Board of Supervisors of Chesterfield
County, held at the Courthouse on
August 21, 1958, at 7:30 p.m.

This day Mr. Bernard Savage and Mr.Bruce Sowers appeared before the Board
seeking some relief on the necessity of runnin~ an 8" water line from Buford
Road, approximately 2000 feet westwardly to the new subdivision Brighton Green;
and it was generally agreed that Mr.Sowers, the subdivider, would pay for the
8" line and be repaid $$O.O0 per water meter connected to said line Or a line
running westwardly from this 8" ~A~er line, whichis the general COCA'ArM policy
at this time for repaying the extension of major ~Ater lines in the County.
This day Mr. and Mrs. Temple Rowe, Mr. Bacon and Mr. Olin Taylor, came before
the Board seeking a variance on a parcel of land west of the subdivision of
Brunning Dell, which was sold in violation of the subdivision ordinance.
Upon consideration whereof, and on motion of Mr.Brit~on, seconded by Mr.Goyne~i
it is resolwed that Mr. and Mrs. Rowe be granted a variance to build on said lot
provided a 10-foot widening of the existing right of way be granted.
On motion of Mr. Hagerman, seconded by Mr.Britton, ~t is resolved that a
variance be granted to Mr. T.B.Williams, to allow the construction of a garage
14 feet by 24 feet on the south side of Rt.668, and said garage will be used
as a residence not more than two years.
On motion of Mr. Hagerman, seconded by Mr.Goyne, it is resolved that this Board
grant a variance to Young Charlie Radford for the construction 4of a garage not
less than $ feet from the side line on Lot 45 of the W.E.Gill Estate on River
Road in Ma~oaca District.
On motion of Mr. Goyne, seconded by Mt.Hague, it is resolved that Mr. Broughtan
who ~esires to build a house on the land south of River Road and east of
Olive Hill Lane. be forced to conform to subdivision ordinance in the sub-
dividing of his property.
On motion of Mr. Hagerman, seconded by Mr.Goyne, it is resolved that this Board
grant a variance 'to Mr. Marek to construct bath facilities on a 5C-foot lot o~
the southeast corner of Rt.36 and Rt.721.
On motion of Mr. Britton, seconded by Mr. Hmgue~ it is resolved that this Board
allow the H.S.Realty Corporation, owned by Mr. William Maxey, to defer the
construction of a portion of Mapleste~ Lane and Epsilon Road in the subdivisien
of Staffordshire, north of Rt. 1~7, and todenosit with the County Water Depar~m~
sufficient funds to install water mains ih said roads, provided said construc%£¢
would be completed within a period of three years.
On motion of 1~. Goyne, seconded by Mr. Hagerman~ it Ss resolved that the
Executive Secretary be and he hereby is requested to write to Mr. C.W. Cunningha
citing the policy under which his water line was installed and when to expect
a 50% rebate.
On motion of Mr. Goyne, seconded by Mr. Hague, it is resolved that the Executive
Secretary and County Engineer contact School Board representatives as to their
participation in the cost of serving water to the Dyer School and Rt. ~10 School
This day the Sheriff of the County.met with the Board donc erning a plan for
transportin~ prisoners after the Police Department is moved to the new office
building, whic~ plan was acceptable to all concerned,and it was agreed that
the Commonwealth's Attorney and Executive Secretary present aa~d plan to the
Judge of Circuit Court.
On motion of Mr.Britton, seconded by Mr.Hague, it is resolved that the accoumt
of Mr. J.M.Wilkinson for the construction of subdivision lines be credited
with the amount the County will return to him for the installation of water
lines in Cedar F~rms, less 5% interest, provdded Mr. Wilkinson pays the re-
mainder within a reasonable time.
On motion of Mr.Britton, seconded by Mr. Hague, it is resolved that the Executive
Secretary be and he hereby is requested to write to the Burruss Lumber Company
requesting that they alleviate the smoke hazard on his lumber yard within a perle
of ninety days.
On motion of Mr. Hague, seconded by Mr. Britton, it is resolved that this Board
authorize the payment to Mr. John C. Gafford in the amount of $22.68 and Robert
and Audrey A.Shue, in the amount of $36.48, the same being erroneous assessments~
On motion of Mr. Britton, seconded by Mr. Hagerman, it is resolved that the name
of Lawson Street in Woodstock Subdivision be and it hereby is changed to Felton
Road.
This da? a brief discussion arose as to the policies for assignin~ insurance to
the various County buildings, and it was generally agreed that the matter be
discussed with Mt.Fisher Bruce and to include some of the other County Insurance
Agents.
On motion of Mr. Hagerman, seconded by Mr. Hague, it is resolved that the name
of James H. Marable be recommended to the Judge of the Circuit Court for
reappointment as Police Officerfor the County of Chesterfield.
On motion of Mr'. Hague, seconded by Mr. Britton, it is resolved that this Board
approve the plans for hard-surfacing the floor of the livestock buildings at a
price not toexceed $600.00, the County's share.
And be it further resolved that the Treasurer of the County be and be hereby
is requested to transfer $100.00 from the unappropriated surplus of the County
to 11~-215.
This day the Executive Secretary read a list of roads taken into the State
Secondary System, effective August 15, 19~8, w~ich are as foll~s:
Worthington F~r~s Subdivision- Andros Road - From a point on the sotu end
of Route 2'2~2,O.~+' mile $outh"'to Ludwig Road then 0.07 mile south to a turn
arOund. Length 0.11 mile.
Ludwi~ Road - From a point on Route 2262, 0.07 mile south of Route 2263 and
runnin~ west 0.07 mile to Pierpont Road then 0.06 mile west to Montague Road,
~hen 0.06 mile west to McDo~ell Road.
Pierpont Road..- From a point on Ludwiz Road 0.07 mile west of Route 2262,
0.06 mile South to a turn-around. Lenzth 0.06 mile.
Montague Road - From a point on Ludwig Road, 0.1t mile west of Route 2262,
and running 0."~5 mile south to turn around. Length 0.05 mile.
McDowell Road - From a point on Ludwig Road, O.19 mile west of Route 2262, 0.05
mile south t'0 a turn around. Length 0.05 mile.
This day the County Road Engineer in accordance with directions from this Board
made reoort in writing upon his examination of Ralph Road,&Andrws B~ve in
Shadowbrook Heights, Matoaca District, which report shows that in the opinion
of the County Ro~d Engineer it is expedient that said roads b e established.~
as public roads. Upon consideration whereof, and on motion of Mr. Hagerman,
it is resolved that Ralph Road and Andrews Drive in Sha~dwbrook Heights,
Matoaca District, be, and ~he same are hereby established as public roads.
And be it further resolvedthat the Virginia Department of Highways be and it
hereby is requested to take into the State Secondary System, Ralph Road, from
a point on Rt. 627, .5~ of a mile southeast of Rt.626, .08 of a mile eastwardly
to Andrews Drive, thence .16 of a mile eastwardly to Rosewood Lane, thence
.02 of a mile eastwardly to a dead end; Andrews Drive, from a point on
Ralph Road, .08 of a mile east of Rt.627, .09 of a mile southwardly to a dead
end; Andrews Drive, from a point on Ralph Road, .08 of a mile east of Rt.627,
.07 of a mile northwardly to a dead en~. These roads serve & houses.
And be it further resolved that the Board of Supervisors of Chesterfield County
guarantees a right of way of not less than 50 feet ~o the Virginia Department o~
Highways for these roads.
Dedication of said rights of way being recorded in Plat Book 10, page 64,
Chesterfield Courthouse, Virginia.
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Cliff Lawn Drive in the
subdivision of Fan Court, Bermuda Magisterial District, which report shows that
in the opinion of the County Road Engineer it is expedient that said road be
established as a public road. Upon consideration whereof, and on motion of
Mr.Goyne, it is resolved that Cliff Lawn Drive in Fan Court Subdivision,
Bermuda District, be and the same is hereby established as a public road.
And be it further resolved that the Virginia Department of Highways be and it
hereby is requested to tmke into the State Secondary System Cliff Lawn Drive,
from the nc~thern end of Rt.875, .07 of a mile northwardly to Banbury Road.
This is a connecting road.
And be it further resolved that the Board of Supervisors of Chesterfield County
guarantees a right of way of not less than 50 feet to the Virginia Depar$~ment
of Highways for this road Dedication of said road right of way being recorded

This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Hazen Road in the Village of
Bon Air in Eidlothian Magisterial District, which report shows that in the
opinion of the County Road Engineer it is expedient that said road be establish~i
as a public road. Upon consideration whereof, and on motion of Er. Driskill,
it is resolved that Hazen Road, in the Village of BonAir, be and the same is
hereby established as a public road.
And be it further resolved that the Virginia Department of Highways be and it
hereby is requested to take into the State Secondary System, Haxen Road, from a
point on Rt.678, .09 of a mile northwardly on Rt. 1706, .08 of a mile westwardlY
to Rt. 1703. This road serves 4 houses.
And be it further resolved that the Board of Supervisors of Chesterfield CoUnty
guarantees a right of way of not less than 50 feet to the Virginia Department
of Highways for this road.
Dedication of said right'of wav being recorded in Plat Book 3, paEe 65,
Chesterfield Court House, Virginia.
This day the County Road Engineer in accordance with directions from this Board~
made report in writing upon his examination of Brook Lane and Stebbins Street
in the subdivision of Chester,Bermuda Magisterial District, which report shows
that in the opinion of the County Road Engineer it is ~xpedient that said roads
be established as public roads. Upon consideration whereof, and on motion of
Mr. Goyne, it is resolved that Brook Lane and Stebbins Street, in Bermuda
District, be and the same are hereby established as public roads.
And be it further resolved that the Virginia Department of Highways be and it
hereby is requested to take into the State Secondary Sy,~tem, Brook Lane, from
a point on Rt.1522, .06 of a mile northeast of Rt.1530, ~.17 of a mile eastwardly
thence .06 of a mile eouthwardly to Stebbins Street; Stebbins Street, from the
intersection of Rt. 1522 and Rt. 1530, .12 of a mile eastwardly to Brook Lane.
These roads serve 2 houses.
And be it further resolved that the Board of Supervisors of Chesterfield County,~
guarantees a right of way of not less than 50 feet to the Virginia Department of
Highwavs for these roada. Dedication of said rightz of way being recorded in
Plst Book lC, Page 18, Chesterfield Court House, Virginia.
On motion of ~r. Britton, seconded by Er.Hague, it is resolved that the
Purchasing Agent be authorized to receive bids on radios for the Police Dept.
and two transmitters and a tower for the new Police radio frequency.
This day the hatter of a request for a donation to the Crippled Children's
Hospital came before the Board and it was generally agreed that the Executive
Secretary be requested to write to the officials of said Institution that this
was not a budgetary item and that requests would be considered periodically.
This day Mr.Britton, presented a silver trowel which has been used in the
cornerstone laying ceremony of the new office building, which ceremonies were
led by the various Masonic Orders in the County and had Be~nwidely attended
by citizens of the County. Upon consideration whereof, and on motion of
Er. Hague, seconded by Mr. Hagerman, it is resolved that this Board accept the
silver trowel with great aopreciation for the services of Mr. Britton and
others participating in said ceremony, and it was further resolved that the
Executive Secretary be requested to secure a suitable showcase for said
trowel and to locate same at an advantageous place in the new office building.
On motionof Mr.Hagerman, seconded by Mr.Britton, it is resolved th~ this
Board adiourn until Seotember 9, 1958, at 10:00 a.m.
