On motion of Mr.Hagerman, seconded by Mr.Horner, it is resolved that this Board request the Highway Dep~rtment to hard-surface Oakland Avenue and ch~ rge same to the 3¢ Road Fund of the County. And be it further resolved, that the citizens of the area of Oakland ~venue be requested to pay one-half the cost of hard-surfacing the street. The water problem on Oakland Avenue was discussed and it was generally concluded that the County was proceediny] with its negotiations in a satisfactory manner which would insure the improvements of the water system in the very near future. This day the Executive Secretary read a letter from Mr.S.D.May,Commis~oner, Virginia Department of Highways, in which letter he thanked the Board of Supervisors for ~s letter concerning the financial condition of the Secondary Roads and assured the Board that this matter would receive full consecration b the Highway Commission, whic~ letter was ordered received and filed. This day there was presented the proposed Interstate and Primary Construction Fund Bgdget for the fiscal year 1959-~60, which budge~ for the fiscal year 1959-'60, which budget was ordered received and filed. Britton, seconded by Mr. Goyne, the following resolution is adopted: WHEREAS, the untimely death of ~.A.J.Mills has left the District Engineer's position vacant in the Richmond DistrictOffice; and WHEREAS, Mr.C.F.Kellam, lives in the Count~ of Chesterfield and has been the Resident Engineer for the County of Chesterfield and also the Assistant District Engineer; and WHEREAS, Mr. Kellam knows the problems of Chesterfield and the surroundi~ counties and knows well the County road systems; and WHEREAS, this Board feels that ~. This day the problem of drainage from Rt. 10 in Chester southwardly through the property owned by Mr.R.S.Good%~n came before the Board and the Executi~ Secretar read'a letter from Mt.Lancaster to Mt.Mills citing the situation as the Highway views it. Upon consideration whereof, and on motion cf Mt. Hague, seconded by I~r. Hagerman, it is resolved thaz the County Road Committee meet with Mr. Kellam to ascertain the proper solution to this problem. And be it further resolved, that the Executive Secretary write a letter to Mr. Kellam requesting an interview, sending a copy to Mr. Soodwyn. This day a resolution ~as passed by the Board of Supervisors of the County of Albemarle was read before the Boar~, which resolution requested the State Highwa Department and the Governor of Virginia to put more emphasis on the rural roads and the farm-to-market roads. On motion of Mr. Driskill~ seconded by Mr. Britton, the following resolution is adopt ed: RESOLVED, That the Board of Supervisors of Chesterfield County, Virginia, expresses, its sympathy to LEAH ItEYNOLDS MILLS, widow of ADDINGTON JOHN MILLS, at the passing of ADDINGTON JOHN MILLS, on April 3, 1959. His many years of devoted public service to the good people of Chesterfield deserve the admiration of all. The excellent highways enjoyed by all throughout the County are a constant reminder and tribute to his unfailing endeavors in the cause of helping his fellowman. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of Whitlone Drive and Westower Drive in the subdivision of April Acres in Mancheste~ Magisterial District, which report shows that in the opinion of the County Road Engineer it is expedient that said roa~ be established as a public road. Upon consideration whereof, and on motion of Mr.Britton, it is resolved that Whitlone Drive and Westower Drive in the subdivision of April A~r~, Manchester District, be, and the same are hereby established as public roads. And be it further resolved, that the Virginia Department of Highways be and it hereby is requested to take into theState Secondary Road System, ';~hitlone Drive, from a point on the southern end of Rt. 1937, .05 of a mile southeastwardl to Rt. 1949; Westower Drive, from the intersection of Whitlone and Westower Drive, .03 of a mile eastwardly to a dead end. And be it further resolved that the Board of Supervisors of Chesterfield County guarantees a right of way of not less than 50 feet to the Virginia Department of Highwavs for this road. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of McDowell Road in Worthington Farms Subdivision, Sections C and E, in Manchester Magisterial District, which report shows that in the opinion of the County Road Engineer it is expedient that said road be established as a public road. Upon consideration whereof, and on motion of Mr. Britton, it is resolved that McDowell Road in Worthin.~on Farms Subdivision, Manchester District, be, and the same is hereby established a public road. And be it further resolved, t~at the Virginia Department of Highways be and it h~ is requested to take into the Secondary Road System, MmDowell Road, from the intersection of McDowell Road with Holiday Road, .08 of a mile southwardly to its intersection with Ludwig Road. This is a connecting road. Reconvening: This day Mr. M.H.Boyd comes before theBoard requesting the rezoning from Residential-2 to General Business of a parcel of land in Bermuda Magisterial District, fronting 400 feet on the Willis Road and extending southwarRly 600 feet, said parcel being adjacent to and west of the Toll Road, and it was noted that R~.Boyd had previously requested a Use Permit to build a motel on said property and the consideration of said Use Permit had been deferred to this date. Mr.Boyd states that he wishes to withdraw the request for a Use Permit previously submitted to this Board. Upon consideration whereof,~ and on motion of Mr. Goyne, seconded by Mt. Comes also Mr. Roy Goyn% stating that an entrance ramp will be built on the west side of the Toll Road. leading southwardly and an exist ramp will be built on the east side of the Toll Road from ~he south. Comes also, Mr. John Pearsall saying that the Toll Road Authorities were not in azreement ~ the hatter of building a ramp. Mr. Pearsall presents a petition ~ich purports to be 2~ of the property owners in the area and wishes to talk concerning the zoning of Mr. Boyd and Hr. McDonald's property. Whereupon, the Chairman requests the reading of Mr. John McDonald's request. This day Mr. John McDonald comes before the Board requesting the rezoning from Residential-2 to Ge~ral Business of a parcel of land frontin~ 525 feet on the Willis Road and extendinE northwardly 190 feet alone the east line of Rt.1626, and also extending northwardly 71, O feet alone the west line of the Toll Road. ~r. ~cDonald states that he had talked with Mr. Pershing of the Toll Road Authority and has talked to the Blythe Brothers to secure an estimate of the pri ta construct said ramps and states further that Southern Naterials and the R~ynolds Company are both interested in having these ramps installed and that with the connection of Interstate 95, more traffic will be channeled on the Toll Road passing this property. Whereupon, Mr. John Pearsall s~ates that this is spot zoninz, that additional tax revenues from the proposed motels is a short-sigh~d stand. Mr. Pearsall presents a petition which purports to have 20% of the property owners surrounding this property. This day Mr. John Thomas, representing Mr.A.K.Leake comes before the Board requestinz a variance to allow the remodeling of an existing building for dwelling purooses, aud Whereas, there seems to be some misunderstandinE concerning this situation, upon consideration whereof, and on motion of Mr. Hague, seconded by Mr. Goyne, it is resolved that this m~tter be deferred for 30-days. O~motion cf Mr. Britton, seconded by Mr. Driskill, it is resolved that the Executive Secretary be and he hereby is authorized to have advertised, at the Board's request, the rezoning to Residential-l, certain properties in and around Westover Gardens Subdivision. On motion of Mr. Britton, seconded by *"~r. Driskill, it is resolved that the ExecutiveSecretary be and he hereby is authorized to have advertised for rezoning to Residential-2 certain areas around the Hey Road. Thisday there arose a discussion as to the requested increase in the salaries of the election officials and it was agreed that this matter would be deferred until the next meeting of this Board.
