, which budget is received and filed.
This day Mr. J.R.Bellamy, Game Warden, presented the Game claims ~f the County,

ef the Oounty Court had ruled that his neighbor had the right to close a drain
pipe which caused his property to be fle®ded, and stated further that he could
also close the drainage in seven or eight places en his property which would c a~

grant an easement for the Virginia Electric & Power Company to install a pole
on the souths~de of the new office building in order to bbtain electrical power
forthe new building.
This day the Executive Secretary presented 7 bids for the installation of the
County heading system, and repairs to the present lines in the furnishing of
heat ~o the new office building, the low bid on which was $27,970,0~. Upon
consideration whereof, and on motion of Mr.~ague, seco.nd~d by R~.Hagerman,
it is resOlved that the recommendation of t~e architect mn accepting the low
bid of $27,9~0.O~ of the Harri~ Heating & Plumbing Company, Inc.,he, and it
hereby is approved.
And be it further resolved that the low bid of Morris Hunter, Inc., electrical
contractors, in the amount of $1775.O0 for the electrical repairs,be,and it
hereby is accepted.
This day the Executive Secretary presented a numar of bids for the new D~f~i~ur,
for the Courthouse and recommended that the low bid of Morton ~{arks & Son in th~

amount of 312,033.83 be accepted.
Upon consideration whereof, and on motion of },tr. Hagerman, seconded by Mr. Goyne,

Treagurer of~the County of Chesterfield be and he hereby is requested to
transfer $20,000°00 from the General Fund of the County to the 3¢ Road Fund

This day the Carolina Coach Company presented notice that the State Corporation
Commission would hold a hearing on June 25, 1958, concerning their application
a~ a common carrier, which notice is received and f. iled.
On motion of ~r. Hagerman, seconde~ by ~h~.Hague, it is resolved that a letter
signed by numerous citizens of Oakland Avenue requesting street lights be
ferred to the Light Committee.
This day t he Executive Secretary read a r~.port from the Department of l'Yelfare
and ~nstitutions citing the fact that the County lock-up was in satisfactory
condition.
This day a report was read from the Virginia Division of Forestry which report
is received and filed.
On motion of ~h~.Hague, seconded by Mr. Goyne, it is resolwed that the sum of
$t00.00 be given to the Welfare Deoartment to aid in the sending of foster
children to summer camp.
On motion of ~ir. Hague, seconded by Mr. Hagerman, it is resolved that this Board
a~thorize the extra expenditure in the new office building of putting in the
~ourt room a public address system for a price of approximately $885.00 and
for the installation of roof lights to light the parking area for the price of
$275.00.
On motion of ~.Hagerman, seconded by ~.Goyne, it is resolved that this Board
grant Mr. Leslie Eanes a variance to allow the division of a lot so that a
house can be constructed to face Lee S~reet in Ettrick, provided the house is
placed in line with existing houses.
On motion of ~.Goyne,seconded by Mr. Hagerman, it is resolved that a variance
begranted to Mr. Harold Styles, to allow the construction of a house on
14,~10 ~quare feet on a parcel of land formerly known as the J.W.Fers Estate,
facing the Harrowgate Road.
On motion of Mr. Hagerman, seconded by ~.Goyne, it is resolved that the

On motion of Mr.H~gue, seconded by ~r.Hagerman, it is resolved that this
Board approve a chan~e order in the construction soecifications in the Filter
Plant to allow the lime feeder to be enclosed.
This day the matter of accepting the water system installed by W.P.Leonard
in his subdivision known as Pocoshock Heigh~s~ came before the Board, and it
was pointed out that over the course of past months various charges have been
experienced, some of which may be payable by the County Water Department and som~
b~ the subdivider, and it was generally agreed that the County Engineer and the
Executive Secretary meet with Mr.Leon~'d and negotiate the best possible solutio~
On motion of ~.Hagerman, s ecorfled by Mr. Hague, it is resolved that a standard
sewer contract concerning the installation of sewerage in Windsorview Subdivisior
owned by Mt. Wilbur Blankenship, and others, be and it hero, by is approved and
the Chairman and Clerk of this Board are authorized to sign said contract.

Way Engineer of the State Highway Department, notifying him that it will be
acceptable to the County of ~hesterfield to allow Carnes and Wallace to deed to
the Highway Department a right of way along the Granite Road on which the
County has prior claim.

commend the County EnEineer and all employees of the Water Department who worked
on the repair of the Elkhardt water tank on June 5 and 6th, and expresses its
deep appreciation for their untiring efforts in safely completing a troublesome
job efficiently and effectively.
This day the Building Inspector presented to the Board a copy of a proposed
Plumbing Code and said Code was ordered ~eived for further study.
