GENERAL LOCATION: Dale Magisterial Dist.; property fronts west
line of Strathmore Drive and located approx 570 feet north of its
intersection with Stanwix Lane. TM 53-10 (1) Parcel 10-1 (Sheet 16).
SUBJECT PARCEL: 0.75 acres, zoned Res (R-7) and vacant.

UTILITIES, SOILS, DRAINAGE AND EROSION: Public water may not be
feasible; 12" water line located 400 feet north of property at
intersection of Strathmore and Salem Street.
Property located in Falling Creek sewage drainage area. Public
sewer is available to serve property and located along Strathmore
Road.
Soils are sandY loam, gently sloping and under present conditions,
have only slight chance for erosion. Soils are well suited for
proposed use if sewer is used. Parcel may be to small to support
septic tank and drainfield system for two dwellinqs. Soils are
considered conditional for drainfields and well suited for
foundations.
Property located in Falling Creek drainage area. At present, there
are no on or off-site drainage problems. Prior to clearing or
construction, site plan and erosion control plan must be approved
by County.

buted over Strathmore Road which is adjacent to property. Strath-
more Road is 50 foot wide right-of-way and in good condition.
Highway Department's 1977-1976 Primary and Secondary road average
daily traffic counts are shown on attached map.
LAND ASSESSMENT: Appraised value - $3,680. Use should not have
adverse effect on adjacent and area property values.
GENERAL PLAN: Single family residential use.
DISCUSSION: Applicant requests Conditional Use to construct one
duplex unit on property belonging to LaVerne Cole. He states
that if this request is granted, he will purchase the property.
See attached site plan.
The area encompassing the subject parcel has been developed with
a mixture of single family, multi-family and duplex units. Staff
is of the opinion, therefore, that this request should have no
adverse impact on the area provided conditions are imposed
insuring compatibility.
STAFF RECOMMENDATION: Recommend approval subject to the imposi-
tion of the following conditions:
1. The following conditions, notwithstanding, the site plan pre-
pared by Robert M. Blankenship, III, dated October 3, 1978, and
submitted with the application shall be considered the plan of
development for ~is parcel.
2. The structure to be erected on the parcel shall be of brick
or brick veneer construction and have an architectural style
compatible with the structures located in the area.
3. A landscaping plan shall be submitted to and approved by the
Division of Development Review prior to the issuance of a building
permit.
4. Ail driveways and parking areas shall either be paved or
graveled.
