This day Mr.Britton gives the invocation.
This day a delegation from Oakland Avenue comes before the Board presenting a
check for $750.00, which sum is the citizens one-half of the cost of hard-
surfacing said road. Capt. Holsey presents the check tothe Board requesting
that the work be done as soon as possible.
This day the Executive Secretary presented bid~ for the grandstand proposed to
be built at the County Fair Grounds, and the apparent low bid was presented
by J.W.Enochs for the entire stand in the amount of $109,400.OO.
Comes also, Mr.A.L.Davis asking certain questions as to the feasibility of
constructing a stadium at this time at the Court House. Comes also, Mr.B.W.
Davis who asked the question,"Should not the money be spent on building
playgrounds for young people throughout the County, rather than one large
facility at the Court House ", and citing the fact that numerous citizens hre
agalns~ the proposed construction of a stadium.
Upon consideration whereof, and on motion of Mr. Driskill, seconded by Mr.
Britton, it is resolved that this m~ter be delayed until the June 19th meeting.
On motion of ~r.Britton, seconded by Mr.Driskill, it is resolved that this Board
request the Highway Department to take into the Secondary System of roads:
Boroughbridge Road,from the end of maintenance northwestwardly to the Keswick
Road, and to hard-surface said road at a cost not to exceed $500.00.
This day the County Road Engineer in accordance with directions from this Board
made reoort in writing upon his examination of Simons Drive in Wilkinson Terrace
in ~4anchester Magisterial District, which report shows that in the opinion of th
County Road Engineer it is expedient that said road be established as a public
road. Upon consideration whereof, and on motion of Mr. Britton, it is resolve~
that Simons Drive in the Wilkinson Terrace Subdivision, in Manchester Distr'ict,
be, and the same is hereby established as a public road.
And be it further resolved that the Virginia Department of Highways be and it
hereby is requested to take into the Secondary Road Syste, Simons Drive, in
the~ subdivision of Wilkinson Terrace, .1 of amile from the intersection of
Sherman Road northwardly to a dead end. ~his road serves 8 houses.
And be it further resolved, that the Board of Supervisors of Chesterfield County
guarantees a right of wav of not less than 50 feet to the Virginia Department
of Highways for this road. Dedication of said right of way recorded in Plat
Book ~, pages 284-286,Chesterfield Court House, Virginia.
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Travlor Drive, Margate Drive,
Kettering Drive, Wainfleet Drive, and Apache Read in the Traylor Estates,
Section A, in Midlothian Magisterial District, which report shows that in the
opinion of the County Road Engineer it is expedient that said roads be establish
as public roads. Upon consideration whereof, and on motion of Mr.Driskill,
it is3r~sO~ved that Traylor Drive, Margate Drive, Kettering Drive, Wainfleet Dri%
and Apache Road, be, and the same are hereby established as public roads.
And be it further resolved that the Virginia Department of Highways be and it
hereby is requested to take into the Secon~ry Road System, Traylor Drive, from
the Intersection of Garfield Road and Traylor Drive, .14 of a mile northwardly
to Kettering Drive, thence .08 of a mile northwardly to Margate Drive, thence

Britton, that this Board request the Highway Department to improve Buford
Road from Rt.60 to Rt. 1~,7.
On motion of Mr. Driskill, seconded by Mr.Hague, it is resolved that this Board
request the Highway Department to investigate Locust Drive in Avon Park,
Mtdlothian District, and to give the price on improving said road from Robtous
Road to its end.
This day there was presented to the Board copies of the Seco~:ary Road allocatio]
for the year 195/-'60 and also copies of the final allocations for Primary
Construction Funds for the year 1959-'60.
This day Mt. James Goodwyn comes before the Board complaining about the decision
to charge him with the full cost of hard-surfacing the parking lot, east of
Wilson's store, Upon consideration whereof, and on motion of Mt. Hague,
seconded by Mr. Hagerman, it is resolved that this work be accomplished at a
cost of one-half to Mr. Goodwyn and one-half to the Countv, this includes the
cost of the curbing along the County's sidewalk.
On motion of Mt. Hague, seconded by Mr. Hagerman, it is resolved that this Hoard
request the Highway Department to construct the curb and hard-sur£ace the
parking lot east of Wilson's Store at 6hesterfield Court House, as per the
agreement.
WHEREAS, Chesterfield County has been notified that the Highway Department had
tentatively agreed that funds from the Industrial Road Fund would be allocated
for the improvement of Rt.608, runnin~ eastwardly from Rt. i to the Reynolds
Aluminum Plant, the district of 0.60 mile, provided the right of way could be
secured for the widening of said road; and ~.
WHEREAS, the right of way for the improvement of Rt.608 is being acquired;
NOW, THEREFORE, BE IT REZOLVED, on motion of Mr. Hagerman, s4conded by Mr. Driskil
that this Board of Supervisors guarantees the Highway Department a 50-foot
unobstructed right of way from Rt. i to the Reynolds Aluminum Plant alorg
Rt. 608; and the moving of utilities whichwill fall in the construction area
will be done at no cost to the Highway Department.
This day the Executive Secretary read a letter from Mr. Albert T. Harris, Virginia
State College, inquiring about the possibility of constructing a sidewalk on
River Road, between Third and Fourth Avenues, and it was generally agreed that
the Highway Department would investigate and estimate the cost of this improvemen
On motion of Mr. Hagerman, seconded by Mr. Driskill, the following resolution is
adopted:
WHEREAS, Route 600 in Chesterfield County ~etween the Appomattox River and Route
36 was recomtructed and relocated in accordance with the plans and specification
of Project 0600-020-025 and
WHEREAS, this construction brought about certain changes in the Secondary System
as to the disposition to be made of the old road;
NOW, THEREEOHE, BE IT RESOLVED: That the following changes be made in the
Secondary System as shown on a sketch proposed by the Department of Highways
dated March 2, 1959, subject: Changes in Secondary System due to Relocation
and Construction on Route 600, Project 0600-020-025.

This day Mr.C.F.Kellam, Assistance District Engineer, Virginia Department of
Highways comes before the Board presenting five railroad intersections at which
the'Railroads are requesting some signals,which signals will be approximately
$18,O00 to $20,000 each. Upon consideration whereof, and on motion of Mr.
Driskill, seconded by Mt. Hague, it is resolved that this Board request the
Highway Department to submit a program of its Federal Aid Expend~ures and
suggestions as to the necessity of the Railroad s~gnal lights.
This day Mt.White, Attorney, comes before theBoard requesting a variance for
Mt. John E.Beppert, of 1709' Grandview Drive, and also for Mr. Herbert L. Garrett,
at 1707 Grandview Drive. Mr.'~nnite requests for Mr. Heppert a 10-foot easement
and for Mr.Garrett a 1-foot easement. The two houees being side by side
and the variance is necessary because of certain zoning changes being made after
the construction of the first house.
This day Mr.Featherston comes before the Board seeking a building permit on -
Iddian Spring Branch Road, an improperly recorded subdivision in Dale District,
lying north oF Rt. 611. Since the subdivision is improperly recorded and since
the right of way from Rt. 611 to said subdivision is on an easement across
private property; upon consideration whereof, and on motion of Mr. Hague, seconded
by Mr.Driskill, it is resolved that ~r. Featherston be requested to secure a
50-foot right of way from Rt. 611 to the subdivision.
The Board duly considered the annual budget for the Operation of the Utilities
Department cQmpiled ~t, rs~nt to Sec. 61~ of the Resolution authorimin~ the '
issuance of $$,000,000 Water Revenue Bonds of the County heretofore adopted, the
same having b eon duly advertised for a public hearing on this date according
to the terms of said resolution and accordingly, on motion of Mr.Drtskill,
seconded by Mr.Bagerman, the annual budget for the operation of the Utilities
Department for the fiscal year, 1959-'60 is prepared for fiscal and informative
purooses and adopted pursuant to the terms of the said resolution.
The ExecutiveSecretary, in accordance with law, submitted a budget for the
County for the fiscal year beginning July l, 1959 and ending June 30, 1960 for
informative' and fiscal planning purposes only. Accordingly, on motion of
Mr. Drtskill, Seconded by M~.Hagerman, the Executive Secretary is directed te
have a brief snypp~iso?of~: the budget published in a newspaper having general
circulation in the County for informative and fiscal planning purposes o~ly,
at least seven days prio~ to June 19, 1959, which date, at 8:00 o'clock p.m,
at the Meeting Room of the Board of Supervisors at Chesterfield Court House,
Virgi nia, is s et for a public hearing for any citizen of the County to attend
and state his views thereon.
On motion of Mt.Hague, seconded by Mr.Driskill, it is here~y determine~ by this
Board that appropriations to various departments of the County for the fiscal
year 1959-'60 will be made on a monthly basis, The various departments
heads are requested to submit to the Executive Secretary of this Board an
of the amount of funds needed for the operation of their department for the next
ensuing month on the day before the second Wednesday ~f each month of said
fiscal year. The needs for the month of July, 1959, shall be submitted to the
Executive Secretary on or before June 19, 1959.
This day the Executive Secretary presented certain petitions on R$s. 1001,
Rt.707 andRt.695, in the F~tdlothian area, said petitions complaining about
the dust and the mud and it was generally agreed that the Highway Delmrtment
would be ~equested to investigate these three roads.
This day Mr. Thomas H.Bullock ~omes before the Board requesting a Use Permit
to build a three-unit anaremtn house in Bermuda Magisterial District, fronting
175 feet en the Cen~ralia Road, being Rt~ l&&, and extending northwardly137 fee
said parcel being Lots 13 ah$ough 19, Block 2, Crescent Park Subdivision, and
there appearing no opposition to this request, upon consideration whereof,
and on motion of M~.Goyne, seconded by N!r. Driskill, it is resolved that the
Use Permit on the aforedescribed parcel of land to construct a three-unit
apartment house be and the same is hereby granted.
This day Mrs. Viola H. Reams comes before the Board seeking to rezone from
Agriculture to General Business. a ~arcel of land in Manchester Magisterial
District, fronting 418 feet on Rt.360 and extending northwardly 235 feet,
said parcel being at the intersection of Rt.60 and Bryce Lane, and there a
no one to oppose this request; upon considerationwhereof, and on motion of
Mr.Driskill, seconded by Mr.Goyne, it is resolved that the af~edescribed parcel
of land be and it ~ereby is rezoned for General Business purooses.
This day Mr.R.L.Hamm, comes before the Board requesting the rezoning from
Residential-2 to General Business of a parcel of land in Manchester District,
fronting 100 feet on Meadow Lane and'extending 242 feet, said ~arcel being
725 feet west of Old Broad Rock Road, and there appearing no one in opposition
to this request, and upon the agreement by the applicant, the request is
reduced to a Use Permit, and on motion of Mr. Driskill, seconded by Mr.Hagerman,
it is r~solved that a Use Permit be granted for the constr~ction and operation
of a green house not to exceed 60C-square feet and no signs on the afore-
described parcel of land.
This day Mrs. C.A. Harris comes before the Board requestin~ a Use Permit to
operate a Beauty Shop on a parcel of land in Manchester Magisterial District,
fronting 102 feet on the Hey Road and extendfng northwardly 200 feet, said
parcel being 565 feet west of Old Broad Rock Road. There appearing no one in
opposition to this request; upon consideration whereof, and on motion of Mr.
Driskill, seconded byMr.Hagerman, it is resolved that a Use Permit for the
operation of a Beauty Shop be and it hereby is approved, subject to the erection
of no signs and no advertising lights.
This day Nits. FrankCampagnone comes before the Board requesting the rezoninm
from Agriculture to General Business of a parcel of land in Dale Magister~el
District, f~mnting 300'feet on the Swift Creek and extending eastwardly
approximately 200 feet, said parcel being 700 feet west of the Branders Bridge
Road, and comes also Mr. Chas. Padera complaining about the location of the
proposed dog kennel to the detriment of his property. It was generally
agreed that the zoning request be reduced to that aef a Use Permit for a dog
kennel at its present location. Upon consideration whereof, and on mbtion
of Mr. Hague, seconded by Mr.Goyne, it is resolved that this Board grant a
Use Permit for a dog kennel at the present existing location.
This day Mr.C.F. Moss comes before the Board, requesting the rezoning from
Agriculture to General Business of a parcel of land in Manchester M~gisterial
District, fronting 384 feet on Rt.360 and extending lll feet southwardly along
the Turner Road, and there appearing no one in opposition to this request; upon
consideration whereof, and on motion of Mr. Driskill, seconded by Mr. Goyne. it is
resolved that the aforedescribed parcel of land be and the same is hereby
rezoned for General Business purooses.
This day ~4r.C.J.Miller comes before the Board requesting the rezoning from
Agriculture to Residential-2 of a perfel of land in Bermuda Magisterial District
fronting 700 feet on the Harrowgate Road and extending eastwardly approximately
1300 feet, said parcel being i mile south of Rt. 1520.
There appearing no one in opposition to this request, on motion of Mr. Goyne,
seconded by Rtr.Driskill, it is resolved that the aforedescribed parcel of land
be and it hereby is rezoned to Residential-2.
This day Mr.D.C.Childress and Mr.G.L.Maddrea, being reoresented by Mr. Ebel,
come before the Board seeking the rezoning from Residential-2 to General
Business of a parcel of land ~n Manchester Magisterial District, fronting
150 feet on the Belt Boulevard, and extendinz northwardly 300 feet, said parcel
being 1290 feet northwest of ~t.360. There appearing no one to oppose this
request, upon consideration whereof and on motion of Mr. Driskill, seconded by
Mr. Goyne, it is resolved that the aforedesc~bed parcel of land be and it hereb
is rezoned for General Business purposes.
This day Mr. Milton J.Branch, being reoresented by Mt. John Thomas,Atty.,comes
before the Board requesting the rezoning from Residential-2 to General Business
of a parcel of land in Manchester Magisterial District, frontin~ 260 feet on
Granite Road and extending northwardly 217 feet, along the east line of Rt.892.
Comes also, Mr.A.F.Taylor, presemting a petition signed by several people in
the area opposing this request. Upon consideration whereof, and on motion
of Mr. Driskill, seconded by Mr.Goyne, it is resolved that the aforedescribed
parcel of land be and it hereby is rezoned for General Business purooses.
This day Mr.J.J.McDonald, Jr., being reoresented by Mr.R.Pinkney Sowers, comes
before ~he Board requesting the rezoning from Residential-2 to General Business
of a ~.6 acre parcel of land in Bermuda Magisterial District, fronting 12~ feet
on the Willis Road and extending northwardly 762 feet along the west line of
the Richmond-Petersburg Toll Road.
Mr. Irvin Horner states he has business interests on the Toll Road and
withdraws from the discussion of this zoning case. On motion of l~r. Hague,
seconded by Mr.Goyne. it is resolved that Mr. Driskill act as temporary
chairman.
'-~r. Sowers cites the fact that Mt.McDonald has a commitment from a Bank for a
loan and showed the proposed layout of a motel ~n the site saying that the
motel and restaurant will cost approximately $500,000.
Mr. John Pearsall comes before the Board representing the opposition in the
case, saying that this is spot zoning and that said request should be turned
down on the same grounds as a previous request had been denied.
Upon consideration whereof, and on motion of Mr.Goyne, seconded by Mr.Hague,
it is resolved that the aforedescribed pa rcelof land be and it hereby is
rezone d to General Business. It is here noted that there were no dissenting
VOteS.
On motion of Mr.Driskill, seconded by Mr. Hage~man, it is resolved that this
Board approves the plan of allowing the developers to install meters in the
subdivi~on of Westover Manor, having the County So furnish all materials and
the subdivider would install said meter at an approximate cost of $29.50 and
pay to the County $80.50, provided contract be drawn by and approved by the
Commonwealth's Attorney.
The ~mtter of sewer charges were discussed, particularly in the subdivision of
Westover Manor, and it wa~ generally agreed that the sewer charges would start
when the water meter is installed.
On motion of Mr. Driskill, s~conded by Mr. Goyne, it is resolved that a change
order in the amount of $7356.51, with the English Construction Company in
the construction of an addition to the filter plant be and the same is hereby
aoproved.
On motion of Mr. Driskill, seconded by Mr. Goyne: Be itResolved, by the Board
of Supervisors of the County of Chesterfield, Virginia, in regular meeting
assembled, that the Chairman of said Board be and he hereby is authorized to
enter into an agreement with the Atlantic Coast Line Railroad Company, and to
si~ same on behalf of said County whereby the said Railroad Company gives
and grants unto said County the right or license to install and maintain for
the purpose of a sanitary sewer, a line of 10-inch cast iron pipe across the
right of way and under the ~ain tracks of the Railroad Company at or near
Richmond, Virginia, at a point 1670 feet northwardly, measured along the
center line of the Railroad Company's northbound main track, from mile Post l,
as particularly described in said agreement, which agreement is dated Nay 19,
1959, a copy of which agreement is filed with thisBoard of Supervisors of
Chesterfield County, Virginia.
On motion of Mr. Driskill, seconded by Mr. Hagerman, it is resolved that a
standard water contract for in,ailing a water line in Stratford Hills,
Section U, in the amount of $6207.50 be and the same is hereby approved.
On motion of Mr. Driskill, seconded by ~.Hague, it is resolved that this Board
establish a charge of $175.00 per sewer connection for the Faye Realty Corporatic
in the Westover Manor Subdivision, it being understood that the sewer lines place
in public streets would be maintained by the contractor for a period of one year
after which the County would assume full responsibility for the maintenance of
said lines.
On motion of Mr. Driskill, seconded by Mr. Goyne, it is resolved that the matter
of vacating a part o~ the subdivi~on plat of BonAir Hills, requiring the
subdivider to put in a public water supply, be referred to the County Engineer
for a complete study of the needs of the area, the estimated cost of installing
the necessary facilities and recommendations on how to accomplish the desired
results.
On motion of M~.Driskill, seconded by Mr.Hagerman, it is resolved that this
Board grant to Mr.A.D.Blankenship residing on the Robious Road, a 5-foot varianc
on his side setback line to allow the addition of one room to his residence.
On motion of Mr. Driskill, seconded by Mr. Hagerman, it is resolved that a
variance be granted to Mr.A.W.Grandis on Lot 5, fronting on C Street in non Air
to allow the construction of a dwelling not less than 17 feet from the side
property line.
On motion of Mr.Driksill,a~conded by Mr. Hagerman, it is resolved that a variance
be granted to Mr.I.P.Tardy, residing at 4607 Brc~ d Rock Road, for the enclosure
of a side porch which is ~ feet from his side property line.
On motion of Mr. Goyne, seconded by Er.Hague, it is resolved that this Board granl
to the Bellwood Drive-In-Theater, the right to have a pyrotechnic display on
July 4, 1959, and on Labor Day, Sept.7, 1959, provided the necessary precautions
are taken.
On motion of Mr. Hague, seconded by Mr. Goyne, it is resolved that this Board
recommends to the Jud2e of Circuit Court, the Honorable William Old, that
Major C.W.Smith, be appointed Chief ~f Police of Chesterfield County Police
Department, for one year beginning July l, 1959.
On motion of Mr. Driskill, seconded by Mr. Goyne, it is resolved that the Board
recommends to the Judge of Circuit Court, the Honorable William Old, that
Joseph E.Gettings be appointed Dog Warden for Chesterfield County for one year
beginning July l, 1959.
On motion of Mr. Driskill, seconded by Mr. Goyne, it is resolved that this Board
record its endorsement and support to the citizens of the non Air area in their
request for the Federal Postal Authorities for a Post Office in non Air to
preserve the identi~y of the area and to serve more adequately the expandinm
population.
On motion of Mr. Hagerman, seconded by Mr. Goyne, it is resolved that the Executiv
Secretary be and he hereby is requested to purchase two (2) Motorola radios
for the Auxiliary Police units and twenty-one (21) additional badges for the
Auxiliary Police Uni~ .
