This day Mr. C.Wesley Cunningham and Jacquelyn W. Cunningham, his wife, came
befo re the Board and filed thai. r petition requesting that the Board abandon
under the provisions of Title 33-76.13-76.20 of the Code of Virginia of 1950,
that uhnamed street or road leading from Mid-City Road in a westerly direction
to the right of way of the Atlantic Coast Line Railroad Company past Mid-City
Station, and more particularly described in said petition; whereupon, on motion
of Mr. Goyne, seconded by Mr.Driski11, it is unanimously resolved:
1. That this Board do consider and act on the petition of
C.Wes1ey Cunningham and Jacquelyn W. Cunningham at its
regular meeting tobe held on November 11, 1958 at 10:00 a.m.
2. That the following notice be posted by the Sheriff of the
County at the front door of the Courthouse and on at 1e~st
three (3) p1~ces along the said road proposed to be abandoned
and tha t the p! ti tioner do cause said noti ce to be published
twice in the "News-Journal", a newspaper having general
circulation in the County. and a copy served on the Atlantic
Coast Line Railroad Company. said posting and publication
to be done at least thirty bO) days prior to November 11,1958.

The Board of Supervisors of Chesterfield County pursuant to the provisions
of Title 33-76J13 _ 76-20 of the Code of Virginia of 1950 as amended, hereby
gives notice to the public that it intends to consider at its meeting to be
held in its meeting room at Chesterfield Court House at lO:oo o'clock a.m.,
on Novemb er 11, 1958, and act on the petition of C .Wes1ey Cunningham and
Jacquelyn W. Cunningham that the Board of Supervis:>rs bandon that unnamed
stret or road leadiqg from Mid-City Road in a westerly direction to the
right of way of the Atlantic Coast Line RaUroad Company past Mid-City Station
This day Mr. Harman Conn came before the Board requesting improvements on
certain roads in the Chesterfield Manor Subdivision and presented checks in
the amount of $280.00 along with a promise from Mr.C.E. eurtis of $250.00,
all of which is to be used on the improvement of Prince George Road, Richmond
Street ani Bermuda Avenue in the Chesterfield Manor Subdivision. '
Upon consideration whereof, and on motion of Mr.Goyne, seconded by Mr. Britton
it is resolved that this Board request the Highway Department to improve
Prince George Road, Ricrmond Street and Be~uda Avenue in the subdivision of
Chesterfielq~Dor at a cost not to exceed ,1200.00.
On motion of Mr. Ha~erman, seconded by Mr. Goyne , it is resolved that this
Board request the Resident Engineer to investigate the drainage on Piedmont
Avenue, the s~e having been requested by petition signed by a number of
citizens in the area.
On motion of Mr.Goyne, seconded by Mr.Driski11, it is resolved that this Board
request the High way Department to investigate the inst~lation of a bridge
across the Brook on the northern end, same being at the northeastern end of
Rt.724, with the possibility of using a party of the Matoaca Bridge, the Canal
Br~e or the Bridge ac~oss Falling Creek at Jessup Road.

This day the Executive Secretary read a resolution from the School Board 1
requesting the State Highway Department to install traffic lights at the I
int'&rsection of Warwick Road and Rt.360, and at th.e intersection of Rt, 1 and 10
Whereupon Mr.Goyne read two editorials from the News Journal citing the need i
for traffic signals at the intersection of Rt. 1 ani lO and making an impassionei
plea to the Highway Department for further consideration on the hazardous!
conditions existing at the intersection of Rts, 10 and 1.
On motion of Mr. Goyne, seconded by Mr.Hague, it is resolved tnat this Board
request the Highway Department to carry out the promise made in July, 1958
by Mr.F .A. @avis to study the condit ions of this intersection when the Toll Road I
was opened, and to give serious consideration to the insta1~ion of traffic
signal ligh~s at th~s intersection.
This day the ExecutiveSecretary notified the Board that Lake Hills Road in the
Lake Lea Subdivision had been accepted by the State Highway Depirtment.
This day the County Road Engineer in accordance with directions from this
Board made report in writing upon his examination of Mt. Clair Road in the
Da1ewood Subdivision in Bermuda Magisterial Di~trict, which report shows that
in the opinion of the County Road Engineer it is expedient that said road be
estab1ishe d as a public road. Upon consideratiog. whereof, and on motion
of Mr.Goyne, it is resolved that Mt. Clair Road in the subdivision of Da1ewood,
Bermuda District, be and the same is her eby established as a public road.
And be it further resolved that the Virginia Department of Highways be and it
hereby is reque$ed to take into the State Secondary System, Mt. Clair Road in
the Da1ewood Subdivi aon, Bermuda Magisterial District, from a point on Rt. la,
.27 of a mile East of Rt. 616, ~J of a mile northeastwardly, thence .19 of a
mile eastwardly, thence .08 of a mile southeastwardly to a turn-around. This
road serves 13 houses.
And be it further resolved that the Board of Supervisors of Chesterfield County
guarantees a right of way of not le ss than 50 feet to the Virginia Department
of Highways for this road. Dedication of said right of way being reforded in
Plat Book 8, Page 22, Chesterfield Court House, Virginia.
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Thelma Avenue in the subdivision
of Laurel Branch Farms. Matoaca Magisterial District, which report who~s that
in the opinion of the County Road Engineer it is expedient that sa,id roads be
established as public roads. Upon consideration whereof, and on motion of
Mr.Hage.man, ati is resolved that Thelma Avenue in the subdivision of Laurel
Branch Farms, Matoaaa District, be, and the same is hereby estab1ishe~ as a
public road.
And beit further resolved that the Virginia Department of Highways be and it
hereby is requested to take into the StateSecondary System, Thelma Avenue, from
a point on Rt. 1106, .13 of a mile west ofRt. 1101, .19 of a mile to Peachtree
Street. This road serves a houses.
And be it further resolved that the Board of Supervisors of Chesterfield County
guarant$es a right of way of not less than 50 feet to the Virginia Department
of Highways for this road. Dedication of said right of way being reforded in

This day the application of Mr.Elton W.Ward, owner, dated August 4, 1958, for
the erection of a "e B Tool Shed" on Riverside Drive, Mid10thian District,
came before the Bcard,and it was noted that this property is soned Residential..l
and Section III of the Zoning Ordinance does not permit any classification 60r
the erection of a tool shed as a main building in an R-1 District, unless the
C B Tool Shed could be construed as a building to be used for agricultural

On motion of Mr. Britton, seconded by Mr.Goyne, it is resolved that this Board
approve the installation of water in a portion of WindllCitwview Subdivision and
allow Mr.W.L.S.Blankenship to have his water line installed privately.
On motion of Mr. Brit ton, seconded by Mr. Driskill , it is resolved that a standa
water contract for Wilkinson Terrace in the amount of $)475.50 be and it hereby
is approved.
On motion of Mr.Britton, seconded by Mr.Driskil1, itis resolved that a standard
water contract for McGuire Manor in the amount of $3742.~0 be and it hereby
is approved.
On motion of Mr.Driskill, seconded by Mr.Britton. it is resolved that a standa
water contract in Hobby Hills in the amount of $036.00 be and it hereby is
approved.
This day there arose a discussion as to the feasibility of installing tanks
in the Morrisdale area and at Chesterfield Courthouse and the feasibility
of moving tanks that are not presently in an operative location.
Action on this matter was delayed for further study.
On motion of Mr. Hagerman, seconded by Mr.Britton, it is resolved tmt the
County Engineer be and he hereby is authoriz ed to purchase a small trenching
machine from Mr.Morris at a price not to exceed $950.00.
On motion of Mr.Britton, seconded by Mr.Driskill, itis resolved that this
Board approve the change order in Contracts A-) and A-It in the amount of
$4384.53,
On motion of Mr.Driskill, seconded by Mr.Goyne, itis resolved that this Board
request the firm of R, Kenneth 'lleeks & Company to detennine the amount of
time in excess of the allowable time for the firm of Carper and Perryclear
to complete the project and to recommend to the Board the amount of liquidated
damages the County should receive.
On motion of Mr.Driskil1, seconded by Mr. Hagerman, it is resolved that the
County Engineer be and he hereby is authorized to attend a sewerage meeting
in Detroit, Michigan, on October 6-9, and the expenses of said trip be paid
from the General Fund of the County.
This day the Executive Secretary read a resolution frbm the County School Boar
citing the fact that said Board agreed to pay $3750.00 to the Utility Departme
for each of two schools served with water,name1y the Dyer Tract and the Lyttle
Tract.

Board accept the contribution of $7500.00 and agree to install water lines
on Rt. 10 to the main entrance of the Lyttle Tract and on Harrowgate Road
