l~nis day Mr. d. 1. Moore appeared before the Board to again discuss the matter
of obtaining a suitable supply of water for the subdivision of Meulah Village,
requesting the }3card to allow him to make a temporary hook-up to the new well
recently dug which has an inadequate supply of water to serve 8 ~ouses alreaidy
constructed and sold. Mr. Moore agreed. Chat the same guarantee as to the
water supn,]y and other restrictions be ~iven on the proposed well as was given
on the well recently constructed, it was generally a~reed that acontract
¢overin~ %he matt~,r be approved by the Board first and then signed by Mr. Moi~re
and that Mr. Moore be allowed to connect a maximum of 8 house~ to the existin~
well i~s a temporary measure, until such time as a new well with an adequate
supply of water can be drilled.
This day came Mr. Biggs and others, residents of the Ovorstreet Subdivision
near Stop ~5, off the Harrowgate Road, requesting the Board to improve said

This day Mr. C. F. aellam, Resident Engineer, Virginia Department of Highways
reported that the cost of improving Grove Roadin Sunny Dell Acres Subdivision

This day there arose a discussion as to the County's requirements of specifica-
tions for curi)s and gutters in subdivisions. And it was pointed out that
the Highway Department would approve curbs and gutters with the gutter width
of 18". Upon consideration whereof, and on motion of Dr. Gill., ~conded by

This day the Executive Secretary read a letter from Mr. H. I. Scheitlin
concerning the condition of Rt. 684 and requesting some improvement to same.
It was generally agreed that Mr. Kellam, Resident Engineer, would investigate
this complaint,

[~urnette Road, was discussed and it was generally agreed that Mr; kellam would

This ~y Mr. R. J. Britton, presented a letter from Mr. }~urton ~arye, Chief
Engineer, Virginia Department of Highways, which letter was in answer to a
petition filed with the Highway Department by Mr. }~ritton, which petition
called for the lowering of Rt. 1 at the OuPont intersection,'at Stop 17. Mr.
Marye stated that in his opinion the $300,000,00 allocation would be sufficient
for the proposal improvement.
Mr. Britton requested Mr. Kellam to remove a tree from the right of way on Rt.
10, immediately sou~h of 5nead Road.
Mr. Britton requesting the Resident Engineer, ~r. G. F. Kellam, to get a
price on the improvement of a road leading southwardly from Rt. 60.
Mr. l~ritton questioned the Resident Engineer, Mr. Kel].am, on some work for Mr~
James R. Condrey of Cook's Road. b~r. Kellam stated that the ~{i~hway D~)artment
could not do work on private drives.
~is day Mr. C~yne requested Mr. ~ellam to hard-surface DeLavial Avenue in
Chester, the sa;ne being Rt. 1503. Whereupon Fir. Kellam stated that the traffic
count was no[ Count sufficient to warrant the hard-surfacing of this road at
this time.
'Chis (i~y Mr. ~unter again questioned Mr. Kellam concernin~ the completion of
a survey and proposal for closing two i~rade crossings in,Ben Air. ~. Kellaml
stated that the survey had not yeast been completed, that the Highway had re-
ceived a letter from Mr. Witner of the Ben Air. Industrial School opposing the
present proposal, and offered recommendations for consideration to be given tO
the construction of this road from 3¢ funds of the County.
Mr. Gunter questioned the status of the road leading westwardly ~rom Rt. ~1
to the ~uza ~state in ~ermuda District. Whereupon it was reported that no
right of way had been found as yet and Mr. Goyne suggested that th9 records
be examined more closely as said road was once a County road.
On motion of Mr Hacue, seconded by Dr..Gill, resolutions on roads in WoodburF
Subdivision to have same taken into the State Secondary System.
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Kinrod Road, Haywood Road and
Clearfield Street in the Woodberry Subdivision in Manchester Magisterial
District, which report shows that in the opinion of the County Road Enginee~
it is expedient that siad road be established as public roads.
Upo~ consideration whereof and on motion of Mr. Sritton, it is resolved that
Kinrod Road, Haywood Road and Clearfield Street in the suodivision of Woodber~y
in Manchester Magisterial District, be, and the same is hereby established as!
public roads.
And be it further resolved that the Virginia Department of Highways be and iti

A discussion arose concerning the emergencies existing in the County at this
time. Mr. I{ritton stated that parts of Stratford llills, specifically Marilea
Road, is without water during peak periods and that the County must do some-
thing to avoid unfaw)rable publicity.
Mr. Goyne stated that the pressure on Winfree Street is extremely low and the
the [%card had previously decided to replace the lin~? in Winfree Street. Upon
cons[deuation whereof arid on motion of Mr. Britton, seconded by Mr. C~oyne,
it is resolved that the following motion be adoptedl
"in view of the pressing demands for water in certain areas of the
County, and in view of the fact that a Water Bond Issue cannot be
acco,npiished in the near future; be it resolved that $~0,000.00
be approDriated from the General Fund of the County to the Water
Department Construction Fund, which fund is to be used to alleviate
these pressin('~ demands."
