Outdoor recreational facilities are planned. PLANNING COMMISSION RECOMMENDATION RECOb~END APPROVAL SUBJECT TO THE CONDITIONS ON PAGE 1. STAFF RECOMMENDATION Recommend approval for the following reasons: The proposed uses are accessory to permitted indoor recreational facilities. As such, the uses will provide a service to area office development and employees. Properly conditioned, the outdoor facilities will not adversely affect area development. (NOTE: THE CONDITIONS NOTED WITH "STAFF/CPC" WERE AGREED UPON BY BOTH STAFF AND THE COMMISSION. CONDITIONS WITH ONLY A "STAFF" ARE RECOMMENDED SOLELY BY STAFF. CONDITIONS WITH ONLY A "CPC" ARE ADDITIONAL CONDITIONS RECOMMENDED BY THE PLANNING COMMISSION.) CONDITIONS (STAFF/CPC) 1. The following conditions notwithstanding, the plan titled: "Robious Sports & Fitness Club," dated June 6, 1986, shall be considered the Master Plan. (P) (STAFF/CPC) 2. The proposed pool shall be screened from view of public roads and adjacent properties. In conjunction with final site plan review, a screening plan shall be submitted to the Planning Department for approval. (P) (NOTE: Except as stated herein, all conditions of Conditional Use Planned Development 84S109 remain applicable.) O with Conditional Use Planned Development 1.6 acres Vacant North - A with Special Exception, and 0 with Conditional Use Planned Development; Public/semi-public or vacant South - 0 with Conditional Use Planned Development; Hotel East - 0 with Conditional Use Planned Development; Vacant West - 0 with Conditional Use Planned Development; Vacant 12 inch public water line is located along Koger Center Boulevard. Developer must extend water line along Center View Drive. Use of public water intended. Lies in Falling Creek sewage drainage area. Trunk sewer line located approximately 500 feet south of request parcel. Use of public sewer intended. Drainage and erosion control plans must be approved by Environmental Engineering. Conditions of the schematic plan approval for the indoor facility require that storm sewer and a detention basin be installed, prior to issuance of a building permit for the request site. This detention basin will be located within the Koger Center boundaries. Midlothian Fire Station, Company #5. At present, fire service capability is adequate. Office - 2 --']6S083/BSJUN6/JULY23N Transportation: The trip generation for the proposed facil- ity is within the scope of the anticipated trip rates for the approved office park development, as outlined in the traffic analysis, submitted at the time of rezoning for the Koger Center. DISCUSSION On August 22, 1984, the Board of Supervisors, upon a favorable recommen- dation by the Planning Commission, rezoned the request parcel and sur- rounding properties to the south, east, and west to Office Business (0) with a Conditional Use Planned Development. Subsequently, on April 15, 1986, the Planning Commission approved the schematic plan for Robious Sports & Fitness Club to allow for the construction of an indoor racquet club with related facilities. The applicants are currently requesting an amendment to the Conditional Use Planned Development to permit outdoor recreation facilities as acces- sory uses to the indoor recreational club. If approved, the facility would include outdoor tennis courts, a fitness court, jogging course, outdoor practice court, swimming pool, and trail to Huguenot Park. The outdoor uses would be compatible with surrounding development. Conditions imposed at the time of the original rezoning and the subse- quent schematic plan approval for the indoor recreation facility address most of Staff's concerns. At the time of schematic approval, the Commission allowed for a reduction in the number of parking spaces required from 359 to 170 spaces. An additional twenty-eight (28) spaces are proposed in conjunction with the outdoor facilities. These additional spaces are sufficient to handle the increase demand expected as a result of the outdoor recreation facilities. Whereas, the screening and landscaping conditions previously imposed by the Commission and Board ensure a quality development, additional screen- ing should be provided around the perimeter of the pool area to ensure privacy for those utilizing the pool and also minimize distraction for motorists (Condition 2). Such screening would be consistent with require- ments for the hotel pool located to the south. (Condition 2) CASE HISTORY Applicant (6/9/86): A revised Master Plan for the proposed facility was submitted. The revised plan relocates the outdoor fitness court, tennis courts, practice courts, and jogging course from the center and east sides of the site to the north side of the site, closer to Huguenot Park property. Further, the outdoor pool has been moved away from the intersection of Koger 3 86S083/BSJUN6/JULY23N Center Boulevard and Center View Drive to the east side of the proposed building. The revised plan was reviewed and Staff finds it to be a better site design than depicted on the original Master Plan. Specifically, the outdoor activities are now located such that future office development within the Koger Park will not be affected. Further, the outdoor facil- ities are now in close proximity to Huguenot Park. Condition 1 was amended to accommodate the revised Master Plan. It should be noted that site plans must include landscaping plans for the perimeter and interior of the parking areas, per the conditions of zoning for the Koger Center. Also, a sign package must be submitted for approval prior to erecting any signs. Planning Commission Meeting (6/17/86): On motion of Mr. Cowan, seconded by Mr. Belcher, the Commission recom- mended approval of this request subject to the conditions on page 1. AYES: Messrs. Miller, Belcher, Cowan, and Rowe. ABSENT: Mr. O'Connor.
