EVERYDAY EXCELLENCE 34 35 Dr. Casey recognized Ms. Katie Cominsky as the recipient of 36 the Everyday Excellence Award for her many efforts to maximize 37 and grow the county’s social media platforms. WORK SESSIONS 53 54 4.A. TEEN SUMMIT AND MODEL COUNTY GOVERNMENT UPDATE 55 56 Ms. Emily Ashley, Director of Community Engagement and 57 Resources, provided information relative to the Teen Summit 58 and Model County Government Day. On February 24th, Chesterfield 59 participated in the 2nd annual RVA Teen Summit. 600 high school 60 students from the Richmond Region participated in the event at 61 24-43 DRAFT 3/13/2024 the Richmond Convention Center. The summit was designed to 1 connect students in a safe place to speak out and have their 2 voices heard. Following in the heels of the Teen Summit, the 3 county hosted Model County Government Day. PROPOSED FY2025 BUDGET PRESENTATIONS 18 19 4.B.1. FIFTEEN-MINUTE CITIZEN COMMENT PERIOD ON UNSCHEDULED 32 MATTERS 33 34 Ms. Roxana Paduretu Williamson, Ms. Richele Barone and Ms. 35 Joan Woods expressed concerns about the current ordinance in 36 place to stop criminals from conducting illicit activity at 37 massage businesses. 38 39 40 7. EXPERIENCE CHESTERFIELD UPDATE 3 4 Mr. J.C. Poma, director of Sports, Visitation, and 5 Entertainment, accompanied by Ms. Karen Webb, president of the 6 Chesterfield Chamber of Commerce, and Ms. Amy Dufour, board 7 chair of the Chesterfield Chamber, provided details relative 8 to the relaunch of Experience Chesterfield, the first annual 9 Chesterfield Restaurant Week and the Chesterfield Outdoor 10 Festival. 11 12 13 10.B. POLICE CHIEF COMMENTS 14 15 Dr. Casey announced that last week Police Chief Col. Katz is 16 retiring effective May 1. He stated Chief Katz, who was sworn 17 into office in January 2018, has accepted a position with the 18 Federal Bureau of Investigation as an instructor assigned to 19 the Training Division’s Leadership Development Unit. 20 21 Board members commended Col. Katz for his tremendous 22 achievements and efforts for the citizens of Chesterfield 23 County during his tenure as Police Chief. 24 25 26 10.C. OTHER COUNTY ADMINISTRATION UPDATES 27 28 • Major James Pritchett provided details relative to the 29 passing of retired Judge Fredrick Rockwell’s beloved dog 30 Boon and his honorable service. 31 32 • Dr. Casey announced staff will hold a series of budget 33 town hall meetings to gather community feedback on the 34 proposed budget. He noted the annual budget public hearing 35 will be held during the evening session of the March 27th 36 Board meeting. 37 38 39 11. BOARD MEMBER REPORTS 40 41 Board members announced and provided details of several 42 community meetings and county-related events they attended 43 recently. 44 45 46 12. RESOLUTIONS AND SPECIAL RECOGNITIONS 47 48 12.A. RESOLUTION RECOGNIZING MS. MELANIE Y. MEADOWS, 49 CHESTERFIELD COUNTY TREATMENT COURTS, UPON HER 50 RETIREMENT 51 52 Dr. James Worsley introduced Ms. Melanie Y. Meadows, who was 53 present to receive the resolution. 54 55 On motion of Mr. Holland, seconded by Dr. Miller, the Board 56 adopted the following resolution: 57 58 WHEREAS, Ms. Melanie Y. Meadows, will retire from 59 Chesterfield County Treatment Courts on April 15, 2024, after 60 providing 32 years of dedicated service to the citizens of 61 Chesterfield County; and 62 24-46 DRAFT 3/13/2024 WHEREAS, Ms. Meadows began as juvenile probation officer 1 in Chesterfield County in 1991 and then advanced to intake 2 officer and intake supervisor; and 3 4 WHEREAS, Ms. Meadows became the Program Administrator in 5 2000 for Virginia Juvenile Community Crime Control Act (VJCCCA) 6 programs embedded in the Juvenile Probation Department and was 7 instrumental in planning and implementation of the 8 Chesterfield/Colonial Heights Juvenile Drug Court between 2001 9 and 2003; and 10 11 WHEREAS, Ms. Meadows having been identified as a candidate 12 for higher leadership completed Leading, Educating, and 13 Developing (LEAD) in 2009 and in 2011 became the Administrator 14 for both the Adult Drug Court and the Juvenile Drug Court; was 15 instrumental in efforts with the Commonwealth’s Attorney’s 16 Office in 2021 in the planning of the Chesterfield Veterans 17 Treatment Docket and, in 2023 full approval was received from 18 the Supreme Court of Virginia to operate a Chesterfield 19 Veterans Treatment Court and opened as a pilot in October 2023; 20 and 21 22 WHEREAS, Ms. Meadows led efforts for Chesterfield County 23 in 2014 when the Juvenile Drug Court was one of 12 juvenile 24 drug courts in the country to be selected to participate in a 25 National Learning Collaborative for a 2-year project; has 26 served on the faculty for the National Treatment Court 27 Institute (formerly known as National Drug Court Institute) 28 since 2014 and was invited in 2018 to be a member of the 29 National Judicial Opioid Task Force; and 30 31 WHEREAS, Ms. Meadows was a member of the Statewide Drug 32 Court Advisory Committee and continues to be an active member 33 of its subcommittees and has held leadership roles in the state 34 drug court association and served as Board member for the 35 Virginia Summer Institute for Addiction Services (VSIAS); and 36 37 WHEREAS, Ms. Meadows assisted in the development and 38 continued operation of the Court Clinician embedded in the 39 courthouse and serving the General District and Circuit Courts; 40 helped staff the Chesterfield/Colonial Heights Drug Court 41 Foundation; provided a leadership role on the Chesterfield 42 Substance Abuse Steering Committee; actively engaged in the 43 Building Bridges/COSSAP Grant Projects originating out of the 44 Sheriff’s Department; and 45 46 WHEREAS, Ms. Meadows has a culmination of 39 years in the 47 justice system; has been blessed with opportunities to develop 48 programs and services; formed significant and lasting 49 relationships; afforded a multitude of opportunities to be 50 involved in valuable projects and committees that resulted in 51 both personal and professional growth. 52 53 NOW, THEREFORE, BE IT RESOLVED that the Chesterfield 54 County Board of Supervisors, this 13th day of March 2024, 55 publicly recognizes Ms. Melanie Y. NEW BUSINESS 24 25 13.A. CONSENT ITEMS 26 27 13.A.1. ADOPTION OF RESOLUTIONS 28 29 13.A.1.a. RESOLUTION RECOGNIZING MS. CYNTHIA C. HARRIS, 30 MENTAL HEALTH SUPPORT SERVICES, UPON HER 31 RETIREMENT 32 33 On motion of Mr. Carroll, seconded by Mr. Ingle, the Board 34 adopted the following resolution: 35 36 WHEREAS, Ms. Cynthia Harris retired from Chesterfield 37 County Mental Health Support Services on March 1, 2024, after 38 providing outstanding service for 33 years; and 39 40 WHEREAS, Ms. Harris was hired on February 25, 1991, as a 41 switchboard operator and was the first and only front desk 42 receptionist for the department at the time; and 43 44 WHEREAS, Ms. Harris received a job reclassification on 45 February 10, 1993 to Customer Service Representative to 46 encompass all of the duties she was performing; and 47 48 WHEREAS, Ms. Harris received a First Choice Award on May 49 12, 2000, for her exemplary job performance, customer service 50 to individuals as well as providing training and support to 51 agency staff; and 52 53 WHEREAS, Ms. Harris was recognized in both February 2004 54 and July 2007, by the Mental Health Support Services Executive 55 Director for her work on special projects and training new 56 hires as well as her proficiency with Excel and PowerPoint; 57 and 58 59 WHEREAS, Ms. Harris in July 2004 moved to the MHSS Intake 60 program; and 61 62 WHEREAS, Ms. Harris was promoted to Senior Customer 63 Service Representative in July 2008; and 64 24-48 DRAFT 3/13/2024 WHEREAS, Ms. Harris was instrumental in managing schedules 1 for the Intake program, providing training to staff, meeting 2 with clinical supervisors on a quarterly basis and serving on 3 interview panels as part of staff recruitment efforts; and 4 5 WHEREAS, Ms. Harris received a Chesterfield County 6 Celebrating Success Award in July 2015 for her contributions 7 in the development and implementation of the Same Day Access 8 program; and 9 10 WHEREAS, Ms. Harris consistently performed her duties 11 professionally and with exceptional compassion and will be 12 greatly missed by individuals and staff alike; and 13 14 NOW, THEREFORE BE IT RESOLVED, that the Chesterfield 15 County Board of Supervisors, this 13th day of March 2024, 16 publicly recognizes the outstanding contributions of Ms. 17 Cynthia Harris and extends appreciation, on behalf of its 18 members and the citizens of Chesterfield County, 19 congratulations upon her retirement, and best wishes for a 20 long, happy, and healthy retirement. 21 22 AND, BE IT FURTHER RESOLVED that a copy of this resolution 23 be presented to Ms. Harris and that this resolution be 24 permanently recorded among the papers of the Board of 25 Supervisors of Chesterfield County, Virginia. 26 27 Ayes: Holland, Miller, Ingle, Schneider and Carroll. 28 Nays: None. 29 30 31 13.A.1.b. RESOLUTION RECOGNIZING MS. CHERYL I. BROWN, 32 MENTAL HEALTH SUPPORT SERVICES, UPON HER 33 RETIREMENT 34 35 On motion of Mr. Carroll, seconded by Mr. Ingle, the Board 36 adopted the following resolution: 37 38 WHEREAS, Ms. Cheryl Brown retired from Chesterfield County 39 Mental Health Support Services on March 1, 2024, after 40 providing outstanding service for 28 years; and 41 42 WHEREAS, Ms. Brown began her public service with 43 Chesterfield County on February 12, 1996, when she was hired 44 by the Mental Health/Mental Retardation/Substance Abuse 45 Department as a Senior Office Assistant; and 46 47 WHEREAS, Ms. Brown continued her public service with 48 Chesterfield County on August 3, 1998, when she was promoted 49 within the MH/MR/SA department to Data Entry Operator in the 50 MIS program, providing technical support to all MHSS staff; 51 and 52 53 WHEREAS, Ms. Brown on November 5, 2005, was again promoted 54 to Principle Account Clerk in the Accounts Receivable program; 55 and 56 57 WHEREAS, Ms. Brown provided a high level of customer 58 service when working with county customers and fellow 59 employees, including researching Medicare claim denials; and 60 61 24-49 DRAFT 3/13/2024 WHEREAS, Ms. Brown embraced and adapted to the many 1 changes in the healthcare industry, including managed care, 2 Medicaid, and Medicare as well as a new Electronic Health 3 Record system in 2010, resulting in substantial changes to the 4 methods for completing her work; and 5 6 WHEREAS, Ms. Brown continued her public service with 7 Chesterfield County in July 2016, when she transferred to the 8 Front Desk as a Customer Service Representative to assist 9 individuals, staff, and visitors as well as scheduling phone 10 appointments; and 11 12 WHEREAS, Ms. Brown continued her public service with 13 Chesterfield County in January 2020, when she joined the newly 14 created MHSS Facility and Housing program as the Administrative 15 Assistant providing valuable support and ensuring the building 16 and staff were properly equipped; and 17 18 WHEREAS, Ms. Brown was instrumental in agency data 19 collection and provided vital information during several MHSS 20 CARF Accreditations; and 21 22 WHEREAS, Ms. Brown has been a team player within her 23 department as evidenced by serving on the Emergency Response 24 Team, including participating in monthly fire and safety drills 25 for the Rogers Building as well as serving for many years on 26 the Diversity Advisory Inclusion Team (DAIT); and 27 28 WHEREAS, Ms. Brown demonstrated professionalism and 29 respect the entirety of her career and was a much-loved member 30 of the Mental Health Support Services team who will be greatly 31 missed by individuals and staff alike; and 32 33 NOW, THEREFORE BE IT RESOLVED, that the Chesterfield 34 County Board of Supervisors, this 13th day of March 2024, 35 publicly recognizes the outstanding contributions of Ms. Cheryl 36 Brown and extends appreciation, on behalf of its members and 37 the citizens of Chesterfield County, congratulations upon her 38 retirement, and best wishes for a long, happy, and healthy 39 retirement. 40 41 AND, BE IT FURTHER RESOLVED that a copy of this resolution 42 be presented to Ms. Brown and that this resolution be 43 permanently recorded among the papers of the Board of 44 Supervisors of Chesterfield County, Virginia. 45 46 Ayes: Holland, Miller, Ingle, Schneider and Carroll. 47 Nays: None. 48 49 50 13.A.2. SET PUBLIC HEARING TO CONSIDER CLAIM OF SUSAN 21 BELLANCA FOR SURPLUS TAX SALE FUNDS 22 23 On motion of Mr. Carroll, seconded by Mr. Ingle, the Board set 24 a public hearing for April 24, 2024, to consider claim of Susan 25 Bellanca for surplus tax funds in the amount of $84,060.50. 26 27 Ayes: Holland, Miller, Ingle, Schneider and Carroll. 28 Nays: None. 29 30 31 13.A.5. AWARD OF CONSTRUCTION CONTRACT 32 33 13.A.5.a. OTTERDALE ROAD WATERLINE INTERCONNECTION 34 35 On motion of Mr. Carroll, seconded by Mr. Ingle, the Board 36 authorized the Director of Procurement to award a construction 37 contract to Metra Industries in the amount of $3,887,142, 38 appropriate and transfer $1,900,000 from Utilities’ existing 39 waterline capital projects funds, and execute all necessary 40 change orders up to the full amount budgeted for the Otterdale 41 Road Waterline Interconnection project. 42 43 Ayes: Holland, Miller, Ingle, Schneider and Carroll. 44 Nays: None. 45 46 47 13.A.5.b. In all Common Areas, pedestrian paths may be natural 43 or hard surface or a combination. (EE) 53 54 8. Development Standards for Detached Single-Family 55 Dwellings. All detached single-family dwellings 56 developed on the Property shall be subject to the 57 following development standards. 58 59 24-56 DRAFT 3/13/2024 a. Variation in Front Elevations. The following 1 restrictions designed to maximize architectural 2 variety of the dwelling units constructed on the 3 Property shall apply: 4 5 i. The same front elevation may not be located on 6 dwelling units that are adjacent to each other 7 or across the street from each other. 8 ii. Variation in the front elevation to address the 9 paragraph above shall not be achieved by 10 mirroring the façade, but it shall be 11 accomplished by providing at least three (3) of 12 the following architectural changes: 13 (a) increasing or decreasing the length of the 14 porch or entry; 15 (b) varying the location and/or style of a front 16 facing gable(s) or type of siding used; 17 (c) alternating the color themes with respect 18 to siding, masonry, doors, and trim or 19 accenting a portion of the front elevation 20 with brick or stone; 21 (d) changing from one architectural style to 22 another architectural style by using 23 architectural detailing consistent with 24 the applicable architectural style, such 25 as, but not limited to, Craftsman, 26 Traditional, Urban Farmhouse, Colonial, 27 and French Country; 28 (e) providing a different roof type/roof line; 29 (f) varying the window and door fenestration; 30 (g) providing or varying dormers; or 31 (h) one or more other architectural change 32 approved by the Planning Director at the 33 time of plan review and approval. 34 b. Single Story Homes. No single story home shall be 35 located on either side of or directly across from 36 another single story home, but this requirement shall 37 not prevent a single story home from being located 38 diagonally across from another single story home. 39 c. Exterior Facades. 40 41 i. Façade Materials. At least 50% (5 in 10) 42 dwelling units constructed shall have 43 brick, stone or masonry fronts that cover 44 a minimum of 20% of the front façade 45 (which façade shall exclude gables, 46 windows, trim, and doors). Other 47 acceptable siding materials include 48 brick, stone, masonry, fiber cement siding 49 (such as HardiPlank, HardieShingle, and 50 HardieTrim), engineered wood siding (such 51 24-57 DRAFT 3/13/2024 as LP SmartSide), or high-grade vinyl (a 1 minimum of .044” nominal thickness as 2 evidenced by manufacturer’s printed 3 literature). Dutch lap, plywood, and 4 metal siding are not permitted. Other 5 materials may be used for parapets, 6 cornices, surrounds, trim, architectural 7 decorations, and design elements. 8 9 ii. Color. Elements of exterior facades 10 (which include cladding, trim, and doors) 11 shall include a minimum of three (3) 12 colors, except a minimum of two (2) colors 13 shall be included if the cladding is 14 white. 15 16 d. Foundations. There shall be a minimum vertical 17 height of eighteen (18) inches of brick, stone or 18 stone veneer above grade utilized on slab-on-grade 19 foundations on all front, side, and rear elevations. 20 All foundations shall be faced entirely of brick, 21 brick veneer, stone, stone veneer, cultured stone, 22 and/or other masonry materials. Synthetic or natural 23 stucco foundations may be permitted for facades 24 constructed entirely of stucco. 25 26 e. Roofs. 27 28 i. Varied Roof Line. Varied roof designs 29 and materials shall be used on facades of 30 dwellings that face a street. Main roof 31 pitch shall be 7/12, and there shall be 32 a minimum roof overhang of twelve (12) 33 inches on main gables. Roof pitch may be 34 decreased to match the architectural 35 style of the home, i.e. Pacific, 36 Northwest, Modern, Craftsman, etc. 37 Porches and dormer pitches may be less 38 than 7/12. 39 40 ii. Roof Shingles. Roof shingles shall be 41 dimensional architectural shingles with 42 a minimum thirty (30) year warranty. 43 44 f. Porches, Stoops and Decks. 45 46 i. Front Porches. Individual porches and 47 porticos shall be one-story in height or 48 taller. Extended front porches shall be 49 a minimum of 5’ deep. Handrails and 50 railings, when required by building code, 51 shall be finished painted wood or metal 52 railing with vertical pickets, sawn 53 balusters or other products of equal 54 quality. Pickets shall be supported with 55 top and bottom rails that span between 56 columns. Columns supporting roofs of 57 porches, porticos and covered stoops on 58 street facing facades, shall be masonry 59 24-58 DRAFT 3/13/2024 piers, tapered round (Tuscan or Doric) 1 columns, or square box columns a minimum 2 of 6” square as appropriate to the 3 character of the unit. Direct Vent Fireplaces. Direct vent gas fireplace 20 boxes which protrude beyond the exterior plane of 21 the unit, are not permitted on front facades. All 22 the exterior materials and finishes used to enclose 23 the fireplace box must match the adjacent façade. 24 25 h. Front Walks/Driveways. 26 27 i. All private driveways serving residential 28 uses shall be constructed of either 29 concrete or asphalt or other hardscape 30 material. This may include pavers as 31 well as stamped concrete driveways. 32 Private driveways shall not require curb 33 and gutter. 34 35 ii. A minimum of a three (3) foot wide 36 concrete front walk shall be provided to 37 the front entrance of each dwelling unit, 38 to connect to drives, sidewalks or 39 street. 40 41 iii. Foundation planting beds shall be 47 provided along the front façades of dwelling units. 48 Foundation planting beds shall be a minimum of four 49 (4) feet wide as measured from the foundation. 50 Planting beds shall be defined with a trenched edge 51 or suitable landscape edging material. Planting beds 52 shall include medium shrubs spaced a maximum of four 53 (4) feet apart. Corners shall be visually softened 54 with vertical accent shrubs (2-4’ in height) or small 55 evergreen trees (5-7’ in height) at the time of 56 planting. 57 58 24-59 DRAFT 3/13/2024 j. Garages. Any garage door visible from a public 1 street shall use an upgraded garage door. An 2 upgraded garage door is any door with a minimum of 3 three (3) enhanced features. Enhanced features shall 4 include windows, raised panels, decorative panels, 5 arches, hinge straps or other architectural features 6 on the exterior that enhance the entry (i.e. 7 decorative lintels, shed roof overhangs arches, 8 columns, keystones, eyebrows, etc.) Flat panel 9 garage doors shall be prohibited. 10 11 k. Heating, Ventilation and Air Conditioning (HVAC) 12 Units and Generators. HVAC units and generators 13 affixed to the ground shall be screened from view by 14 landscaping or low maintenance material. The Conceptual 25 Layout is conceptual in nature and may vary based on 26 the final site plan depending on the final soil 27 studies, RPA lines, wetlands, road design, lot 28 locations, CBU locations, amenity locations, and other 29 engineering or design reasons. Any substantial 30 deviations not related to the foregoing sentence may 31 be approved by the Planning Commission at the time of 32 plans review. (P) 33 34 10. Density. Density for the Property shall be limited to 35 a maximum of one hundred and two (102) dwelling units. 36 (P) 37 38 11. Amenities. 39 40 a. There will be an amenity area located in the Property 41 in the general location identified on the Conceptual 42 Layout as “Amenity Area” and “Tot Lot” The Amenity 43 Area will include two or more of the following 44 recreational amenities: play area, open pavilion, 45 fire pit, outdoor game area, walking trails, 46 benches, hardscape patio area, outdoor eating area 47 or other similar improvements. There will be a landscaped area located on both the 54 north side and south side of the entrance road in 55 the general location identified on the Conceptual 56 24-60 DRAFT 3/13/2024 Layout as “Focal Point.” The final location, design 1 and improvements to be used shall be submitted by 2 the owner and approved at the time of plans review 3 or a separate landscape plan submittal. 4 5 c. The residents of the Property will have the ability 22 to use the amenities for Rountrey, and residents in 23 prior phases of Rountrey will have the ability to 24 use the amenities in the Property. The architectural appearance of single 27 family detached dwellings constructed on the Property 28 shall generally conform with any one or more of the 29 following: (i) the architectural appearance on the 30 elevations attached hereto as Exhibit B, (ii) the 31 architectural appearance of dwelling units constructed 32 within the community commonly known as Rountrey, or 33 (iii) another architectural appearance approved by the 34 Planning Commission at the time of plans review and 35 approval. He provided details of the case 55 and reviewed the Zoning Map, Aerial and Land Use Plan Map, 56 Conceptual Site Plan (Exhibit A), Tower Elevations (Exhibit 57 B), and Co-Location Analysis. He reviewed the Network Solutions 58 24-73 DRAFT 3/13/2024 case, which was approved by the Board in October 2023, and 1 stated Network Solutions cited the same need as the applicant 2 in this case to accommodate equipment for Verizon Wireless. He 3 further stated the county’s Community Facilities Plan 4 encourages co-location on existing communication towers rather 5 than building new freestanding structures. He stated the 6 applicant’s request would potentially permit two 199-foot 7 towers within proximity to each other that provide comparable 8 coverage enhancements. He further stated once built, the 9 Network Solutions tower will provide two additional co-10 location opportunities for other carriers to locate on their 11 facility. He stated staff finds that the applicant’s proposal 12 does not support the Community Facilities Plan goal of 13 minimizing the number of towers and their respective impact on 14 the surrounding area. He provided details of the recommended 15 imposed conditions outlined in the staff report, which would 16 mitigate the impact of the proposed tower on area properties 17 and ensure conformance to elements of the Tower Siting Policy 18 should the Board choose to approve the request. He stated both 19 the Planning Commission and staff recommend denial of the 20 request. He further stated the Network Solutions tower will 21 provide co-location opportunities for Verizon Wireless and 22 other carriers seeking a facility to improve their coverage in 23 their area.
