This day a letter from Mr. S.D. May, State Highway Commissioner, was read for
the Board's hearing, which letter cited the fact that the total traffic at the
intersection of Rt. 1 and Rt. 10 had decreased some &7% and that if the traffic
light were placed at said intersection the delay in traffic would be increased
considerably. Whereupon, Mr. Goyne takes issue with the conclusions
of the letter and staSed that he wishes to make safe the intersection for the
existing traveling public. Upon consideration whereof, and on motion of Mr.
Goyne~ seconded by Mt. Hague, it is resolved that the E~ecutive Secretary write
to Mr. May, expressing the appreciation of the Board for his letter but stating
that the ~cunty still desires a lightat the intersection of Rt. 1~ and Rt. 10
so that the intersection in question can be made safe for the citizens of the
County traveling at said intersection.
This day a le~er was read from Mr.R.V.Lancaster, Resident En~neer, citing the
estimated cost of improving the Isaac ~alton Road.
Upon consideration whereof, and on motion of Mr.Goyne, seconded by Mr. Hague,
it is resolved that this ~atter be deferred until January l&, 1959.
This day D~.R.V.Lancaster, III Resident Engineer, appeared before the Board
and presented a sketch showing'the changes in the Primary and Secondary Road
Systems due to the relocation and construction on ~(t. 10, the same being
Project ~120-16-21-25, dated November 3, 1958, and upon consideration whereof,
and on motion of Mr. Goyne, seconded by Mr.Hague, it is resolved that the
following changes be and they hereby are approved:
1. Section 1, length .15 miles to be abandoned.
2. Section 2, length .88 miles to be transferred to the Secondady syste
3. Section 3, length .17 of a mile to he abandoned.
Section [~, length .08 of a mile to ~e added to the Secondary System.
5. Section 5, lerEth .09 :niles to be added to the Secondary System.
This day again the ratter of constructing sidewalks for the School children
tr;~velint along White, head Road to theRed .Jchool com~ before the Board, and, Mr.
Britton~ reported ~hat he had met with his Committee to investi~i, ate construction
of these sidewalks. Upon consideration whereof, and on motion of Mr.Brittom,
seconded by Mr. Driskill, it is resolved that this Board request the Highway
DeFnrtment to investigate the feasibility of widening Whitehead Road, I{~.6~5,
so that along cue shoulder there may be constr~cted a narrow path-way for
sedestrian travel. It is further reque~;ted that the policy of constructing
sidewalks be investigated in other counties.

to include in the project of widening Granite [load, the drainage problem along
l¥1cRae Road, at its intersection with Granite [~oad.

Upon consideration whereof, and on motion of Mr. Dri~ill, seconded by Mr.
Hagerman, it is resolved that said claims be and they hereby are ordered

This day the ~]ounty Engineer presented a standard water contract for Schmidt
and Wilson in theStratford }iills, Section L, in the amount of ~13,657.50.
Upon consideration whereof, and on motion of Mr. Britton, seconded by Mr.
Driskill, it is resolved that said contract be and it hereby is approved, and
the Chairman an~ Zlerk of said Board are authorized to sign same.

Chairman be appointed to represent the Board in meeting with Carper and
Perryclear to mediate the differences in water contract negotiations.

Engineer be and he hereby is authorized to investigate the problem of getting

On motion of Mr. Driskill, seconded by ~r. Britton, it is resolved that a variance
be grante~ to Mt.James S.Grissom for the construction of a dwelling within
14 feet of the north line of Lot 10~ Block C~ Section A, on the Plan of Wayland.
On motion of MroDriskill, seconded by ~r. Britton, it is resolved that this Board
grant a varianc~ to Mt. John R. McKensie for the construction of an addition to
his home facing Arran Road, so that the side lines w~ll not be less than 15 feet
on theWest side of Rt.l&?, said location being Lot ), Block K, Section ~ of

On motion of Mr.Hagerman, seconded by ~r. Goyne, it is resolved that this Board

On motion of Mr. Hagerman, seconded by Mr.Goyne, it is resolved that this Board
rant a variance to Mt.Davis Henshaw, to allow the construction of a dwelling

On motion of Mr. Hagerman, seconded by Mr. Goyne, it is resolved that this Board

On motion of Mr.Goyne, seconded by ~r. Hagerman, it is resolved that this Board

This day the Bui£dings and Grounds Committee made report in writin~ as to the
recommendations of the use of the Clerk's Office for the administrative offices
of the School Board. Upon consideration whereof, and on motion of Mr. Driskill,

of the Buildings and Grounds Committee and a~thorize the Executive Secretary
and CountyEn~ineer to proceed with the remodeling of the old Clerk's Off~ce
to be used by the 3choot Board, provided said plans meet w~th the approval of

award to ~r. Leo Myers, reDresentatlve of Nationwide Insurance Company, the
policy for the fleet insurance cf County-owned vehicles for the year 19~9,
for the sum of $7982.49, the same bein~ the only bid received for this coverage.
On motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that the
Executive Secretary be and he hereby is authorized to purchase from the Truck
Equipment Company on the Midlothian Yike, Pak-Mor refuse collection unit in
the amount of $3745.O0/

Rotor Company, nine (9) Ford police cars at the low bid price of $2215.59 each.

Motor Company, two (2) Ford truck chassis for the use of Chester and Matoaca

On motion of R~r. Driskill, seconded by Mr.Hagerman, it is resolved that th~
Buildings and Grounds Committee be and it hereby is requested to investigate
the site for a Count~' Garage.
This day, Elsie Hyde Overbey and the Trustees of St. Michael's Protestant
Episcopal.Church, Bon Air, Virginia, through their attorney, Mr. Gordon H.
Andrews, presented an instrument seeking the vacation of certain streets and
alleys which lie between First Street and Second Street and Pulliam Street and
~Ras Street in Blocks ll and l? in the plan of Bon Air Knolls; and
Whereas, it appears that the legal requirements for vacation of such streets an¢
alleys have been complied with, on motion of Mr. Driskill, seconded by Mr. Britto
it is resolved that this Board at>proves the vacation of the said streets and
alleys, such approval being given in accordance with Section 16-766.1 of the
Code of Virginia of 1950, as amended.
On motion of Mr. Driskill, seconded by Mr. Goyne, it is resolved that the
Executive Secretary be and he hereby is authorized to employ the services of
~anson Smith and Company to make certain improvements to the ceiling in the
furnace room~ in the old Court House buildinK, so that noise transmittinE
%o the Judge's chambers and the jury room would be lessened, said work to be
