APPLICANT & CASE NUMBER: MALIBU GRAND PRIX, INC. - 78S200
REQUEST: Rezoning from Residential (R-7) to General Business (B-3)
and Conditional Use to operate outdoor/indoor recreational facility
(1/2 mile track for 3/4 scale Formula I type vehicles and electronic
games).
GENERAL LOCATION: Clover Hill Mag. Dist.; property fronts east line
of Starview Lane and located approximately 300 feet north of its
intersection with Cloverleaf Drive. Tax Map 29-2 (1) Parcel 21
(Sheet 9).
SUBJECT PARCEL: 10.38 acres, zoned Residential (R-7) and vacant.
ADJACENT PROPERTY: Zoned Res (R-7).

UTILITIES, SOILS, DRAINAGE AND EROSION, EASEMENTS: Public water is
available to serve property; 8" water line is located at C10ver-
leaf Mall, approximately 700 feet northwest of property.
Property located in Falling Creek sewage drainage area. Public
sewer is available to serve property; trunk sewer located along
Pocoshock Creek.
Soils are sandy loam, nearly level to gently sloping and under present
conditions, have only slight chance for erosion. Soils are fair for
proposed use if sewer is used; however, the soils are poorly suited
for septic tank and drainfield. More than 50% percent of parcel has
poorly drained wet soils. Construction of roadways without use of
quality fill will be difficult.
Water and sewer easements will be required.
Parcel located in Pocoshock Creek drainage area. Due to topography
and soil conditions, drainage and erosion problems are anticipated
during construction. Prior to clearing or construction, site plan and
an erosion control plan must be approved by County.
PUBLIC FACILITIES: Property will be served by Manchester Fire Station,
Company Number 2. Fire service capability adequate to serve property.
TRANSPORTATION AND TRAFFIC: Vehicular movements will be distributed
over Starview Lane and Cloverleaf Drive which are 30 foot rights-
of-way and in'poor to fair condition. Site distance at Cloverleaf
Drive and Starview Lane should be improved. Drainage easements
must be provided for existing culvert under road.
Highway Department's 1977-1976 Primary and Secondary road average
daily traffic counts are shown on attached map.
LAND ASSESSMENT: Appraised value - $40,000. For most part, homes
in area are older homes and have an average value of $25,000 to
$30,000. Proposed use may have adverse effect on adjacent residential
property.
GENERAL PLAN:Multi-family residential use.
DISCUSSION: Applicants plan to lease property from Ann E. Gresham,
property owner. Applicants plan to build a skilled driving course
on site. The race track will be approximately one half mile in length;
cars will be 3/4 scale Formula I type powered by rotary Wankle
engines. There will also be indoor electronic games available
for patrons use. See attached site plan and elevation drawings.
Staff is of the opinion that the proposed use will be compatible
with existing and projected land uses in the area provided that
conditions relative to road improvements, buffering and aestitics
are imposed. Such conditions would insure proper site development
and protection of adjacent land use.
In assuring the impact of this use, the existing road conditions
of Starview Lane and the sight distance problems at the intersection
of Cloverleaf Drive and Starview Lane are of major concern. Staff
is of the opinion that with the anticipated traffic generated
by the proposed use, certain improvements to Starview Lane will be
necessary in order to provide proper access to the property.
It should be noted that the site plan, as submitted does not meet
the required parking setbacks from Starview Lane. In addition,
the Zoning Ordinance requires that a minimum of one (1) parking
space per each 100 square feet of gross floor area be provided;
it appears that the plan as submitted also does not meet this
requirement.
STAFF RECO~.4ENDATION: Recommend approval of the rezoning and Conditional
Use ~ubject to the imposition of the following conditions:
1. This Conditional Use shall be limited to the operation of an
outdoor race track and electronic games located within an amusement
center.

2. A fifteen (15) foot buffer shall be provided along the east,
west, south and north property lines. This buffer shall be composed
of a combination of existing vegetation and additional planting
of evergreen trees and shrubs in cleared areas of 300 square feet
or greater. Within this buffer, the construction of any structures,
parking or other facilities shall be prohibited; however, a security
fence may be installed within these buffers. A single access drive
shall be permitted through the western buffer.
3. Thirty (30) feet of right-of-way measured form the centerline
of Starview Lane shall be dedicated to and for the County of
Chesterfield free and unrestricted for the entire length of the
parcel. This dedication shall be accomplished prior to the issuance
of any building permit.
4. The applicants shall place plant mix (per VDH&T standards) from
the intersection of Cloverleaf Drive and Starview Lane northwardly
to a point parallel with the north property line of the parcel.
5. The applicants shall also slope the existing bank line at the
intersection of Starview Lane and Cloverleaf Drive, thereby pro-
viding better sight distance. This shall be to VDH&T specifications.
6. Prior to the release of a building permit, detailed site plans
shall be submitted to the Division of Development Review for approval.
