This day the matter of improving Clover Lane, which road runs between Cherry Lane and Huth Road, came before the Board and it was cited that said road is at present in the State Secondary, however, the Virginia Electric & Power Company have poles which are purported to be in the anproximate center of the road right of way~ a~d that said poles are barrin~ the Highway ~epartment from hard-surfaoin~ and other improvements.on.the road, Upon consideration whereof and on motion of Hr. Britton, seconded by Hr. Goyne, it is resolved that this Roard request the Virginia Electric and POwer Company to move said poles to the edge of the right of way at their expense. This day the Executive ~ecretary presented.a letter signed by Mrs. J. P. Wynne, President of the Jahnke~s Road Women's Club, requesting "Slow" signs or "School- Slow" signs in the vicinity of the Forest View School. Upon consideration whereof and on motion of Mr. BFitton, seconded by ~h~. Goyne, it is resolved that the Highway Department be requested to investigate this condition and stall signs if at all feasible. This day the Executive Secretary read a letter from Mr. F. A, Davis, Chief Engineer, for the Highway Department, which letter cited the fact that the Board would be approached in the near future as to time and date for a joint meeting to discuss the proposed road connecting Rt. 360, Rt. 60 and Rt. 10 with the Toll Road, which letter is received and filed. This day the Commonwealth's Attorney reported to the Board that he had received a letter from Mr. Eppa Hunton, IV, Attorney for the Estate of Mrs. Ellen S. D. DeFord as follows: "I have discussed with Mr. Drewry DeFord the desire of.the County to surface and widen the existing road across the property owned by his motherlS estate as shown on the plat which you were good enough to ~sSnd me. He advises that it does not appear to.them that any benefit would accrue to their property from a widening of the road, and therefore see no reason why.they should be asked to give rather than sell the property desired. They are, however, willing to co.Fey the additional 30 feet to the County for it fair market value. If you desire to submit an offer, I will be glad to take it up with him. ' They are unwilling to convey any portion of the property now occupied by a graveyard to the south of the existing road as the graves there are of the family of a preFious owner." LaPrade, to survey the Drewry Road from Rt. 1 to the old Ce.italia Road. making the necessary changes and relocation that the Highway Dep, rtment may suggest, On motion of Mr. C~nter, seconded by Mr. I~ritton, it.is resolved that this Board request the Hichway Department to correct the drainage at the intersection of Buford and First Streets. On motion of Mr. Gunter, seconded by Mr. Britton, that this Board request the Highway Department to improve a location on Rt. 65~ at.Swift Creek on which site a school bus could turn-around, at a cost to the County not to exceed $100.00, to be paid from the 3¢ Road Fund of the County, On motion of Dr. Gill, seconded by Mr. Gunter, iris resolved that this Board request the Department of Highways to investigate the widening of the intersec- tie0 of Rt. 1101 and Rt. 627. On motion of Mr. ~oyne, seconded by Mr. Hague, bt is resolved that this Board request the Highway Department to correct the hazardous traffic condition prevailing at the intersection of Ri, 827 and Rt. 10, by the installation of traffic signals or by channelization. This day the matter of a water shortage in the Morrisdale area was discussed before the Board of Supervisors and it was reported that a suitable well house had not been constructed and that no current was;~available to run the pump on the new well recently finished in the area. Upon consideration whereof and on motion of Dr. Gill, seconded by Mr. Britton, it is resolved that the County Eh§inner be granted the authority to proceed immediately with the construction of a building to house the new pump and tank~ in the Morridale area. It is generally understood that the County Engineer seek approval from the School Board on the location of a temporary bui]din~ to be taken down when the new water line comes from Rt. %1. On motion of Dr. Gill, seconded by Mr. Br[tton, it is resolved that the County Engineer be granted the authority to complete the installation of a booster pumping station on Rt. ~1 at Holt's curve. This day Mr. W. A. Holt and Mr. Ted Stanton and others appeared before the Board complainin~ of the water service in the last twenty-four hou~rs. Where- upon the County Engineer stated that if current were not available to operate existing pumps, water would be brought to the Subdivision bF f~e truck. This day again the matter of lowering water lines on Old Westham Road came before the Board, presented by Mr. J. Spencer Gilmore, representing Mr. Robert J. Dailey, and l~hereas, it was cited that the existing water line is at present on an easement and the same portion of the road has been granted for the future widening of said road to the state Department of Highways for additional right of way, and Whereas, it appears that netgh~r the County nor the purchaser of the land should bear the entire cost of relocating the existing water main, Now,.Therefore, Be it Resolved, on motion of Mn; Gunter, seconded by Mr. Britton, that this Board authorize the County Engineer to relocate said water line and the cost of said relocation be borne one half by the County'Utility Department and one-half by the subdivider, it being understood that this agreement is acceptable to the subdivider. Upon consideration whereof and on motion of Mr. Gunter, seconded by Hr° Goyn®, it is resolved that the Executive Secretary with the Commonwealth's Attorney reply to Mr. Crowder citing the Een~ral law. This day the Executive Secretary read a letter from Mr, George W. Dean, State Forester, citing the fact that 123 fires were reported in Chesterfield County by the forest warden with an average of 2,34 acres per fire, which letter is ~eceived and filed. This day a letter was read from Mr. Jesse Billon, citing certain expenditures and receipts for the Clerk of 0ircuit Court for the year ending December 31, ]954. This day the County Engineer presented to the Board the resignation of Mrs. Thelma Dyson, which resignation cites the fact that her five-year stay with the 0ounty has been most enjoyable. The matter of getting a secretary for the County Engineer was briefly discussed, and it was generally agreed that this matter would be deferred until the 0ommittee could render some solution ~o the existing problems now being studied. This day the Commonwealth's Attorney presented a letter citin~ a ruling that the County had an easement on the land in Chester on which the water tank was located only in so far as the County used it for a water supply and/or water storage, And it was cited that the County skould have an easement for the maintenance of existing lines, leading to and away from the cid water tank. ~pon consideration whereof and on motion of Mr. Goyne, seconded by Mr. Hague, it is resolved that the Commonwealth's Attorney be requested to draw a contract to negotiate with the present owners of the property an easement, for the exist- ing water lines. This day it was reported by the County Engineer that an offer to purchase the Raleigh Court pump house at $100.00 had been received. ~pon consideration whereof and on motion of ~r. Gill, seconded by Mr. Britton, it is resolved that the Commonwealth's Attorney be requested to investigate the ownership of said land and report to the Board on the legality of a sale of the Raleigh Court pump house. This day the Board interviewed in Executive Session, Mr. Walter T. Burke, and Mr. D. Shelton Shephard, applicants for the position of Assistant Boilding In General session, and upon consideration of the two applicants interviewed, Mr. Gunter made the following mction~ which was seconded by Mr. Britton: That this Board employ Mr. Walter T. Burke as the .Assistant Bnilding Inspector at a salary of $3600.00 per year. Baker Child Welfare Camp, Incorporated, organized on August 30, 1929, has been dissolved{ and, 'kFdER~AS, W. W. Baker Child Welfare Camp, Incorporated, did convey unto the County of Chesterfield, Virginia, by deed recorded in Deed Book 2~, page 30~, in the Clerkts Office of this County, certain property whereon the W. W. Baker Child Welfare Camp is located; and, ~{EREAS, it is the desire of the County to continue the operation of the W. W. Baker Child Welfare Camp as heretofore organized; and, WHEREAS, the Incorporators desire to form a corporation and agree that the corporation will operate and maintain a Child Camp in accordance wi~h the objects heretofore set out in the Charter of the W. W. Baker Child Welfare Camp, Incorporated, and that the Camp shall be operated solely upon donations by the public; NOW, THEREFORE, in consideration of the foregoing and the mutual covenants and a~reements herein contained, it is hereby agreed as follows: 1. That the Incorporators hereby accept the appointment as incorporaitol of the W. W. Baker Child Camp, Incorporated, and specifically agree that ~hey will form a corporation known as the W. W. Baker Child Camp, Incorporated; that the corporation will. be organized in accordance with the ~bjects and purposes previously set out in the Gharte~ of said Corporation heretofore organized August 30, 1920; that they will operate and maintain a Child Camp in accordance with the provisio~s of said Charter; and that it will from time to time, upon the request of the County, amend its by-laws to conform to the wishes of the County| and that'no amendments to the Articles of Incorporation or change in the purposes of the Corporation will be made without the consent of the G0unty; that the Articles of Incorporati6n shall 'be submitted to the County for its approval befome being filed with the State Corporation Commission; that the Corporation will ad,pt such bY-laws'as ar~ appropriate to govern said Corpora- tion, which by-laws shall be approved by the County. 2. That the ~ounty agrees to convey unto the Corporation, after it received its Charter, the property heretofore conveyed to the County by the W. W. Baker Child Welfare Camp, Incorporated, upon the condition that the title to said property shall revert to the County of Chesterfield if the Corporation becomes extinct and/or fails to operate a Camp in accordance with the Charter of the Corporation for a period of two years. 3- The Inoorporutors'agree that the proper officials of the Corpora- tion after ~he same"is organized, will execute an agreement embodying the principals b-rein set forth. 4. BAKER CHILD GAMP, INCORPORATED It was ~enerally a~reed that the Executive Secretary would write to each new member sendin~ what resolutions and agreements pertaining to the sub,eot that are available, and suggesting that Mrs. John Pearsall be a temporary Chairman to call the first organizational meeting, This day Mr. Stuart Shumato requested by letter a variance on Lot 2, Terrace a, in the Subdivision of Oxford-on-tho-James, which variance would allow the construdtion of his dwelling not less than 15 feet from his side line and presented also a written consent from the adjoining property owners. On motion of Mr. Gunter, seconded by Mr. Britton, it is resolved that said variance be granted as requested. This day there was presented a contract from the Gott Index Company, Columbus, Ohio, fo~ the closing out of the old grantor~grantee books in the Glerkts Office, arid the Gommonwealthts Attorney cited the fact that he had approved the contracts as to form, whereupon and on motion of Mr,.~ague, seconded by Mr. C~yne, it is resolved that this Board at~thorizo this Chairman-and Clerk to si~n this con~ract which prescribes the first phase of service to.be done, the amount of which is $10,000,00. This day it was reported that certain easements ~r the laying of water lines had not been recorded for a number of years. Upon consideration whereof and on motion of Dfc Gill, seconded by Mr. Gunter, it is resolved that the Common- wealth~s Attorney and the County Engineer be requested to negotiate.with various lawyers as to the price for the recording of said easements. This day the firm of Causey and Weeks presented an addendum to the "Engineering RePOrt on Water Supply, Filtration, Storage and Distribution", which addendum presented a bonding sOhedule for a $2,250,000°00 bond issue, The Executive Secretary and County Engineer presented a list of ten (10) recommendations, calling for either s~udy or charges in the original report, The Board held a lengthy discussion of the Addendum to the report and the recommendations presented.
