A fibre optics repeater station is planned. PLANNING COMMISSION RECOMMENDATION RECOMMEND APPROVAL SUBJECT TO THE CONDITIONS ON PAGE 1. STAFF RECOMMENDATION Recommend approval for the following reasons: A. The proposed land use is compatible with the adjacent railroad use. Be Through the Conditional Use process, the Commission and Board may impose conditions which minimize the visual impact of the facility from Old Lane. (NOTE: THE CONDITIONS NOTED WITH "STAFF/CPC" WERE AGREED UPON BY BOTH STAFF AND THE COMMISSION. CONDITIONS WITH ONLY A "STAFF" ARE RECOMMENDED SOLELY BY STAFF. CONDITIONS WITH ONLY A "CPC" ARE ADDITIONAL CONDITIONS RECOMMENDED BY THE PLANNING COMMISSION.) CONDITIONS (STAFF/CPC) 1. The following condition notwithstanding, the plan prepared by Baker and Associates, dated February 19, 1986, shall be considered the plan of development. (P) (STAFF/CPC) 2. Evergreen shrubs, having a sufficient density and height to minimize the view of the use from Old Lane, shall be installed along the southern perimeter of the facility. In conjunction with the submission of final site plans, a detailed landscaping plan depicting this requirement shall be submitted for approval. (P) GENERAL INFORMATION Location: North line of Old Lane, approximately 800 feet west of Chester Road. Tax Map 97-2 (1) Seaboard Railroad Right of Way (Sheet 32). Property drains under Old Lane to Great Branch. While existing site is sparsely covered with vegetation, there are no erosion problems. Chester Fire Station, Company #1. At present, fire service capability is adequate. General Plan (Central Planning Area Land Use and Transpor- tation Plan - Proposed): Transportation: Light commercial/agricultural The proposed use will have a minimal impact on area traffic patterns. DISCUSSION A Conditional Use is requested to allow the construction of an above ground utility structure. Specifically, fibre optic repeater station for a telecommunications system is proposed. The facility will consist of two (2) above ground structures; a generator shelter (8'xlO'), and an equipment shelter (ll'xla'). In addition, underground fuel storage will be located on site to serve the generator. The equipment area will be enclosed by an eight (8) foot high security chain link fence. The request parcel is owned by the Seaboard Systems Railroad and is located immediately adjacent to the existing rail line. The area is characterized by scattered single family residential development with a predominance of unimproved or vacant agricultural land. 2 ~6S087/BSJUN6/JULY230 The Central Plannin~ Area Land Use and Transportation Plan, as recom- mended by the Planning Commission, proposes light commercial uses to the east and medium density residential development to the west. The pro- posed use will have a minimal impact on the immediate area and is compat- ible with existing and anticipated future area development. Staff has recommended that shrubs be planted along the southern perimeter of the use to minimize the view of the facility from Old Lane. (Condition 2) CASE HISTORY Planning Commission Meeting (6/17/86): On motion of Mr. Miller, seconded by Mr. Rowe, the Commission recommended approval of this request subject to the conditions on page 1. AYES: Unanimous.
