GENERAL LOCATION: Clover Hill Magisterial Dist.; property fronts south line of Valencia Road and located approx 480 feet east of its intersection with Newbys Bridge Road. TM 50-12 (4) Glen Wood,, Section C, Block F, Lot 6 (Sheet 14). SUBJECT PARCEL: 0.50 acres, zoned Res (R-9) and occupied by single family dwelling. ADJACENT PROPERTY: Zoned Res (R-9) and Agri (A). Residential use or vacant. UTILITIES, SOILS, DRAINAGE AND EROSION: Public water is available to serve property; 8" water line located along Valencia Road and on-site. Property located in Falling Creek sewage drainage area; trunk sewer located on-site. Soils are sandy loam, gently sloping and under present conditions, have only slight chance for erosion. Soils are fair for pro- posed use. Property located in Licking Creek drainage area. Prior to clearing or construction, site plan and erosion control plan must be approved by County. PUBLIC FACILITIES: Property will be served by Manchester Fire Station, Company Number 2. Fire service capability adequate to serve property. ~- ,~ TRANSPORTATION AND TRAFFIC: Vehicular movements will be distri- buted over Valencia Road which is adjacent to property. At present, Valencia Road is not in State system. Highway Depart- ment's 1976 Primary road average daily traffic counts are-shown on attached map. LAND ASSESSMENT:. Appraised value - $9,000. Use may have nega- tive real estate value effect on surrounding residential property. GENERAL PLAN: Residential use. DISCUSSION: Applicant, who is. property owner, requests Conditional Use for Planned Development to permit warehousing in garage on property. Applicant is purchasing the, property and plans to build home approx. 12,000 square feet. The home will be rented. On rear of property he will build 26 x 26 foot garage in which to store materials such as trim stoves, dishwashers and other building materials which he will use at other construction sites. He states that garage will be insulated in order to sound proof; and built of same materials as single family dwelling. See attached site plan. Staff is of the opinion that properly operated, and with reason- able controls, the use contemplated by the applicant should offer no detriment to either the lot in question or adjacent residential properties. The use should go virtually unnoticed provided that all activity is confined to the interior of the garage to be erected and further provided that hours of operation are reasonable. STAFF RECOMMENDATION: Approval of this Conditional Use Planned Development is recommended. subject to the imposition of the following conditions: 1.
