Upon consideration whereof and on motion of Gunter, seconded by Dr. Gill, it is resolved that this Board request the State Highway Department to improve Buckingham Street at a cost not to exceed $650.00. And be it further resolved that the foregoing resolution bo submitted to the Highway Department upon the receipt of one-half of the stated cost from the residents living in this area. M~~. Goyne requested that the Resident Engineer and the' County Engineer sub- mit to the Board a price on the improvement of Winfree Street to a point 110 feet east of its intersection with Snoad Street. On motion of Dr. Gill, seconded by Mr. Ooyno, it is resolved ttmt this Board request the Highway Department to improve Roa~o Street in the Rfvermont }{ills Subdivision, at a price not to exceed $8~5,00. And bo it further resolved that tile foregoin~ resolution be submitted to tho MiMhway Department upon tho receipt of one-half of the stated cost from the residents livin~ in this ~rea. On motion of Fir. Goyne, seconded by Dr. Gill, it is resolved that this Board request the Virginia Department of Highways to improve 4th Avenue at a cost not to exceed $325.00. And be it further resolved that the foregoing resolution be submitted the Highway Department upon the receipt of one-half of the stated.cost from the residents living in this area. On motion of Mr. Goyne, seconded by Mr. Hague, it is resolved that the Resident Engineer and County Road Engineer be requested to view Third Avenue in Patterson Park, and submit to the [~oard a price for improving some. It was agreed that the Executive Secretary be requested to write the Hines Engineerin~ Company yet another letter seeking some settlement date on the construction of roads in the Quail Oaks Subdivision. This day Mr. McCormick and Mr. Woosley appeared before the Board seeking the rezoning from RSsidential-2 to General Business of the following described parcel of land: In 5]anchester )~agisterial District, a parcel of land frontin~ on the Granite Road 80 feet and extendin~ southwardly 200 feet bein~ better known as Lot 5, Gravel Hill Subdivision, to be rezoned from Residential-2 to General Business. There appearing no one present opposed this request, and on motion of Gunter, seconded by Dr. Gill, it is resolved that the aforedescribed parcel of land be and the same is hereby rezoned from Residential-2 to General Business. This day the County Road Engineer in accordance %~ith directions from this Board made report in writing upon his examination of Wallowa Road in the Kenmore Subdivision in Manchester Magisterial District, which report shows that in the opinion of the County Road Engineer it is expedient that said road be established as a public road. Upon consider~tion whereof, and on motion of Fir. Britton, it is resolved that Wallowa Road in Kenmore Subdivision in Manchester ){agisterial District, be and the same is hereby established as a public road. And be it further resolved that the Virginia Department of Highway be and it hereby is requested to take into the Secondary Road System of 0hesterfield County, Wallowa Road in Kenmore Subdivision in Mancheste~ Magisterial District, from the intersection of Rt. 679 and Rt. 1813, .06 miles east- wardly to Blythewood Drive. This is a connecting road. And be it further resolved that the Board of Supervisors of Chesterfi~ld County guarantees a right of way of not less than 50 feet to the State Department of Highways for this road. This day the Oounty Road Engineer in accordance with directions from this Board made report in writing upon his examination of Chellowe Road~ in the subdivision of Stratford Hills in Manchester Magisterial District, which report shows that in the opinion of the County Road Engineer it is expedient that said roads be established as public roads. Upon consideration whereof, and on motion of Mr. Britton~ it is received that Chellowe Road in Stratford Hills Subdivision in Manchester Magisterial District, be, and the same is hereby ~stablished as a public road. And be it further resolved that theVirginia Department of Highways be and it hereby is requested to take into the Secondary Road System of Ohester- field County, Chellowe Road, from a point on Rt. ?0~, .16 of a mile east of its intersection with Rt. 1816, .~Z of a mile southwestwardly to a dead end. This road serves 10 houses. And be it further resolved that the Board of Supervisors of Ohesterfield County guarantees a right of way of not less than 50 feet to the State Department of Highways for this road. This day the County Road ~ngineer in accordance with directions from this Board made report in writing upon his examination of Waxford Ro~d in the Nottingham Subdivision in Midlothian Magisterial District, which report shows that in the opinion of the County Road Engineer it is expedient that said ~oad be established as a public road. Upon consideration whereof and on motion of Mr. C~nter, it is resolved that ~axford Road in the snbdivision of Nottingham, in Midlothian Magisterial District, be, and the same is hereby established as a public road. And be it further resolved that the Virginia Department of Highways be and it hereby is requested to take into the,Secondary Road System of Chesterfield County, Waxford Road in the Nottingham Subdivision in Midlothian Magisterial District, from a point on Rt. 147, .09 of a mile south of the intersection with Rt. 821, .26 of a mile westwardly to a dead end. This road serves houses. And be it further resolved that the Board of Supervisors of Chesterfield County guarantees a right of way of not less than 50 feet to the State Department of Highways for this road. This day the County Road Engineer in accordance with directions from this Board made report in writin~ upon his examination of Warner Road and Bluff Drive in the subdivision of East Grandview in Manchester Ma~isterial District, which report shows that in the opinion of the Oounty Road Engineer it is expedient that said roads be established as public roads. Henry Blankenship Clover Hill District Midlothian District Matoaca District This day the Executive Secretary read a letter from the Forest View Fire Department which letter thanked the Board fro its cooperation in furnishing a new truck to the Forest View Fire Department, and which letter is ordered to be received and filed with the Boardts papers. It was generally a~reed that the Commonwealth's Attorney review the proposed contract with E. Tucker Carlton for the drawing of plansfor the new School Board Office and report to the Board at a later date. This day the Executive Secretary made mention of the fact that extensive reports of the Home Demonstration Agent and the County Agent, setting forth the activities of these departments during the year 1954 had been received. These reports were ordered to be received and filed with the Board's papers. This day the Executive Secretary read a report si~ned by V. R. Coyer, Ground-Water Geologist, which report was sent to the State Water Control Board and 'concerned the possibility of pollution to the wells in the Midlothian area due to the dumping of garbage in the Black ~ea~h mines, which report was ordered to be received and filed with the papers of this Board. Mr. H. T. Samuels requested by letter that a building permit be ~ranted on · 77 acres of land fronting on a 20-ft. road leading easterwardly from the Whitehead Road. Upon consideration whereof and on motion of Mr. Gunter, seconded by Mr. Hoyne, it is resolved that this Board authorize the Building Inspector to issue a building permit, provided 15 feet additional right-of- way be obtaieed from the Whitehead Road to the property in question, and provided furth,r, that the citizens af the area pay for one-half the cost of the construction of a road on said right-of-way. On motion of ~r. Goyne, seconded by Mr. Gunter, it is resolved that the County Engineer be authorized to work with the officials of the Presbyterian Church to effect some solution to the problem of getting water to said Church. This day the County Assessor presented a report of his work during 1954, which report is received and filed. On motion of ~r. Gunter, seconded by Mr. ~o~ne, it is resolved that all new buildings when substantially complete and fit for use, occupancy and enjoyment be assessed. And that tile Commission of Revenue of such County shall enter on the books the fair market value of such buildings. It being further understood that the tax on such new buildings shall be eomnuted according to the ratio for the portion of the year such building is fit for use, occupancy and enjoyment, bears to the entire year. This day Mrs. Hillman and Mr. Perry 8cay, lawyer, representing the Schmidt Investments Company, Inc., came before the Board requesting som~ ~ariance in the County,s policy of extending water mains in subdivision. After much discussion it is apparent that the Schmidt Investment Company agrees to attempt to recover the cost of water lines installed in the Oxford-on-the- James Subdivision by deed restrictions. Upon consideration of this entire matter and on motion Of Mr. Gunter, seconded by Mr. Goyne, it is resolved that the County Engineer be requested to mai] a new contract to the Schmidt Investment Company, which contract would be in keopin~ with our present water policy. On motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that this Board request the State Corporation Commis~ion to review the assessment of all public utility corporations in the County of Chesterfield, attempting to bring said assessments closer in line with its state-wide policy af On motion of Mr. Goyne, seconded by Mr. Gunter, it is resolved that the Executive Secretary be authorized to pay Mr. Ear% l.utz, $43.60 as compensation for the return of the original document dated 1749 the Commission of Peace Document, which document estab].ishes the County of Chesterfield as a separate County.
