held at the Courthouse on January 29,1959,
at 7:30 p.m.

This day the Executive Secretary re~d a report from the Director of the Welfare
and Institutions reporting on the Police lock,up of Chesterfield County,
which report is filed with the Board's papers.
On motion of M~.Driskill, seconded by Mr. Britton, it is resolved that the
Highway Dep~rtment be requested to install a culvert at the intersection of
Polk and McRae Streets in Bon Air, and charge same to the 3¢ Road Fund of the
County.
On motion of Mr. Driskill, seconded by ~%r. Britton, it is resolved that this
Board request the H~ghway Department to improve the remaining .8 if a mile
on t}~e Isaac '~alton Road by installing not less than seven turn-outs at a cost
not to exceed$700.OO, and charging same to the3¢ }toad Fund.
On motion of Mr. Hagn~e, seconded by ~r. Britton, it is resolved that the Executiw
Secretary be and he hereby i~'~ authorized to pav E.Tucker Carlton, Architect,the
amount of $875~.28, the same bein~ the remaining amount due on the architect's
fees on the new office building, and the Mott]ey Construction Company $37,565.6
the same being the remaining amount due to the general contractor on the
construction of the new ~ffice building.
On motion of Nr. Ha~ue, seconded by Mr. Driskill, it is resolved that this Board
approve the request of Mr.J.T.Rose, County Assessor, for two surplus police
cars to be used by the Assessor's Office.
On motion of Mr.Britton, seconded by Mr.Driskill, it is resolved that the
following resolution be adopted:
That the Board of Supervi~rs of Chesterfield Countv doth urge the
Members of the General Assembly of Virginia, now in soecial session,
to enact such laws as will hold the line a~ainst integration of the
races in the public schools of this Cormnonwealth.
Further, that this Board reaffirm its previous stand against the
usurpation of the State's sovereignty by the Supreme Court of
the United States and pledges to the Governor, the Honorable J.
Lindsay Almond, and to the Honorable A.J.Harrison,Jr., Attorne~
General of Virginia, its continuing support in this fight to
preserve constitutional government.
FURTHER, if it is necessary ia order to preserve segregation in the
public schools of this ~Commonwealth, that ~1 public schools in
this State be declared in vacation, or placed under the supervision
and control of the General Assembly until a plan can be devied to
preven~ integration of the races in our public schools.
)n motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that the
Executive Secretary be and he hereby is requested to write a letter to the
Personnel of the Welfare Department thankin~ them for the extra efforts in
the Christmas ba.%ket program and the cooperation given to the other agencies
of the County.
This day the County Road Engineer in accordancewith directions from this Board
made report in writing upon his examination of Tee Circle in Fairway Acres, Man-
chester Magisterial District, which report shows that in the opinion of the
County Road Engineer it is expedient that said road be established as a public
~oad. Upon consideration~whereof, and on motion of Mr. Britton, it is resolved
that Tee Circle in Fairway ~cres, Manchester District, be and the smne is hereby
established as a public road.
And be it further resolved, that the V~rginia Department of Highways be and it
hereby is requested to take into the State Secondarv System, Tee Circle in
Fairway Acres, from a point on Rt. 1821, .1 of a mile north of Rt.6OS, .O~ of
a mile westwardly to a turn-around. This road serves 2 houses.
And be it further resolved that the Board of Supervisors of Chesterfield County
guarantees a right of way of not less than 50 fe~t to the Virginia Department
of Highways for tbi~ road. Dedication of said right of way recorded in Plat
Book 8, page 203, Chesterfield Court House, Virginia.
This day the County Road Engineer in accordance with directions from this Board
made report in writin~ upon his examination of Darlington Road and Garthdale
Road in the Rock Spring Farms Subdivision, Dale Magisterial District, which
report shows that in the opinion of the County koad Engineer it is expedient
that said roads be established as public roads. Upon consideration whereof,
and on motion of Mt.Hague, it is resolved that Darlington Road and Garthdale Roac
in Rock Spring Farms Subdivision, Dale Distr~ct, be and it hereby is requested
to take into the State Secondary Sy rem, Darlington Road, from a point on Rock
Spring Drive, .08 of a mile west of Catterick Road, .16 of a mile northwardly
to Cattarick Road; Garthdale Road, from the end of maintenance on Rock Spring
Drive, .20 of a mile northeast to Catterick Road. These roads serve 7 houses.
And be it further resolved that the Board of Supervisors of Chesterfield County
guarantees a right of way of not le~s than 50 feet to the Virginia Department
of Highways for these roads.
Dedication of said rights of way recorded in Plat Book 9, Page 139, Chester-
field Court House, Virginia.
On motion of Mr. Ha~ue, seconded by Mr. Britton, it is resolved t~lat the Treasure
of the Uounty be and he hereby is requested to transfer from the unappropriated
surplus of the County's General Fund:

This day a short discussion arose on the possibility of locating a dump on the
Shoosmith property. It was generally agre~d that the Execut~e Secretary
attempt to ascertain the number of loads of trash tnt could possibly be
deRosited in such an area.
Th~'s day a short discussion on Civil Defense arose.
This day Mr.Pain~er, County Engineer, presented mhange order No.2 of Carper and
Pe~ryolear in the amount of$32~1.42.
On motion of Mr. Brit ton, seconded by Mr. Driskil~, it is resolved that the
following standard water contracts be and they hereby are approved:
