This day the Executive Secretary read a letter from Mr, keRoy l~rown, a lawyer,
representing a Kroup of citizens in the County, who are purported to be appr'ieved
over the appointment of ~r. Joe Bellamy as Deputy Game Warden for ~he County.
U~°n consideration whereof, and on motion of Mt. Gunter, seconded by Dr.C~ill,
it iv resolved that the Executive ~ecretary be and he her*thy is requested to
reply to Mr. Brown, statinL~ that the 0ounty is highly satisfied with the servi6es
of Mr. Joe ttellamy an(] to date he has done an exceptionally fine job.
On motion of Df. Gill, seconded by Mr.Britton, it is resolved that this Board
fi, rant a variance in ~ts building, restrictions to .~r,ll.]~.Olarke, to build a
~-a'Fag-e not less than 7 feet from his property line, which location is on
Hudsorl Street in Matoaca,
It is here noted that Sro John F.Dick has sit~'ned a statement stv. tin$,~ that he
does not: object to said caral~e being,~ ?-feet from his common property line,
On motion of Mr.l~ritton, seconded by Dr. Gill, it is resolved that this Board
~rant to %.lr.R.J,Newell a variance in its buildin~ restl'ictions to allow a
~ara~:e to be bnilt no less than j-feet fl~om the side llno adjacent to the
property of Mr.$,131air Hall, who stated in writing: that he has no objection,
said property bning at 708 E. 59th Stl~eet.
On motion of Mr.tla&~ue, seconded by Pr. Gill, it is resolved that this Board
,,;rant Mr. W.N. Wri(lht, Or,, a variance in its building requirements to allow
tile construction of a garaf;e no less than 5-feet from bis commonboundary line,
and Mr. Edward C. Gibson, stated in writinv, he had no objection to this request,
said property being located at 308 Cen[ralia Read.

police cars and a County pick-up truck at public auction with the Sheriffls aid,
if possible.
This day the Executive Secretary read a letter from tile Welfare Superintendent,
~equestin~,. the ~oard to allow the Welfare Department to suspend %he filinK of
numerous ~eports ~f Welfare a=tion with the Board of SupeFvisors~ Upon
consideration whereof, and on motion of M~.Gunter, seconded DF.Gill,it is resolve(
that the %t'elfare ~uporintendnnt be and she hereby is instructed to furnish only
such reports to the ~oa~d of Supervisors as are ~equi~d by law and hersafteF
requested by ihe I~oard of ~upe~visors.
Un motion of Mr,IIa~.~tm, seconded by Dr. Gi]], it is resolved that the Welfare
~{eard and the Tl~easurer of tile County of Chesterfield, be, and the they are
hereby authorized to tr~tnsfer $500.00 of the unmatched County Funds of
to the Administration Account.
This clay it was reported that the $oothside Vi. rKinia Emergency Cron,, Icc., has
been rendering the County of Chesterfield considerable service in emer~Iencies
consisting of life savin~: and ~escue work, an([ that this [~oard had neve~ been
mequested to compensate in any way %his o~[lan~zation fo~ said services, Upon
consideration whereof, and on motion of Dr.(;ill, seconded by MP.]{Fitt~fl, it
~esolved that the sum of $100.00 be {~ivon kn the name of Chesterfield County
the Southside ~i~uinia E~mt~ency
And be it fuFthe~ resolved that $100.00 be t~ansferred from lhe unexpended
This day the Executive ,~ecretary reported to the Itoard that the position of
Co-Ordinator in the Civil Defense Or~lanization in tho County was as yet unfilled~
and thai; i~ would bo in the in~eros~ of the County ~o fill~his position immediate]
Upon consideration whereof and on motion of Mr.~nter~ seconded by Mr,~a~uo~
it is resolved that Mr, D.lq.Murphey, of Chester, be, and he hereby is appointed
as Co-ordinator in the Civil Defense Organization of Chesterfield County.
Andbe it further resolved that this resolution be ~alid upon the consent of Mr.
Mu r phe y.
This day the Executive Secretary presented a report from the Iiuilding inspector,
which report shows a great increase in the unmer of buildin~ permits issued
in 1954, which report is received and filed.
T~lis day the Executive Secretary read a letter from Mr.D.F.Jackson,Office
ManaGer of the Richmond ~4emorial Hospital, request}nfl the {~oard to donate
$1000.00 on a verbal agreement made some years a~o. Upon consideration whereof
and on motion of Mr.Gunter, seconded by Mr,Hague, it is resolved that the
Executive ~ecrot~ry bo and he ]~ereby is requested to answer said request saying
that there was no board action covering this agreemen~ and no real commitment
of the County of Chesterfield.
The Executive Secretary presented a letter from the Highway OepartmentaDproving
}he requested chanL"e ~,n St~l:¢? l'{oute 10[ l{t. 60 and 61, an(] Rt. ll~?, which papers
are order~d to be filed with lhe I{oard s r~,eords.
This d~,y the Executive necrotary read a letter from the Southampton Recreation
Association, which letter thanked the I{oard for its aid in the improvement of
Chellowe Road in the Southamplon area.
This day a re!~ort of the County Assessor was presented, which report stated that
property in the amount of $976,570.00 had been assessed during the quarter,
This day the Executive Secretary reported that several bids h~d been recto}red
on installin~f heat in the School ~qtora~e l~uildinf; and that the range in prices
was quite large; that the School }{oardhad off,,red to do the maoority of the work
of i~stalling heat in saidbuildin~. Upon consideration whereof and on motion
of Mr.}{ritton, seconded by Mt.grunter, it is resolved thut i~ view of the apparent
hiL~h cost of the [)ids recei, ved and i]]e r-suiting economy if this work were done
by County forces, that the School [~oard be au%her}zed to install }lea~ in the
School Storage }{uilding and bill the County for necessary expendZtures,
On motion of Mr.tlaf~ue, seconded by Df. Gill, it is resolved that the Executive
Mecretary be and he hereby is directed to make proper installation of a stand-by
~lenorator at the Police Office.
This day certain bids were received for' writing a preliminary report on sewerage
treatmeni and necessary new li~1.~ for same in the Ettrick Sa~litary District, came
before the }~oar¢l, with a letter f~om the County E~gineer ~eoommending }{ayes,
Seay,, Mattern and Mattern, Gonsultin~ Engineers, of Roanoke, Vir;finia. Upon
considerotion whereof, and on motion of Pr. Gill, seconded hy ~[r. Gunter, it i~
resolved tha~ the fi~m of Hays, Seay, Mattern and Mattern, be, and they her(,by
a~e a~warded the contract for preparint~ the preliminary plans as outlined in the
proposal of th~s firm for the ~ttrick Sanitary District.
It is here noted that the Light Committee is scheduled to meek November
at ~:'00 D.m. to review lhe requested I.i~ihts of the County.
[t is, here noted that the }{oar~ with the County En~neer held a short discussion
on the WaterDepartment and its problems.
0n mo%ion of 3Ir. Gunter, seco~ded by ~lr.Ha~:ue, i% is resolved that the T~,~asurer
of the County of Chesterfield, *e, and he hereby is authorized to borrow an
amount no~ to exceed $100,000,00 until the tax avails of the cuFr{~nt real
levy are in hand.
