STAFF REPORT DATE: Novmmber-R~7-~9~-~C~C~ December 13, 1978 (BS) APPLICANT & CASE NUMBER: POCONO CIVIC ASSOCIATION - 78S205 REQUEST: Conditional Use for recreation facility. GENERAL LOCATION: Clover Hill Mag. Dist.; property fronts along west line of Pocono Drive and located opposite its intersection with Aldersmeade Road. T.M. 17-15 (1) Parcel 2 (Sheet 8). SUBJECT PARCEL: 5.13 acres, zoned Res (R-15) and vacant. ADJACENT PROPERTY: Zoned Res (R-15) and Res (R-7)o or vacant. Residential use UTILITIES, SOILS, DRAINAGE AND EROSION: Public water is available to serve property,12" water line is located along Pocono Drive on site. Property located in Pocoshock Creek, Falling Creek sewage area. Sewer is on-site and available to serve property. Soils are land wet and sandy loam, gently sloping to steep and under present conditions, have only a slight chance for erosion. Soils are poorly suited for proposed use due to wetness and flood hazard. Soils on steep slopes above 100 Year Flood Plain subject to severe erosion hazards during cut and fill operation. Parcel located in Pocoshock drainage area. Due t© topography, there are on-site drainage problems and off-site sediment problems. Prior to clearing or construction, a site plan and an erosion control plan must be approved by County. PUBLIC FACILITIES: Property will be served by Midlothian Fire Station, Company Number 5. Fire service capability considered adequate to serve property. TRANSPORTATION AND TRAFFIC: Vehicular movements will be distributed over Pocono Drive which ~s adjacent to property. Pocono Drive is 60 foot right-of-way and in fair condition. Entrance to property must be located to obtain maximum sight distance. Highway Depart- ment's 1977-1976 Primary and Secondary road average daily traffic counts are shown on attached map. LAND ASSESSMENT: Appraised value - $235,460. Use should not have adverse effect on adjacent and area property values. GENERAL PLAN: Single family residential use. DISCUSSION: Applicants, who are the property owners, request a Conditional Use to permit an outdoor recreational facility. The facility will provide recreational activities such as a swimming pool, tennis courts, basketball courts, meeting facilities and a picnic area to be used by the membership. See attached site plan. Applicants state that this prOject will benefit all members of the community by providing needed recreational facilities, and enhance property values without creating a burden on County facilities. Staff believes that the most important factor to consider in this request is providing of adequate buffering and screening between the proposed recreational facilities and adjacent single family dwellings. Without adequate buffering, adjacent property owners could be subject to various types of nuisances such as noise, light and trespass. Staff has reviewed the site plan submitted with the application and is of the opinion that the property is being overdeveloped. There is not sufficient area to support all of the proposed facili- ties, reasonable buffering and required off-street parking. The applicants should consider reducing the size of some of the facili- ties. In view of this, if the applicants intend to provide all of the facilities indicated they should acquire adjacent undeveloped land. In cleared area of 200 square feet or 9reater, there shall be planted evergreens having an initial height of 4 feet. 2. A minimum of one parking space shall be provided for each four persons of pool capacity (Note: Pool capacity is based on 12 persons per diving board plus one person per each 27 square feet of swimming area, plus 1 person for each 10 square feet of wading area) and four spaces for each basketball and tennis court. These spaces shall either be paved or graveled. 3. Ail outdoor lighting shall be designed so as not to project light into adjacent property. 4. The hours of operation shall be limited to Sunday through Thursday from 8:00 a.m. until 9:00 p.m. and Friday through Saturday, 8:00 a.m. until 12:00 p.m. 5. This Conditional Use shall be limited to the construction of a pool, 2 tennis courts and a basketball court. 6. Only one sign, not to exceed eight (8) square feet in area, shall be permitted. This sign shall not be illuminated nor shall it be luminous. A rendering of the sign shall be submitted to the Division of Development Review for approval. 7. No buildings or swimming pool shall be located within the 100 Year Flood Plain. 8. Prior to obtaining a building permit, the applicants shall submit detailed site plans to the Division of Development Review for approval. CASE HISTORY CPC 11 21 78 Recommended approval of a Conditional Use to permit a recreational facility subject to imposition of Conditions #1 thru #8 as stated above.
