This day the Ordinance for the imposition of a recordation tax having been
duly advertised for public hearing on this date came before the Board, and
thgre appearing no one opposition the proposed Ordinance, upon consideration
whereof and on motion of Mr. Driskill, seconded by'Mr.Britton, it is resolved
that the following Ordinance be and it hereby is enacted~
An Ordinance to impose a recordation tax in an amount equal to
one-third of the amount of the 3tare. recordation tax collectible
for the State on the first recordation of each taxable instrument
in the Clerk's Office of the Circuit Court of Chesterfield County,
except no ta~ shall be collected in a case which the State recordation
tax ie specifically fifty Cents; and prescribing the,duties of the
Clerk ~fl the collection thereof.
BE IT ORDAINED BY THE BOARD OF SUPERVISORS OF CHESTERFIELD COUNTY
as follows:
Sec. 1. There is hereby imposed a County recordation tax in an amount
equal to one-third of the amount of the State recordation tax collectible for
the State on the first recordation of each taxable instrument; provided, no tax
be imposed under the Ordinance upon the recordation of any instrument in which
the State recordation tax is specifically fifty cents.
Sec. 2. That where a deed or other instrument conveys,covers 9r r~lat?s
to ropertv located pa~cly in Chesterfield County and partly in another ooun~y
or ~ity or in other Counties or Cities, the tax imposed under the authority
of this'Ordinance shall be compueted only with respect to the property located
in Chesterfield County.
Sec.3. The Clerk of the Circuit Court of this County collecting the
tax imposed under this ordinance shall pay the same into the tmeasury of this
County. For his services in collectin~ the tax i~posed by this Ordinance, the
Clerk shall be compensated by the County of Chesterfield out of the treasury
of this County in an amount of five (5) per cent of the local tax collected fr~a
the recordation of taxable instruments under this Ordinance.
. Sec.$. The Clerk of the ~ircuit Court of this CountF shall compile
and furnish the necessary information t~ the Board of Supervisors of this Count~'
so that the Board may, at least, semi-annually, pay into the ~reasury of the
City of Colonial Heights an amount equal to the recordation tax collected on
the recordation of instruments taxable under this Ordinance with respect to
propertF located in the City of Colonial Heights, less the proportional compen-~
sation paid by the County to the Clerk of the Circuit Court for his services
in collecting the same.
Bec.5. This Ordinance shall be in full force and effect on September8
1958, and thereafter.
This day Mr. Allan Fleischer and Mr. Ralph May came before the Board requestin~
the approval of a plan for the installation of sewers to the property known
as the Bliley Tract, lying east of the Forest View School. Mr. Fleischer
stated that the CitF of Richmond ~ngineering Department had tentatively approved
the ~lan;that his client would agree to enter into a contract with the County
similar to the contract for sewerage in the Southside Plaza.
Upon consideration whereof, and on motion of Mr.Britton, seconded by Mr. Driskt
it is resolved that this Board tentatively approve the plan~ and authorize the
County Engineer and the Executive Secretary to negotiate a contract with the
City of Richmond for a companion contract between the developer and the County:
for the Board's approval.
It is further resolved, that the Board would charge a ~250.O0 connection charge
for each house connected to said sewer lina,$1OO.00 of said charge would be a
credit to the developer to repay the cost of installing certain lines that
could be used by the future s~wer syste~ of the County.
It is further understood that the sewer rates are to be determined by the Board
Supervisors and subject to cha~e from time to time.
This daf Mr. William Walker came before the Board in behalf of the Chesterfield
Junior C_h~_~ber of Commerce, citing some of the plans and accmnplishments of the
said organization, and seeking the Board's a~proval of a ~ss Chesterfield"
Contest. Upon consideration whereof, and on motion of Mr. Goyne, seconded by
Mr.Driskill, it is resolved that the following resolution be and it hereby is
approved:
Whereas, the Board of Supervisors of Chesterfield County desires
that recognition be given to the talented and beautiful* young
women of the County; and
Whereas, the Annual Tobacco Festival held in Richmond, Virginia,
has been notably lacking in past years in not having a representative
of Chesterfield County as an e~trant; and
Whereas, the Chesterfield Junior Chamber of Commerce has exnressed
its willingness to sta~e a contest for the purpose of selectin~
a talented and beaut£ful youn~ woman resident of the County to
reprewent the County in the 1~5~8 Tobacco Festival in Richmond, Virginia.
Now, Therefore, Be it Resolved; That the Board of Supervisors of
Chesterfield County endorses the entry of Miss Chesterfield County
in the 1958 Tobacco Festival in Richmond, Virginia, and urges the
residents and civic 'organizations of the County to give their support
to the conSest staged by the Chesterfield Junior Chamber of Commerce
for the purpose of selecting ,Miss Chesterfield County of 1958".
This day the Executive Secretary read a letter from Nr.A.J.Mtlls to Mr. J.V.
Clarke, relative to the financial condition of the Highway fur~s in the County~
onsideration whereof, and on motion of Mr.Driskill, seconded by Mt.Hague,
UitP°~sCresolved that the Executive Secretary be and he hereby is requested to con.
tact Nr. Mills and seek an appointment with Er.F.A.Davis in an attempt to
clarify certain questions the County has concerning the possibility of securing
additi6nal funds to surface-treat subdivision re,ds.
On motion of ~r. Hagerman, seconded by ~r. Goyne, it is resolved that this Board
authorize the employment of Nr.A.C.Branch to be the Utility employee in the
Ettrick Sanitary District.
This day Mr. Painter, County Engineer, notified the Board that certain chan~es
in the proposed plan for installing sanitary sewers and' storm sewers at the
parking area'at the Courthouse were necessary,on motion of Nr. Goyne, seconded
by Mr. Hague, it is resolved that the County Engineer be and he hereby is
requested to negotiate the best possible price with the Garrett Construction
Company on the proposed changes.
On motion of ~r. Driskill, seconded by Mr.Britton, it is resolved that this
Board approve the plan and install water to the areas north of Wayland, which
plan would be via 3-acres, Bannister Road and to Westgate with an 8" line.
On motion of Mr.Hague, seconded by_Nr. Driskill, it is resolved that a standard
w~ter contract in the amount of ~2651.29 in the suUdivision of Seaton Acres
be and the same is hereby approved.
On motion of Mr.Britton, seconded by Mr.Driskill, it is resolved that a
standard water contract in the amount of $1806.25 for the Forest Hill Farms
Subdivision be and it hereby is approved.
This day the County Road Engineer in accordance with directions from this
Board made report in writing upon his examination of Richland Road, in the
subdivision of Richland Acres, in Dale ~agisterial District, which repeat
shows that in the opinion of the County Road Engine~. it is expedient that said
road be established'as a public road. Upon consideration whereof, and on
motion of Mr. Hague~ it isresolved that Richland Road, in Richland Acres
Subdivision, Dale District, be, and the same is hereby established as a public
road.
And be it further resolved that the Virginia Department of Highways be and it
hereby is requested to take into the State Secondary System, Richland ~oad
from a point on Rt.60~, ~42 of a mile northwest of the intersection with
Rt.651, and .~5 of a mile southwardly to a dead end. This road serves 6
houses.
And be it further resolved that the Board of Supervisors of Chesterfield Count2
guarantees a right of way of not less than 50 feet bo the Virginia Department
of Hihways for this road.

This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Arran Road and Hickory Road in
the Nottingham Subdivision, Section 3, Midlothian Magisterial District, which
report shows that in the opinion of the CountyRcad Engineer it is expedient
that said roads be established as public roads.
Upon consideration whereof, and on motion of Mr.Driskill, it is resolved that
Arran Road and Hickory Road in the Nottingham Subdivision, MidlothianDiB~rict,
be, and the same are hereby established as public roads.
And be it further resolved, thatthe Virginia Depar~nent of Highways be and it'

County of Chesterfield and E.Tucker Carlton for the drawing of plans for
the boiler room repairs, and upon consideration whereof and on motion of Mr.
Hague, seconded by Mr~.Hagerman, it is resolved that the contract be approved
and the Chairman and Clerk of this Board are authorized to sign said contract
s~Ject to the a~proval of the Commonwealth's Attorney.
This day the Executive Secretary reported that he had received a letter from
Mr. John Pershing, General Manager, Richmond-Petersburg Turnpike Authority,
which letter promised prompt attention to the draimge situation at the inter-
section of the Toll Road and Willis Road.
On motion of Mr.Goyne, seconded by Mt.Hague, it is resolved that the following
changes be authorized in thenew office building:
(1) Certain changes in the Judge's bench at a cost not to exceed
$200.oo.
(2) Certain other changes in the electrical work not to exceed
$3o0.oo.
On motion of Mr.Goyne, seconded by Mr. Hague, it is resolved that this Board
authorize the refund in the amount of $33.12 be made to Mr.E.W. Flora, which
amount is the difference in the corre£ted assessment on the property of the
Home Acres Subdivision.
On motion of Mr.Britton, seconded by Mr.Bague, it is resolved that an agreement
proposed by the Commonwealth's Attorney covering the indemnification of the
County in case there is a call upon the City of Richmond Fire Department by a
County business be sent to the various businesses requesting said service.

on the financial status of the Clerk of the Circuit Court for the year
